Parish Council Report
The last parish council meeting was held on 12th February.
Whilst Mid Suffolk district council is increasing its charges for services, Palgrave parish council
has reduced its precept by 1.18% instead of the permitted increase of 1.2%. The precept is
equivalent to £37.38 for a Band D property or £13,231.10 in total for the parish. As well as administrative costs, the precept pays for maintenance and upkeep of the cemetery and churchyard;
grass-cutting at the cemetery, The Green and Manorial waste; footway-lighting around the village;
provision/emptying of dog bins; general repairs to council-owned property; and Vehicle Activated
Signs (once approved).
The Lows - County Highways has at long last installed the oak posts at the top end of the footpath. Please note the short section at the Lows Lane end is ‘Access Only’ just to the small piece
of land to the east between the footpath and community playing field - all the rest is public footpath and no vehicles are permitted on, along or across it - including quad bikes and powered twowheelers. Cyclists are not permitted either, but if you must then travel slowly and give way to pedestrians.
‘Lorrywatch’ - Training has taken place and by the time you read this the volunteers will have
been observing HGVs, reporting any going through the 7.5T restriction across The Green/
Denmark Hill.
‘Bus Shelter and Village Sign - Repair and renovation of the ‘bus shelter will shortly be carried
out and the front and front corners of the upper cladding will be removed to make it more open to
view. The supporting post for the village sign will also be repaired and treated at the same time.
A noticeboard will be put up inside the ‘bus shelter for pinning parish and community notices. The
parish council will consider banning posting on the walls of the ‘bus shelter and commercial adverts.
Planning - Local Plan Review Pre-Consultation - Mid Suffolk and Babergh are jointly consulting
on the suggested content and changes to be included in the formal consultation - an opportunity
to shape the final content. The public can get involved too; your closing date is 12 th March. For a

Councillors will be discussing responses to the Local Plan pre-consultation at their March meeting.
Parish Council Elections - having co-opted Mrs Wendy Cooper at our last meeting, now is
probably an appropriate time to mention that elections to all English parish councils are being held
on the same day as the general election, May 7th. An election will only be held if there are more
candidates than vacancies - see: www.midsuffolk.gov.uk/council-business/elections-andvoting/2015-elections/
Next meeting will be held on Thursday 12th March - 7.30pm in the Community Centre.

CHANGE OF DATE - Annual Parish Meeting Friday 24th April 7.30 p.m. - circumstances arose
that mean this meeting is rescheduled for a second time. The agenda, minutes and reports from
various organisations will, courtesy of the Editor, appear in the April issue of the ‘Star’. This is intended to provide plenty of time for discussion of the reports and other matters of importance.

Help Required ...
Our bar manager, Martin Dyer, intends to carry out some re-furbishment work in the bar
over the Easter weekend: 3rd - 6th April starting at 9.30am each day.
Martin hopes to get some help with ripping out the old fixed seating, lifting the old carpet and decorating. If we get enough help he hopes to have a go at clearing out the
lorry body.
The PDCC will provide rolls/sandwiches for lunch and tea and coffee.

ADVICE FROM THE POLICE
Winter Road Safety
In winter weather driving conditions can deteriorate fast, making driving hazardous, so
Suffolk Police advise motorists to;

Make sure all your car lights are working and you have no failed bulbs. Ensure that
dirt, salt and snow are cleared away from light fixtures

Always ensure all windows are fully cleared of snow, frost and condensation before
setting off on a journey - it is illegal to drive with obscured vision

Also clear snow from the top of the car as this can fall down and obscure your windscreen while you are driving

Keep windscreen-washer-fluid topped up as windscreens quickly become dirty from
traffic spray and salt from the roads

Make sure you have sufficient fuel for your journey. Keep the fuel tank topped up

Give yourself extra time for your journey and drive at a constant speed. Accept your
journey will take longer and don't take risks

Take a mobile telephone with you and make sure it is fully charged. Carry a mobile
charger in the car.

If you get stuck in the snow stay with your car, but in an emergency if you do need
to leave it, park it out of the main traffic route, where it won't cause an obstruction when
conditions ease.

