PENNSYLVANIA ACADEMY OF COSMETOLOGY IS UNIQUE
The Academy teaches cosmetology through the Designer’s Approach. Our philosophy helps you understand,
appreciate and use the full range of our resources. We give you an overall perspective, which helps you see
your ultimate goals and guides you through the course of instruction. This perspective also gives you the
basics you need to answer the "why of hair design and to define your course of study. We have developed
and used an educational foundation based on timeless universal principles of art and science. These two
disciplines blend to form a practical educational framework, which has a scope beyond that of many other
cosmetology-training courses. Science and art are used to develop our curriculum for teaching the mastery
of hair craft in a manner which produces a highly competent and creative designer. The Pennsylvania
Academy of Cosmetology Arts and Sciences is a Pivot Point Member School.
To facilitate learning, we use a modular training system, which enables you to break down various
cosmological procedures into simple, understandable steps. Vocational Hairdressing Training Center
Worldwide has adapted our curriculum and teaching system…making our concepts internationally accepted.
PIVOT POINT EDUCATION IS INTERNATIONAL
Being a Pivot Point Member School, the Academy’s education is international, and because Pivot Point is

You Will Look At Hair A Whole New Way

The Arts

The Hair Medium
Hair is an artist's medium much like textile fibers. One important aspect of any artistic medium is its ability
to take on various textures and forms. The greater the capacity for change and the wider the range of
expression the more applicable the medium is to the artist's needs. Hair is one of the most versatile mediums.
It allows the hair-designer full range of expression…from serene and flowing to exciting, highly activated
texture.
AT THE ROOT OF IT ALL
Science and art provide the basics for our educational system. The principles of science and art applied in
two ways first to form a system for creating a total fashion image this helps you to understand the creative
process. Second, the principles to develop effective teaching techniques, which combine the design and
decision-making process with the development of hand control.
04/29/2015
6
EASY WAY …STEP-BY-STEP
You will learn the principles of science and art through Programmed Learning. The renowned psychologist,
B. B. Skinner, introduced the concept of Programmed Learning. His idea was simple but effective…learning
is easier when complicated procedures are broken into short easy steps. On this concept many educational
tools are used to support our curriculum. Conceptual tools help you clearly picture the design image in your
mind before you begin working with hair. The range of conceptual tools offered is unique to the Pivot Point
system. You will learn through sculptures, which demonstrate the elements of form and shape, models,
which present varieties in texture. Hair goods progress from a simple hair weft, all the way to full head
forms. Programmed exercises with a full range of tools help you to develop manual control. You will learn
the how and the why of hair.
LEARN THE
TEACHING AND LEARNING METHODS/MODULAR TRAINING SYSTEM
The courses are presented through lecture, demonstration, cooperative learning, practical, student salon
activities, and student participation. Audio-visual aids, guest speakers, projects, activities, and related
learning methods are used in the course.
The complete modular training system facilitates our Programmed Learning Approach. You will achieve
scientific and artistic understanding through the Modular Training System. This system allows you to
progress from the simplest concept to the most complex. This involves head-form drawings to enhance your
comprehension, and progress to hair wefts for line experimentation, rectangle sections for movement, and
full mannequins for total design concepts. After mastering these, you will progress to live models--your real
test!
This system of learning helps you analyze, breakdown and understand the components for creating cuts,
designs, color, and texture services for your clients.

TRANSFER STUDENTS POLICY AND PROCEDURE
We at the Pennsylvania Academy of Cosmetology Arts & Sciences accept all students who request transfer
from another cosmetology school or Vocational Technical school, to our institution. This includes transfers
from all other states. Pennsylvania State Board of Cosmetology has agreed to accept out of state hours as
long as we agree to accept these hours. For us to accept transfer hours the hours need to be on an official
school transcript. State Board Policy requires that all 1250 hours be completed in four consecutive years.
I understand that I can transfer up to 650 hours if I can complete the additional hours I need at Pennsylvania
Academy of Cosmetology within four consecutive years for a total of 1250 hours of training.
I also understand that if I cannot complete the 1250 hours of training within four consecutive years, I must
contract for the entire 1250 hours.
The only stipulation, the Academy has, is that the student must complete a minimum of 600 clock hours at
our institution due to our Pivot Point Training. Applicants, transferring hours will be tested in hair color,
texture/permanent waving and hair design and must attain an 80% or higher GPA in these areas. A grade of
79% or lower, in any area of study, will result in the applicant contracting for an additional 90 hours for each
of these areas.
Due to the Vocational Technical Schools recently offering the Teacher Course, we will except transfer hours,
however if a student needs less than the minimum of 450 clock hours which is needed for our Pivot Point
Training we cannot certify them as a Pivot Point Graduate.

