"Disease" in public services, according to him is known by KPP from public's complaints or direct report either findings. Public services themselves including goods, services and administration. Two main kinds of public services namely education and health, according to Assistriadi are becoming government's specific attention. Services improvement that including infrastructure, humas resources, regulation and policy synchronization are packaged in JIPP (Jaringan Inovasi Pelayanan Publik/Public Services Innovation Network). East Java, according to him is a pioneer of the program. Two donors that ready to support JIPP program are USAID (United States Agency for International Development) with "kinerja" program and GIZ (Deutshe Gesellschaft fuer Internationale Zusammenarbeit) with "transformasi" program. The steps in innovation networking are including identification, incubation, prototype and replication. The first step in innovation networking held by GIZ is Public Service Innovation Boot Camp. In the Boot Camp, participants who are representatives of SKPD (Satuan Kerja Pemerintah Daerah/Local Government Working Units) in East Java Province created services improvement and services standard. The event was convened for three days (19-21/May/2015) in the Library building of Universitas Brawijaya (UB) hand in hand with Puskesmas (Community Health Centre) of Dau and Karang Ploso. In addition to Malang, similar event also convened in Tulungagung, Jember and Surabaya. GIZ representative Henrike Klavert delivered that boot camp applied user based research methodology that based on anthropology approach with services' users perspective. "Since applied services user perspective, then boot camp participants which are public institution principles felt difficult," Henrike said. By the boot camp, GIZ will pursue with funding assistance to support innovative ideas and incubation process, IT application development competition for better services, idea bursary and also coaching for prototyping, result documentation and boot camp accreditation by related higher educations (Brawijaya University and Airlangga University). One of participant from Community Health Centre of Turen dr. Didik Sulistyanto delivered that his institution is ready to perform innovation networking test-drive in 2015. Along with Community Health Centre of Kepanjen and Sumber Pucung, the institution has experienced in public services intervention program with support of PKBM ( Program Keluhan Berbasis Masyarakat/Community Based Complaint Program). Simply that, as mentioned by Faculty of Social and Political Science UB lecturer, Wawan Sobari, innovation networking implementation perhaps will be constrained matters such as resources, budgeting and infrastructure.
