If, No If, Yes Is your facility currently a STAR 3, 4, or 2 anticipating moving to STAR 3 in 6 months or less? If Yes, STAR 2 Unfortunately, you are not eligible to apply for a facility improvement grant through A Running Start Philadelphia: FF. If, No If, No If STAR 2, do you currently receive TA through United Way, Success by 6, or the SERK? If, Yes Is your facility a high need provider: at least 65% of children enrolled receive a subsidy; and there are less than 3 high quality child care providers in your service area (please see the TRF Childcare Map at www.childcaremap.org )? If Yes, STAR 3 & 4 If STAR 3 or 4, did you receive funding through the ECE Facilities Fund last year?
