Energy savings is more than just turning
off the lights, but it’s hard to know
where to start. The Strategic Resource
Management (SRM) and Resource
Conservation Management (RCM)
programs provide incentives, data,
and training services to commercial
customers that wish to achieve utility
cost savings through behavioral
changes, occupant engagement,
operational improvements, targeted
facility maintenance, and attention to
utility accounting.

Both programs seek to save energy through low-cost/nocost measures and are aimed at providing a quick return
on investment. PSE will help you:
• Develop and implement an organizational Resource
Management Plan and Facility Action Plans.
• Identify capital, operational, maintenance, and
behavior energy-saving opportunities.
• Track and manage utility usage.
Strategic Resource Management
(SRM) Program
• Any PSE commercial customer that has
a PSE portfolio consumption between
1,000,000 kwh and 5,000,000 kwh is eligible.
• PSE provides third-party consultant services
and pays for 70 percent of the consultant
costs. The remaining consultant cost,
typically $4,560 for four buildings, will be
reimbursed $0.02/kwh saved based on
customer performance.
• Customers can reduce utility costs by 3 to 5
percent in one year.
Resource Conservation
Management (RCM) Program
• Any PSE commercial customer that has PSE
portfolio consumption greater than 5,000,000
kwh or 675,000 therms is eligible.
• Program participants commit to hiring,
contracting, or assigning staff to perform
RCM activities over three years.

In addition, PSE will provide the customer with:
• Electronic bill data
• 15-minute interval data for viable electric meters
• Customers can reduce utility costs by 10 to
15 percent over three years.
• PSE provides financial incentives throughout
the participation in the program based on
portfolio consumption.
Typical candidates for either program include
school districts, government municipalities,
hospitals, commercial real estate owners,
hotels, or other large customers.
