Objectives of the global INDC Workshop
• To provide a forum for exchanging country
experiences on the preparation of INDCs
• To discuss both technical and political process
issues related to the design of countries’ INDCs
• To update countries on recently published guidance
for designing and preparing INDCs;
• To identify INDC-related challenges that are arising in countries and
discuss lessons learned and possible solutions for timely submission
of INDCs
• To take stock of INDCs that have been submitted to UNFCCC

Programme and daily
Day 1
Sets the stage for the workshop, discusses the relevance of INDCs
in the global climate change framework, provides an overview of
UNDP/WRI guidance for INDCs, and brings in concrete INDC
examples
Day 2
Goes deeper into technical themes related to INDC preparation,
looks at INDCs in the context of national development priorities, and
highlights useful resources for INDC preparation
Day 3
Discusses inclusion of possible adaptation components in INDCs,
MRV in the context of INDCs, an assessment of progress toward the
2°C goal, and options for enhancing ambition in the future

• Duration: June 2014 – December 2015
• Supports 16 Partner countries plus
• Ad-hoc support for up to 10 additional countries
• Addresses climate negotiators and decision makers commissioned with
the design and implementation of climate policies
• Financed by the International Climate Initiative (IKI) of the Federal
Ministry for the Environment, Nature Conservation, Building and Nuclear
Safety (BMUB)
• Carried out by GIZ in collaboration with the UNDP Low Emission
Capacity Building Programme and Climate Analytics.

How GIZ supports partner countries in preparing
their INDC…at national level ?
• Process facilitation and technical support for
inter-ministerial agreement on mitigation goal,
stakeholder consultation and for roadmap development
• (Technical) analyses and studies (e.g. on development of
BAU, mitigation potentials, etc.)
• Workshops to embed INDC in LEDS, to operationalize INDCs as
NAMAs, to establish MRV systems
• Supporting political decision-making processes for the submission of
INDCs and the implementation thereof
• Foster (regional) peer-to-peer exchange and knowledge management
• Donor coordination

What has been supported so far… at national level ?
• Peru: Technical support e.g. development of a working plan
and workshops, advise on process and involvement of
stakeholders
• Philippines: support to the INDC-dialogue with the private
sector
• Thailand: Support to workshops, establishment of working plan
and technical studies on mitigation potentials
• Gambia: Support to 2 workshops, focus on energy, transport,
waste, agriculture, Policy review, reflection of INDC-planning
assumptions