The PENNSYLVANIA ACADEMY OF COSMETOLOGY has approval for a 1250 clock hour program
with the DEPARTMENT OF EDUCATION. The cosmetology course is 1250 clock hours long. Our
students advance to grade level two (2) after completing 900 clock hours. This allows the student to apply
for additional loans prorated for the final 350 hours.
PAYMENT POLICY & PROCEDURE
Tuition must be paid promptly according to the students contracted enrollment date. The Academy reserves
the right to interrupt training when a student is behind in payments. All students enrolled in the operators
program must be paid in full before the student reaches 1200 hours. All students enrolled in the teachers
program must be paid in full before the student reaches 550 hours and esthetician students must be paid in
full before reaching 250 hours. If their account is not paid in full according to the above schedule, the student
will not be permitted to finish the required hours necessary to complete the program.
04/29/2015
13
When a student is scheduled to make monthly payments to the school, payments are due on the first of each
month. Reminders are mailed to the students on or around the 25 th of the month preceding the due date. If
no payment is made by the 15th of the month, a late fee of $25.00 will be added to the account.
DELAY IN FUNDING
Any delay in receipt of funding verified by an agency (VA benefits, OVR) will not delay the student’s
graduation date. An updated statement reflecting the receipt of said funding will be mailed to the graduated
student.
REFUND POLICY
For Applicants who cancel enrollment or students who withdraw from enrollment a fair and equitable
settlement will apply. Applicants not accepted by the school shall be refunded all monies paid to the school.
If a student (or in the case of a student under legal age, his/her parent or guardian) cancels his/her enrollment
and requests his/her money back within three business days of the signing of the enrollment agreement or
contract, all monies collected by the school will be refunded. The cancellation date will be determined by
the postmark on written notification or the date said information is delivered to the school administration in
person, or the date of the expulsion by the school. If a student on an approved leave of absence does not
return on designated return date, they will be terminated and the schedule below will apply. NOTE: The
Leave Of Absence time will be counted as part of the six month grace period, for repayments on all
loans.
Any student who misses 14 consecutive days without notifying the office and providing proper
documentation will be terminated. If a student cancels the enrollment more than three business days after
signing the contract but prior to starting classes, a refund of all monies paid to the school less the enrollment
fee of $100.00 will be made. For students who enroll and begin classes but withdraw prior to course
completion (after three business days of signing the contract), the following schedule of tuition will apply:

