Penny Cistaro and Emily Larocque Intentionally Lie to
listeners on Felicia Cowden's KKCR Radio Show June2,

1. Penny Cistaro (PC) said "euthanasia rates are trending
down". They are not. They are trending up and even worse,
the Live Release Rate is awful under her
leadership.

“The change in euthanasia numbers that we’ve been quoting on our website, which is a 7 percent decrease in
euthanasia, are unaffected by the error,” Larocque said. “No matter how you calculate it, the trend is going down with
euthanasia.”

Emily Larocque is a smart lady. So she knows the trend in euthanasia is RISING at KHS, not falling. In 2013 at KHS,
68.5% of all animals were killed. In 2014, 70.2% of all animals were killed. This fact was pointed out to her on April
28, 2015 and again on May 6, 2015 and that did nothing to stop her from misrepresenting the trend in the media.
Furthermore, Ms. Larocque states that the "error had been in there for a number of years," predating the current
Executive Director, Penny Cistaro. In actuality, the error was not made under the previous directors' reigns, only when
Ms. Cistaro came on board. This number seems to have been used to generate donations and increased funding
from the county.
In truth, Kauai Humane Society had a "live release rate" in 2014 of 39%. That percentage is abysmal. The national
average live release rate in 2012, the most recent year calculated, was 72%.

Penny Cistaro lied 3 times on the air about the Salt
Pond kittens.
She said they were killed because they “were very, very small”,
sickly and “unweaned”
-a healthy kitten at 4 weeks of age weighs 13oz. It is not
possible for
“sickly” kittens that are only 4 weeks of age to weigh 1.4lbs

PC said the kittens were euthanized in the morning before Sue
Scott from KCCP came in to take them to foster care.
-In the video link below you can clearly hear PC telling Mana
to euthanize the kittens after Sue had left the building.

-it is clear from the KHS records above that the kittens were
not killed until 1:26pm
c) PC said it was a communication error. She lied to Sue, she lied
to a major
donor and to many others. It's all in the video
PC touted the transfer program & even mentioned Oregon.
However, the Oregon Humane Society requested animals to be
transferred from Kauai and for 10 months PC refused.

PC has also grossly over exaggerated the cost of the transfer
program to donors in an effort to dissuade their support for the
program. The animals fly for free on Alaska Airlines when they fly
on a passenger's ticket. So the only cost is the cost of the crate.
And recently Alaska Airlines agreed to ship the crates back to
Kauai at no cost. This program could not exist without the
tremendous efforts of the KHS Outreach and Client Services
Manager, who was recently put on administrative leave by Penny
Cistaro.
3. Emily said that the reason intake numbers are down is because
their
spay/neuter program is working. PC took the low cost
spay/neuter
certificates away from local veterinarians and she has not had the
mobile spay/neuter van running for the entire time she has been
here.
The numbers are down because less people are willing to bring
their
animals to KHS because PC's quickness to euthanize is becoming
well
known on the island.

Emily said the only problem at KHS is a personnel problem.
