DIVA
• Dynamic Interactive Vulnerability Assessment – assessed as
the most comprehensive and politically most relevant method at
present
• an integrated assessment model that focuses on biophysical and
socioeconomic impacts of the sea level rise and extreme events
according different physical and socio-economic scenaria, taking into
account different strategies of adaptation

About DIVA
DIVA
• developed within the context of the EU-funded
DINAS-COAST project and applied in various
projects, such as PESETA, CLIMATE-COST, ADAM i
BRANCH, in the UNFCCC Report on Coastal
Adaptation, in an Asian Pacific Network's
integrated vulnerability assessment of coastal
areas of South-East and East Asia, in COMPASS
project for Argentina, Brazil and Chile, and more..
• on 02/2014, in the Proceedings of the National
Academy of Sciences of the USA
… "If we do not reduce greenhouse gases swiftly
and substantially, some regions will have to
seriously consider relocating significant numbers of
people in the longer run," adds Hinkel. Yet
regardless of how much sea-level rise climate
change brings, the researchers say careful longterm strategic planning can ensure that
development in high-risk flood zones is
appropriately designed or avoided.

Outcomes: DIVA – countries selection
•
•
•
On May 10th 2012 official invitation to the countries to apply for DIVA
assessment, with the request to confirm availability of the data
needed for DIVA assessment – sent by PAP/RAC
Invitation repeated at the SC, 17th May in Istanbul
Based on the application to the PAP/RAC’s call, expression of interest
by responsible Ministry, AND on confirmation of availability of the
requested data
Croatia & Tunisia were selected
to implement DIVA
•
In Croatia data collection lasted more than 12 months, but the huge
quantity of data has been collected!

Outcomes: ICZM Plan for ŠKC
Why ŠK County?
• willingness of authorities
• existing spatial plan
• existance of needed data
• highly populated and
developed coastline
• low laying river mouth
• coastal county richest by
nature, poorest by economy

Lessons learned
• Participation works!
• Combining expert and local knowledge is a key for success!
• Thorough selection of demonstration site is extremely
important!
• Being indicative instead of normative is a wiser approach for
the long-term challenge like the climate change! ICZM Plan is
appropriate vehicle for integrating CVC issues !
• Spatial planning is critical!
• Interest of the authorities is a key prerequisite!