Any monies due the applicant or student shall be refunded within 45 days of formal cancellation date as
defined above. In the case of disabling illness or injury or other documented mitigating circumstances, a
reasonable and fair refund settlement may be made at school’s discretion. If permanently closed or no longer
offering instruction after a student has enrolled, the school will provide a pro rata refund of tuition to the
student. If the course is canceled subsequent to a student's enrollment, the school will either provide a full
refund of all monies paid or completion of the course at a later time. The school does not participate in any
teach-out plans with other institutions.
If a Title IV financial aid recipient withdraws prior to course completion, a calculation for return of Title IV
funds will be completed and any applicable returns by the school shall be paid, as applicable, first to
unsubsidized Direct Student Loan Program; second to subsidized Direct Student Loan Program; third to
Federal Pell Grant Program; fourth to other Federal, State, private or institutional student financial assistance
programs; and last to the student. After all applicable returns to Title IV aid have been made, this refund
policy will apply to determine the amount earned by the school and owed by the student.
The State of Pennsylvania requires 1250 clock hours to complete the Cosmetology Course. According to
regulations set forth by the Department of Education, the definition of our academic year requires a minimum
of 30 weeks and 900 clock hours instructional time.
Enrollment time is defined as the time elapsed between the actual starting date and the date of the student's
last day of physical attendance in the school. Any monies due the applicant or student shall be paid within
45 days of formal cancellation by the student; or formal termination by the school, which shall occur no more
than 45 days from the last day of physical attendance, or in the case of a leave of absences, the earlier of the
04/29/2015
14
date that the student notifies the institution that he/she will not be returning or the documented date of return.
The student will pay a re-entry fee of $50.00 if a student re-enters within one year from termination date.
After one year, the same policies will apply, but you will pay $100.00 re-entry fee.
This refund policy applies to tuition and fees charged in the enrollment agreement. Other miscellaneous
charges the student may have incurred at the institution (EG: extra kit materials, books, products, unreturned
school property, etc.) will be calculated separately at the time of withdrawal. All fees are identified in the
catalog and in the enrollment agreement. There is no Enrollment Fee charged for second time students who
graduated from our school.
The termination is done as follows:
We are required to first do the Department of Education Return of Title IV Refund Policy (R2T4). There are
three (3) payment periods, (450-450-350 clock hours). The termination will be done on which ever period
of enrollment the student is in at that time. The hours they are scheduled to have completed in that time
frame is divided by the payment period the student is in. For example, if the student is in their first 450 clock
hour payment period and they should have completed 250 clock hours, the 250 clock hours will be divided
by 450 clock hours. This results is 56% so, we will have to return 44% of all funding. If the percentage is
60% or more we can keep the full 100% to apply to the student’s charges.
The second part of the termination is the school refund policy. This is done on the number of hours a student
has completed as of the last date of attendance, which will be divided by the number of hours the student has
contracted for. For example, if the student completes 254 clock hours and their contract is for 1250 clock
hours, we will divide 254 by 1250. The result is 21%. According to the termination schedule on all contracts,
the student would owe us 45% of tuition, the $100.00 enrollment fee and the cost of books and equipment
issued to the student plus 7% for tax and shipping. We will deduct all financial aid that is available for the
student to keep and any cash payment that has been made. If there is a credit balance, it will be returned to
the lender to reduce the Student Loan; or, if the student is a cash pay, the credit will be issued to the student.
After all Title IV Refunds have been calculated by the Financial Aid Officer and returned, if required, by
depositing in the Federal EDPMS bank account, the Financial Aid Officer will determine if the account has
a balance due to the Pennsylvania Academy of Cosmetology. You will be provided with information to setup
a payment plan with the Office Manager. If arrangements are not made within 15 days, you will be sent to
collections.
All scholarships and Ace Grants; are awarded once a student completes 100% of the course.
HOUSING
A variety of housing options is available to our students. There are apartments located above the DuBois
School, very reasonable priced. Both Johnstown and DuBois admission offices have a detailed housing
information package that they will gladly give you. We will assist you in selecting the housing that best suits
your needs.
NON-DISCRIMINATION
Our school does not discriminate based on sex, age, race, color, religion, financial status or ethnic origin, in our
enrollment, instruction, graduation or any other activities. This practice of non-discriminate extends to employment by
the school and administration of students in programs and activities operated by the school.
COUNSELING (ADVISING)
Counseling is available whenever a student needs it. Students are tested and the teacher then records grades
in their grade book. At the end of a cycle or the end of the month, they transfer grade averages to the Student
Progress Record Master Grade Sheet. The Cycle Evaluation Record records not only their practical and
cognitive skills but any difficulty students may have with speed, and customer relations. The instructor will
make recommendations for improvement and comment on student progress. The students review their
progress and have the chance to discuss any problems with the instructor. If problems arise during a cycle,
the instructor would fill out a counseling report and discuss this with the student.
04/29/2015
15
If a student has financial or personal problems that get in the way of the students training; the instructor
would fill out a counseling report and discuss it with the student as well. If we need to refer a student to a
professional, we would record this on the counseling report. You are very important person to us...let us
prove it.
We evaluate cosmetology students for satisfactory academic progress policy at 450 hours, 900 hours and at
1250 hours cosmetology teachers at 300 hours and 600 hours and esthetician students at 150 hours and 300
hours. These evaluations record their progress as they continue their education.
JOB PLACEMENT DEPARTMENT
This Department is dedicated to your success as a professional hair-designer or esthetician. No school can
guarantee employment or salary upon graduation. The school will provide you with placement assistance,
which will consist of identifying employment opportunities and advising you on appropriate means of
attempting to realize these opportunities. We also post job opportunities on our web site. The Pennsylvania
Academy of Cosmetology is always ready to help you throughout your career.
"Pennsylvania Academy of Cosmetology's Teaching and Administrative Staff"

