BACKGROUND:
As the designated delivery agent for ambulance services, the ambulance vehicles are
owned by the County of Middlesex. County policy requires that major items of
equipment be declared surplus prior to being sold or traded-in.
ANALYSIS:
The following used ambulances are scheduled for replacement in 2015, therefore will
become surplus to this year’s front line ambulance service requirements. Trade-in
values offered by both Crestline and Demers, as successful new ambulance vendors
this year, are shown in the following chart:

Surplus ambulances are normally offered first to local municipalities at the proposed
trade-in value less 25%. Any interested municipality should express their interest to
Chief Roberts by March 27, 2015.
In accordance with the agreement with the City of London, the Management Oversight
Committee has been delegated with the authority to make administrative decisions on
ambulance service.
The means of disposal of surplus units would be in accordance with the duties
delegated to the Management Oversight Committee.
Staff are suggesting alternative uses for four of the surplus vehicles:
•
10-1171 to be retained as a standby Ebola transport vehicle as per Ministry of
Health and Long Term Care direction.
•
10-1045 to be retained as an additional spare vehicle given this year’s addition of
a 12 hour shift.
•
08-1071 to be retained as a Public Relations vehicle to allow public ambulance
displays without being impacted by operational needs. Scheduled displays have
been cancelled recently due to limited availability of vehicles.

09-1179 to be sold to Fanshawe College for use in the Paramedic training
program.
Pending any local municipal interest, the remaining vehicles would be traded in to the
vendor providing the highest trade-in value for each particular vehicle.
RECOMMENDATION:
That the following equipment be declared surplus and that the Management Oversight
Committee be delegated with the authority to decide on the means of disposal:
