Important Notice
Union Cabinet on 20th March 2015, approved the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) with an
outlay of Rs.1, 500 crore. This would be the flagship scheme for skill training of youth to be implemented
by the new Ministry of Skill Development and Entrepreneurship (MSDE) through National Skill
Development Corporation (NSDC). The scheme would cover around 24 lakh persons. Skill training would
be done based on National Skill Qualification Framework (NSQF) and industry led standards. Under the
scheme, a monetary reward would be given to the trainees on assessment and certification by third party
assessment bodies.
MSDE and NSDC have not released any communication directing the training providers/ institutes/
agencies etc. to initiate any activity (ies) towards the upcoming scheme. However, in the last two months,
NSDC has come across numerous instances where Training providers/ institutes/ agencies etc. are
engaging themselves in marketing PMKVY and mobilizing masses. They are referring to the same as STAR
2.0.
Training providers/ institutes/ agencies etc. have been found to be using NSDC logo in unacceptable forms
on their websites, newspaper advertisements, etc.
This is to state that any observance of malpractices in the above mentioned matters would be deemed as
a severe offence and would be subject to consequences as applicable. NSDC would recommend such cases
to MSDE and related SSCs to debar/ de-affiliate all such training providers/ institutes/ agencies etc. from
participating in the envisaged PMKVY and any subsequent schemes. An official notification in this regard
would also be shared with all the government bodies in the skilling sector.