must outline the allegation or nature of the complaint.
The President will meet with the complainant within 10 days of receipt of the written complaint.
If after careful evaluation, the problem cannot be resolved through discussion, we will refer the
complaint to the schools complaint committee.
The complaint committee will meet within 21 calendar days of receipt of the complaint and
review the allegations. If more information from the complainant is needed a letter is sent
outlining the additional information.
If no further information is needed the complaint committee will act on the allegations and a
letter will be sent to the complainant within 15 calendar days stating the steps taken to correct
the problem, or information to show that the allegations were not warranted or based on fact

through the following procedure that your complaint is still valid and wish to pursue the matter further, a
complaint form is available through the accrediting agency. NACCAS 4401 Ford Avenue, Suite 1300,

SATISFACTORY ACADEMIC PROGRESS (SAP)
Satisfactory Academic Progress (SAP) is consistently applied to every student enrolled in a NACCASapproved program and for all students satisfactory academic progress is necessary in order to maintain
eligibility for Title IV assistance programs. This policy is printed in the catalog to ensure that all student
receive a copy prior to enrollment and is applied consistently to all students enrolled in a specific program
and scheduled for a particular category of attendance (part-time or fulltime).
Definition
All students must achieve academic and attendance minimum standards for progress in at least one evaluation
period by the mid-point of the course or academic year, whichever is shorter to be making satisfactory
academic progress by the mid-point of the course. Evaluations are conducted at the end of each evaluation
period to determine if the student has met the minimum requirements. The attendance percentage is
04/29/2015
16
determined by dividing the total actual hours by the total number of hours scheduled. At the end of each
evaluation period, the school will determine if the student has maintained at least 80% cumulative attendance
since the beginning of the course. Satisfactory Academic Progress is defined by the following criteria.
1) A minimum GPA of 80% of combined academic and practical evaluations
2) The maximum timeframe in which a student must complete his or her educational program is 125%
of the published length of scheduled clock hours. Students must maintain a minimum of 80% of
scheduled hours of attendance.
At the Pennsylvania Academy of Cosmetology Arts & Sciences, satisfactory academic
progress is evaluated on scheduled hours as follows:
The Cosmetology Operator Course is1250 hours and normally takes 48 weeks to complete.
1) 450 clock hours
2) 900 clock hours
3) 1250 clock hours for final evaluation and diploma.
The Cosmetology Teacher Course is 600 hour and normally takes 28 weeks to complete.
1) 300 clock hours
2) 600 clock hours for final evaluation and diploma.
The Esthetician Course is 300 hour and normally takes 20 weeks to complete.
1) 150 clock hours
2) 300 clock hours for final evaluation and diploma.
Transfer Students-are evaluated midpoint of the contracted hours or the established evaluation periods,
whichever comes first.
DETERMINATION PROGRESS STATUS
Students who meet the minimum requirements for attendance and academic performance are considered to
be making satisfactory academic progress until the next scheduled evaluation.
WARNING
If a student fails to meet either of above criteria for maintaining satisfactory academic progress standards,
consultation with a school official takes place. At that time, the student receives a written warning. The
student has until the next evaluation period to bring their attendance or academics up to satisfactory academic
progress standards. During the warning, the student is considered to be making satisfactory academic
progress. They are able to make up hours on Saturdays to decrease their absentee hours. The warning period
also allows the student to increase academic/practical grade percentages if needed. The student can only
be placed on warning once either for academics or attendance.
TERMINATION
After being placed on a warning, students not meeting satisfactory academic progress standards at the next
evaluation period will be automatically terminated.
INCOMPLETE, WITHDRAWALS , REPETITIONS , REMEDIAL WORK
Course incompletes, repetition and non-credit remedial courses have no effect on satisfactory academic
progress standards.
Transfer hours from another institution that are accepted toward the student’s educational program are
counted as both attempted and completed hours.
MAXIMUM TIME F RAME
Students must complete their program within a specified timeframe. The definition of maximum timeframe
the student has for completion of the course is one and a quarter times the length of the course.
If a student does not complete their program within their maximum time frame they have the option
to remain as a cash pay student or be terminated.
04/29/2015
17
The institution will notify students of any evaluation that impacts the student’s eligibility for financial
aid, if applicable. Evaluation results are completed on an individual basis by the school supervisor. Student
have access to satisfactory academic progress results by signing their evaluation.
GRADING P ROCEDURES /SYSTEM
The qualitative element used to determine academic progress is a reasonable system of grades as determined
by assigned academic learning. Students need accumulative grade of 80% of combined academic and
practical evaluations to graduate from any one of the three courses that the Academy offers. You must
complete all necessary requirements in order to receive a diploma or certificate from the school. To graduate
from any of the courses the Pennsylvania Academy of Cosmetology offers, you will take written and practical
examinations throughout your entire education. This system of grading allows the teacher to see that all
students' progress and complete the requirements necessary to graduate. It also tests the ability of the student
to execute the techniques on clients. We can evaluate your practical knowledge for the various levels of
training and be able to convey this grading system to potential salon owners. Competitions are additional
opportunities not just for student participation, but also as a means of evaluation. The Mock State Board
Written Examination helps prepare you to obtain your license. The reviews and the actual "Mock"
examination spotlight cosmetology laws, client safety and sanitary precautions. Each student must have a
grade of 80% or higher on the Mock examination in order to pass. The grading system for the Pennsylvania
Academy of Cosmetology is base percentage. All students must maintain satisfactory academic progress
a grade average of 80%. Grading scale based on Theory and practical testing.

