The North Central New Mexico Economic Development District (NCNMEDD), the council of
governments for a seven county region based in Santa Fe, is seeking an Operations Manager.
The responsibility of the position is to support NCNMEDD operations by exercising
responsibility for day-to-day human resource management, maintaining the NCNMEDD office
systems, coordinating with the regional offices, and enhance the Executive Director’s
effectiveness by providing management support. This is an exempt position located in the
Santa Fe office with supervisory responsibility.
The position requires an Associate’s Degree or greater in office management, human resource
management, or related field and 5 years of experience in public sector administration or an
equivalent combination of education and experience. The successful candidate must have
demonstrated experience with Microsoft Office 2010 or later.

JOB DESCRIPTION
The responsibility of the Operations Manager is to support NCNMEDD operations by exercising
responsibility for day-to-day human resource management, maintaining the NCNMEDD office systems,
coordinating with the regional offices, and enhance the Executive Director’s effectiveness by providing
management support. This is an exempt position located in the Santa Fe office with supervisory
responsibility.
DUTIES AND RESPONSIBILITIES
Duty
Conducts routine human resource management, staff on-boarding, staff offboarding, and Senior Employment Program oversight.
Responsible for office administration including supervision of supplies procurement,
inventory for the agency, and fleet management.
Supervision of office reception and customer relations including website, social
media, and digital newsletter management
Responsible for records systems development, maintenance and management

The Operations Manager position requires a highly motivated and responsible incumbent with good
office and time management skills. This position deals with non-routine as well as repetitive
assignments. Leadership qualities and communication skills are required. The prime responsibility is to
work closely with the Executive Director on effective office administration. The position requires human
resources management, records management, supply management, bookkeeping, administering office
processes, assisting the Executive Director in developing standards, promoting process improvement,
inventory control, and reporting skills.
EXAMPLES OF WORK PERFORMED:
 Assists the AAA Director and Executive Director by routing correspondence; drafting letters and
documents; collecting and analyzing information; and initiating telecommunications, as directed
 Assists with maintaining the AAA Director and Executive Director’s schedule by planning and
scheduling appointments, meetings, conferences, teleconferences, and travel
 Provides current information to the Executive Director as necessary
 Maintains confidence and protects operations by keeping information confidential
 Assist the Executive Director by maintaining personnel files, benefits information, conducting onboarding and off-boarding of staff, coordinating staff testing as directed, and administering and
keeping information on benefits and compensation packages up-to-date
 Receiving employee complaints and acting accordingly per the Employee Handbook to resolve them
 Manage the Senior Employment Program in compliance with the contract with the New Mexico
Aging and Long Term Services Department
 Maintain contracts and monitor compliance milestones and keep the Executive Director informed of
the status of contracts

Maintains office services by organizing office operations and procedures; monitoring
correspondence; designing filing systems; and supervising supply requisitions
Provides historical reference by developing and utilizing filing and retrieval systems and defining
procedures for retention, protection, retrieval, transfer, and disposal of records in accordance with
state and federal laws
Supervise asset inventory records tracking and maintenance
Manage office supplies inventory by supervising staff checking stock to determine inventory level;
anticipating needed supplies; evaluating new office products; placing and expediting orders for
supplies; verifying receipt of supplies
Assists with preparation of training/presentation material and with public hearings/public meetings
as directed
Arranges travel and accommodations as directed by Executive Director
Supervise staff responsible for operation of equipment including completing preventive
maintenance requirements; following manufacturer's instructions; troubleshooting malfunctions;
calling for repairs; maintaining equipment inventories; evaluating new equipment and techniques
Maintains records for the Board of Directors and coordinates meeting scheduling, preparation and
all associated follow-up
Assist with developing personal policies; maintains and updates policy manuals as well as employee
handbooks as needed.
Keeps management informed by reviewing and analyzing special reports; summarizing information;
identifying trends
Completes projects by assigning work to clerical staff; following up on results
Maintains office efficiency by planning and implementing office systems, layouts, and equipment
procurement as directed by the Executive Director
Maintains professional and technical knowledge by attending educational workshops; reviewing
professional publications; establishing personal networks; participating in professional societies
Contributes to team effort by accomplishing related results as needed
Other duties as assigned or necessary to meet the goals and objectives of NCNMEDD
SKILLS REQUIRED
 Excellent office and computer skills including demonstrated oral and written communication skills
 Ability to make sound judgment decisions; Ability to assess and prioritize multiple tasks, projects

 Maintain effective working relationships with all NCNMEDD staff, contractors, and Board members

SUPERVISORY RESPONSIBILITIES
This position includes supervisory responsibilities of the Administrative Assistant and the Information
Coordinator.
PHYSICAL DEMANDS
This position requires basic physical demands for working in an office environment including, sitting for

long periods, using computers and other typical office equipment, driving a car/van, carrying
documents, and walking.
TRAINING
Office Administration and Human Resource training may be required for this position. Standard training
for all employees will be applied to this position as well as any training deemed beneficial by
management in the future.
DECISION-MAKING
This position requires the use of discretion and independent judgment with respect to matters of
significance for the agency as well as typical decision-making responsibilities required in a day-to-day
office working environment.
COMMUNICATION
Reports to the Executive Director and interacts with NCNMEDD employees and contractors, New Mexico
State agencies staff, Federal agencies staff, state and local elected officials, the public, and private
and/or corporate entities.
EQUIPMENT USED
Typical office equipment will be used such as computers, calculators, phones, copier/printers,
projectors, and cars/vans.
WORK ENVIRONMENT
This position will work in a standard, smoke-free, indoor office environment with other staff.
