Executive Committee Monterey County Children’s Council Thursday, May 7, 2015 60 Garden Court, Suite 350, Monterey, CA Members Present: Elliott Robinson- Chair, Mary Adams, Nancy Kotowski, and Marcia Parsons - Others Present: Katy Castagna, Francine Rodd, Nina Alcaraz, Sandra Chapin, Stephanie McMurtrie Welcome Robinson called the meeting to order at 7:35am. All present introduced him/herself. Administrative Items Adams motioned to approve the minutes of the March 5, 2015 and April 2, 2015 Executive Committee meetings. Parsons seconded the motion. Motion passed unanimously. Information/Discussion: Budget: Propose to increase United Way Monterey County’s annual budget by $600, to $37,860, to include MCCC website maintenance. Robinson discussed the future possibility of the site intersecting with the County website. Parsons motioned to increase the United Way Monterey County’s budget to $37,860, and Kotowski seconded the motion. Motioned passed. FY15-16 Meeting Calendar: Recommended to maintain Mondays for the General Assembly meetings. Possible holiday conflicts in July and December. Robinson reiterated that the bylaws dictate the General Assembly meet on the 2nd Monday. The Executive Committee will maintain the current schedule. McMurtrie will put together the calendar for review at the next Executive Committee meeting. Early Childhood Development Initiative (ECDI): Alcaraz provided an update on the Collaborative Action Teams (CATs) and the indicators on which each team are planning to focus. There is a lot of alignment across the county. The three new facilitators for the CATS are being oriented this month. Alcaraz provided an update on Your Message Media, the marketing/communication firm, and their proposed target audience of parents/caregivers and community business leaders for the outreach marketing campaign. The message to parents/caregivers would be to increase awareness of talking and playing with children and the impact on early childhood development. The message to community business leaders would be the correlation of investing in early childhood development to economic progress. Your Message Media recommends focusing on Spanish-speaking parent/caregiver communities and to develop a unique campaign that is in a fun/approachable voice “coming from the child”. The message they are testing for the business community leaders is “Let’s Raise Monterey County Together.” They plan to utilize local community leaders to be the face of the campaign, and will develop business kits. Once concepts are developed, they will utilize focus groups to see what resonates with each population. They have interviewed a number of community members and groups to develop their initial recommendations. Robinson suggested incorporating the CATs in the focus groups to establish “buy in” to the campaign from these important groups. Alcaraz indicated that she had put the firm in touch with the CAT leaders. Chapin shared that the firm is interested in developing strategies to reach the hardest to reach. Robinson suggested street theater as a mechanism for disseminating the message. Adams suggested reaching out to La Preciosa radio. Alcaraz shared that they had been in contact with Radio Bilingüe. Kotowski suggested providing materials in waiting rooms and identifying ways to support follow through to ensure impact. Chapin and Rodd provided an update on policy. Previously, the Executive Committee agreed that if the Policy and Advocacy Network believed a policy was important and if the County Supervisors had already passed it, the Children’s Council (MCCC) could sign a letter of support. If the Supervisors had not yet expressed approval, then ECDI could ask if the Children’s Council would like to provide support. If the Network supported something that the Supervisors did not approve, it would be discussed on a case by case basis. Robinson pointed out that members of CATs might also raise an issue that would not be supported by the Supervisors or MCCC, but they could support the issue as individuals, but without Network support. Committee members expressed concern that some members of the MCCC who do not report to the County Supervisors but instead to separate Boards might not be able to vote for the MCCC to endorse bills. The Committee concluded the following: The Network can make recommendations to the BOS for policy/legislative support. The Network can make MCCC members aware of impending bills, policy, legislation, etc. and they can choose to support those issues individually. Issues that are profound and strategic can be considered if there is enough time for members to be able to also take them to their Boards for consideration. Parent Engagement Taskforce: Kotowski shared that she would take the lead on the county resource fair which is tentatively planned for a day in October. Organizations will provide information on services through tabling and there will also be a manual for participants to take with them. Rodd mentioned coordination on a consultant to be hired to map the existing resources in the county and to develop and leverage existing leadership training for parents. Kotowski mentioned the taskforce is addressing parent engagement, parent leadership, parent education, and parent services. The taskforce has devised some action steps. Superintendents’ Council Health/Social Service Needs of Students: Kotowski reiterated that Ray Bullick had offered to put on training for people on the top 10 issues affecting students. The Superintendents mentioned the 2-1-1 directory providing information about services that are not geographically accessible, and the importance of follow up with the students/families needing services. Council Seats: Robinson, Parsons, and McMurtrie will look at the bylaws and start planning recruitment for the seats that will soon be vacant.