LEAVE OF ABSENCE P OLICY & P ROCEDURE
You may request a leave of absence. Leave of absences are for extenuating circumstances, such as an
accident, prolonged illness, or maternity leave. However, all requests for LOA will be taken into
consideration for reasons other than listed above.
The school may grant a LOA to a student who did not provide the request prior to the LOA due to unforeseen
circumstances. Example, if a student is injured in a car accident or has an unforeseen condition that prevents
them from attending classes. We will document the reason for our decision and collect the request from the
student later noting that the approved LOA would be determined by the school to be the date the student was
unable to attend classes.
A leave of absence will extend the student’s contract period and maximum timeframe by the same number
of days in the leave of absence.
Maximum timeframe for a student’s approved LOA may not be more than 180 days, LOA takes into account
for all periods of nonattendance including weekends, and scheduled breaks. The length for your LOA may
reduce if the 180 days falls on a day the school will be closed.
Requesting a Leave of Absence:




Apply in advance for a LOA and complete the school’s leave of absence form
All leave of absence must be in writing and signed by the student and a school official.
Length of a LOA will be determined on an individual basis
However, the return date will be determined by the start of the next new cycle as you can only return
on a new cycle start date. Cycles run in 3 week increments.
It is the schools discretion to grant a student one or multiple leaves of absence as long as the total number of
days for all leaves does not exceed 180 days in a 12-month period. This 12-month period begins on the first
day of the student’s initial LOA.
04/29/2015
18
A student who is granted an approved LOA remains in an in-school status for Title IV loan repayment
purposes. A student is given a return date if they do not return on that day they will terminate their contract
and the last date of attendance is used as the withdrawal date. The school must report to the loan holder the
student’s change in enrollment status. One possible consequence a withdrawal may have on the student’s
repayment terms, is the exhaustion of the student’s grace period.
INTERRUPTIONS, COURSE INCOMPLETES, WITHDRAWALS
If enrollment is temporarily interrupted for a leave of absence, the student will return to school in the same
satisfactory academic progress prior to the leave of absence. Hours elapsed during a leave of absence will
extend the student’s contract period and maximum time frame by the same number of days taken in the leave
of absence. Students who withdraw prior to completion of the course and wish to re-enroll will return in the
same satisfactory academic progress status as at the time of withdrawal.
Failure to meet satisfactory academic progress standards will result in a loss of Financial Aid eligibility. This
status will remain upon reentry.
The Pennsylvania Academy of Cosmetology has the right to eliminate or adjust this policy at
their discretion
ATTENDANCE
The classes at the Pennsylvania Academy of Cosmetology are from 9:00 am to 3:30 pm. (Monday - Friday)
Saturday classes are from 9:00 am to 2:00 pm. We inform the student on the first day of class of the policy
procedure. This policy appears in the Rules and Regulations #6. The instructor is responsible to see that her
class follows the policy.
TARDINESS POLICY & PROCEDURE
We like student to arrive by 8:45 to prepare themselves for class. However the only times student are
