NTAS 2015 Themes: Addressing Training Fleet Challenges of ADS-B, ATP/CTP, & Pilot Supply Location: ERAU Daytona Beach Campus College of Aviation (COA) Dear NTAS 2015 Participant, During our ADS-‐B review at NTAS 2015 we discussed the urgency of equipping training fleets for ADS-‐B Out and the safety imperative for including ADS-‐B In as part of aircraft equipment. We committed to developing a follow-‐up ADS-‐B Special Report that you might use to enhance communications with stakeholders in your institution as you develop your fleet compliance and upgrade strategies, plans, and funding. The ADS-‐B Special Report was created with extracts from presentations made at NTAS 2015 to emphasize information we hope will be useful. Summary of important messages from the ADS-‐B discussions at NTAS: • ADS-‐B Out is a requirement for continued operation of a training fleet operation • ADS-‐B In is an imperative to enhance operational safety and situational awareness • The 1/1/20 ADS-‐B Out deadline for equipage will not be extended by the FAA • The costs for ADS-‐B upgrades have stabilized and are unlikely to decrease • Repair stations queues for ADS-‐B upgrades will increase, resulting in reduced choice flexibility of repair stations and increased modification costs • There is now a substantial choice of equipage available; selection and scheduling of fleet compliance should not be delayed Embry-‐Riddle, our host for NTAS 2015, has over 12 years experience with ADS-‐B Out & In; their Daytona Beach training airspace is particularly congested and dynamic. Two midairs in the 1990’s motivated pioneering ADS-‐B equipage, and they have a Safety Management System that documents collision avoidance events with the equipment. They are preparing a video clip highlighting the presentation they made at NTAS that clearly demonstrates the safety & utility of ADS-‐B In.
