Agenda 9:00 a.m. Registration: coffee and danish 9:30 a.m. Presentation on Current Information for Pennsylvania State Laboratories 10:30 a.m. Mike Ebitson, from Horizon Technology, will present “Oil and Grease Measurement Improvement for Better Auditability.” Oil and Grease analysis is a simple measurement that can give an indication of water quality indicating a variety of possible pollutants. The determinative step is often gravimetric, also simple to use & balances are easily obtainable. This method is used in various forms around the world & is written into a variety of regulatory & consensus standards. For example, oil & grease is a method defined parameter & used quantitatively to asses compliance of a waste stream, but for evaluation of a waste site or landfill it may be used as a screening method and further analyses initiated to more specifically determine the amount and type of contamination. In the US, oil & grease measurement is typically used as a permit parameter for NPDES. The intent of this paper is to address some of the more common audit findings or individual concerns using statements taken directly from the method itself or from official releases made by EPA. In addition, a special focus will be made with regards to addressing both user and auditor concerns regarding the use of automated Solid Phase Extraction (SPE) for this analysis. Implementation of method requirements, also consistent with client needs will be discussed. 11:15 a.m. Bill McNamara, PA DEP, BSDW, will present “The Revised Total Coliform Rule.” Under the Revised Total Coliform Rule, all public water systems must submit a sample siting plan to DEP no later than March 31, 2016. Many labs conduct sampling for small systems that have not been required to submit a plan in the past. This presentation will outline the sampling siting plan requirements and introduce DEP’s plan templates. 12:00 p.m. Lunch 1:00 p.m. Bill McNamara, PA DEP, BSDW, will present “Certification Update: Laboratory Supervisor Subclass 15.” The State Board for Certification of Water & Wastewater Systems Operators approved the recently developed Subclass 15 Lab Supervisor exam for individuals responsible for the supervision of testing or analysis of environmental samples and reporting of analytical data for water systems in a PA-accredited environmental labs. DEP announced the availability of the exam starting July 1, 2014. This update will cover laboratory supervisory qualifications, a brief overview of the application process, exam results statistics, and the associated DEP training module. 1:25 p.m. Aaron Alger, PA DEP Laboratory Accreditation Program, will give a progress report on happenings within the DEP and NELAC.