permitted to sign in is at 9:00, 10:00, 11:00 or 12:30 or unless a student would has a special approved schedule
change by the office permitting them to sign in at another time. Any student arriving after 12:30 would not
be able sign in at all because students must be here for a total of 3 hours to receive credit for those hours.
Students who must leave early due to illness or emergency will receive credit for the hours attended.
EXCUSED ABSENCES
Death in the immediate family is spouse, parent, stepparent, child, stepchild, brother/sister, stepbrother/sister,
grandparent, grandchild and in-laws. Please bring an obituary when you return. Mandatory Government
Appointments (Example: Court Hearing) Weather Conditions (See Student Code of Conduct/Rules and
Regulations #34 Weather Policy)
MAKE -UP CLASSES & OVER CONTRACT CHARGES POLICY
When you miss any scheduled classes it is your responsibility to meet with your instructor and see what you
have missed. He/she will be able to help you set up a time to do your make-up assignments. If you miss
more than three days, in a basic cycle you will need to repeat that cycle. We will try to schedule you for that
class, the next time we offer the cycle. This is why your attendance is so important. Late arrivals and absences
of scheduled classes could and will cause you to go over your contract graduation date. It can also cause you
to not make Satisfactory Academic Progress in your attendance. However it is possible to have the minimum
attendance and meet satisfactory academic progress, and still go over your contract graduation date.
It is very important that you follow your schedule as closely as possible to get the full benefit of the program.
You are given 14 days or 90 hours beyond your schedule to compete the cosmetology operator and
cosmetology teacher program. Your contract graduation date reflects the 14 days or 90 hours. Esthetician
students are given 6 days or 36 hours beyond their schedule to graduate. If you go past your contract
graduation date, you will be charged an additional hourly rate to complete the program. The hourly rate is
$12.00 for cosmetology operator and esthetician course and $11.50 for the cosmetology teacher’s
course.

hours attended. It is the sole responsibility of the student to complete this procedure daily. Signing in
for another student is forgery. You must notify your instructor to sign out early.
Computed hours are posted monthly. Students have one week to check hours and inform the office
of corrections. Documentation on the sign in sheet is the only valid proof of attendance. If you have
not signed in or out, you will not receive hours.
Tardiness is unacceptable behavior that is why we like ours students to arrive by 8:45 to prepare
yourselves for class. Then again the only times students are permitted to sign in is at 9:00, 10:00, 11:00
or 12:30 except a student who has an approved schedule change by the office permitting them to sign in
at another time. Any student arriving after 12:30 would not be able sign in at all because students must
be here for a total of 3 hours to receive credit for those hours. Students who must leave early due to
illness or emergency will receive credit for the hours attended.
We will ask any students found loitering in the hallways, locker area, break room, or restrooms to leave
the premises. We do not permit visitors in the break room. Students at the Johnstown location are
permitted to use the restrooms on the 2nd floor only. Students are not permitted to use the restrooms on
