General Assembly Meeting Minutes

Development in Schools (Ashley Powers

Action/deliverable
AKOK: a. Brief update of where we have been and where we are going in the
new year. Two very significant things that happened in 2014: More money
coming into schools and more local control over how that money will be spent.
Also, received several federal grants to move our plans forward. Expanded our
AKOK School Climate Leadership team with Probation, Restorative Justice
Partners and Community Alliance for Safety & Peace, coming together to form
working group. In January leadership team got together for ½ day strategic
planning session to reflect, plan & prioritize. Will focus on data collection and
working with evaluators. Shared indicators in Power Point Presentation
(attached). 2015 updates will be given on baseline data, evaluation & strategic
plan. Ashley asked what information the CC would like to hear the AKOK
bring forward this year. Consensus shared 1) baseline data is very important to
the Council. 2) What does youth participation look like? 3) Sharing good news
and problems they are having so other agencies can learn from them.
ECDI: Nina gave update on progress of ECDI, including the status of each
Collaborative Action Team (CAT): No. Monterey County, Seaside, Salinas,
Greenfield, and Pajaro are involved. North Monterey County has facilitators
working with them to help design their strategic plan. Pajaro’s next meeting
will be in February and will examine local data. Salinas is going forward to
determine a structure; they want to focus on moving forward as a whole
community not just a certain area. At the next meeting they will focus on
which indicator they want to start working on. Seaside & Greenfield still in
discussion with local champions to see how they want to move forward.

Initiative. (Nina Alcaraz, ECDI Manager)
Two RFPs are out in community for facilitators and evaluators, the positions
close 2-11-15 & 2-17-15 respectively. Backbone is currently working on
updating the ECDI strategic work plan to develop & create a draft to bring to
CC; Exec. Comm. in March and larger body after that. Policy Advocacy
Network is developing advocacy guides for the community. This has gone to
the Exec. Committee. ECDI recvd. $10,000 from the Community Foundation
to help move the work forward.
Thanks to Robert T., ECDI will be presenting at a Statewide conference this
week. She will share feedback at next meeting.
4. a. Commercially Sexually Exploited
Children (Robert Taniguchi-DSS)
Robert shared that the state has given each county the option to opt in to
develop protocols for dealing with CSEC. There is a tri-county coalition
being formed. Law enforcement, and survivor communities are involved;
counties include Santa Cruz, San Benito & Monterey. Robert joined this
coalition to involve their support and input in developing a protocol on how
to deal with CSEC. Probation, Mental Health, and courts are recommended to
be involved in this process, as well as, Education, youth and other service
providers. Our consultant will probably talk with some of you to pick your
brains and discuss strategies. Consultant will assist in tri-county.
b. Family Engagement Inventory
(https://childwelfare.gov/fei) Yuri
Anderson, VP Community InvestmentsUnited Way.
Yuri updated the Council on Exec. Com’s research into Parent
Engagement/Involvement, the number one topic members indicated interest
in learning about through a survey in September. Research has uncovered
there is no difference between the two terms, but that we should in fact ben
considering “Family Engagement.” She then provided overview of a website
for “Family Engagement Inventory” – www.childwelfare.gov/fei. The Exec.
Com has determined that a multidisciplinary team made up of reps from
Child Welfare, Juvenile Justice, Education, Early Childhood Education, and
Behavioral Health should be convened to review the resource and determine
if it is an appropriate framework for us to use locally.