Leave a contact number on the inside of the windscreen and return to your car at
the first opportunity you have.
Bike & Property Marking Event
There has been an increase in cycle thefts in the area. In order to protect cycles and to
bring awareness to the problem, there will be a 'Mobile Police Station' at the Rickinghall
Farmers Market, at the Rickinghall Village Hall, from 9am until it closes, on Saturday
11th April 2015. Police and Neighbourhood Watch Coordinators will be present. As well
as cycle marking, there will be security products available to inspect and or purchase.
All cycle users please attend with their cycles and all other interested people are warmly
invited.

Well Done and Thank You!
We had just one week to perform a miracle. We heard that a lady in Brighton was coordinating an appeal for winter clothing and bedding for the refugees in Iraq. We gave
it out in our churches on the Sunday and by the following Saturday we were
swamped.
Our team of helpers sorted, then folded, packed and labelled. We ploughed our way
through a mountain of bags, but on Sunday we found another huge pile to be sorted,
folded and packed.
On Monday still more arrived, then on Tuesday we had a call from Eye church to say
they had some donations for us! By this time we were getting concerned as to
whether the van we had hired would be big enough!
Thursday was the day we had to transport all your wonderful donations to Wellingborough to a storage facility from where it would be collected on the Friday to be transported to Iraq. Our helpers all arrived early and proceeded to pack the van. After
much coaxing and pushing the doors did in fact close but there was not room for even
one more woolly hat! Finally Graham and Tom set off for Wellingborough.
So to the people of the North Hartismere Benefice THANK YOU for your thoughtfulness and your love and you can all be sure that there are a lot of men, women, children and babies who stand more chance of survival in Iraq thanks to yours amazing
generosity

PALGRAVE WALKING GROUP
Our group, which now regularly attracts between 20 and 30 walkers, meets on the
second and fourth Tuesday of each month leaving Palgrave Community Centre at
9.45 a.m. Everyone is welcome to join our friendly group but it is regretted that
dogs cannot be allowed on our walks. Additionally Palgrave Walking Group, or its
walk leaders, cannot be held liable for any injury sustained whilst on any walk they

MARCH WALKS 2015
Tuesday March 10
Bette Diane and Carol will lead a 5 mile walk around Botesdale and Hinderclay.
There are no stiles and it may be possible to visit St Mary's Church, Hinderclay. It
is hoped that The Bell Inn, Botesdale will be open for refreshments afterwards
Tuesday March 24
Pat and Gordon will lead a very pleasant 5 mile walk southwards from Hoxne towards South Green. There may be a couple of stiles and some slight inclines.
Refreshments will be taken afterwards at The Swan, Hoxne
If you wish to join us on these walks (or any future walks) please be at Palgrave Community Centre car park ready to leave for the starting point at 9.45

Special services at St. Peter’s church to celebrate
Mothering Sunday and Easter – all welcome!
If you’ve not yet been to Palgrave Praise (on the 3rd Sunday of every month), why not
come and see what it’s all about? It’s relaxed and informal and you’ll receive a warm
welcome, with tea, coffee, squash and biscuits from 10.00 am, and Palgrave Praise
starts at about 10.15 am. We include a short piece of drama to bring the theme of the
service to life, and we aim to leave you with some food for thought and encouragement
for the week ahead. Music is provided by our enthusiastic band, with musicians aged
from 9 to 90. There is also the opportunity to chat over refreshments after the service.
Don’t forget that it’s Mothering Sunday on 15th March! At Palgrave Praise that day we
will give thanks for mothers, and for the love and care they give. There will be a little
something for all the children to give to their mothers.
You are invited to a joyful family celebration of Easter Sunday at 10.00am on Sunday
5th April.
All children are invited to help us act out the events of Easter Day in an informal service
with lots of music and singing.
There will be Easter refreshments and an Easter Egg Hunt afterwards!

Every year, the internet plays a bigger role in our day-to-day lives. Having reliable
internet connections and faster broadband speeds is essential, not just for local
businesses, but to all of us. Ever since I first became your MP in 2010, I have
been fighting to secure more money for Suffolk to improve broadband speeds,
and I am pleased to be able to report further success.
Working together with the other Suffolk MPs and Suffolk County Council, I have
helped secure £27 million from the Government for faster broadband. 90% of Suffolk’s homes are now on course to receive high speed broadband by the end of
this year, and everyone, including people in some of the most rural areas will be
offered a much improved broadband service. And thanks to a second wave of
Government funding which I have helped to secure, 95% of homes in Suffolk will
receive high speed broadband by the end of 2018.
I am particularly pleased that, very soon, many people here in Suffolk will be enjoying faster broadband speeds than people living in parts of London and the big
cities. Homes, businesses, farms, schools, GP surgeries and everyone in the
community will soon be benefiting from faster broadband services, and I am
pleased to have played a central role in making better broadband a reality for Suffolk.
Finally, as someone who still works, part time, as an NHS hospital doctor, I
wanted to pay tribute to the hard working NHS teams at Ipswich Hospital and in
the community who have done so much to look after us, our friends, and our loved
ones during what has been another busy winter. I have spent a number of night
shifts on the front line alongside Suffolk’s emergency services, and am always incredibly impressed by the skill and dedication of our Police and NHS teams. I
know we are all very grateful for their excellent work in keeping us safe and well
over the recent busy winter period.

PALGRAVE GARDENING AND SOCIAL GROUP
On Wednesday, 28th January the Gardening Group held its annual Christmas lunch at The
Four Horseshoes, Thornham Magna, which was enjoyed by all who attended.
A very interesting talk on Begonias was given by Don Andrews at Sheila True’s home, with
people picking up lots of tips and things they didn’t know about the beautiful and elegant
show-stopper
At our next meeting, on Monday, 2nd March, we will have a talk entitled “Growing Cut Flowers”.

Tip of the Month
Over Wintered Pelargonium (geranium) cuttings can be potted up towards the end of the
Month. If they are long and straggly, just chop them back (and use what you have cut off
to make new cuttings) otherwise pinch out the growing tip so that they bush out.

STICKY GINGERBREAD
4oz Butter
4oz Golden Syrup
4oz Black Treacle
3oz Granulated Sugar
1 Tablespoon of Marmalade
Quarter Pint Milk
4oz of S.R. Flour
4oz Plain Flour
4oz Plain Wholemeal Flour
Pinch of Salt
2 Teaspoon Ground Ginger
1 Teaspoon of Mixed Spice
Half Teaspoon of Bicarb
2 Small Eggs well beaten
Heat the butter, milk, marmalade, sugar, syrup and treacle together gently until melted. Allow to cool a little. Meanwhile mix dry ingredients together. Pour the eggs and the buttery
mixture slowly into the dry ingredients, beating to smooth batter and pour into a prepared
8" square tin. Bake on Gas reg 3 or (eq in Electric) for approx. 1 hour. Th Gingerbread is
cooked when it has shrunk a little from the sides of the tine and springs back when
pressed.

We will ‘forget you not’ this Mothers Days
This month, while many celebrate Mother’s
Day, there will be a group of people spending
this special day without their mum and we
have commissioned a special book of memories from which people may draw comfort by
expressing how they feel or sharing prayers,
poems, thoughts and inspirational sayings.
Anyone who has been bereaved of their mum
can contribute to the book, and children and
young people are also encouraged. There will
be a Mother’s Day book of memories in all of
our Rosedale Funeral Homes in Attleborough,
Beccles, Bungay, Diss, Halesworth and Wymondham.
From all of our Funeral Homes we have available beautifully presented ‘forget me not’
seeds for families to take away and plant in
memory of their mum. If you would like to receive a sachet of seeds, please contact Rosedale funeral home to reserve one as numbers

6 oz (175g) shortcrust pastry
2 tbsp raspberry jam
2 oz (50g) margarine
2 oz (50g) caster sugar
1 medium egg
2 oz (50g) self raising flour
Heat oven to 200C, 400F or Gas 6. Roll out pastry thinly and cut into rounds with 3” cutter and
line 15 patty tins.
Put a little jam in each pastry case
Cream margarine and sugar, beat in egg and fold in flour.
Place a small spoonful of mixture in each pastry case.
Bake for about 20 minutes.
