Dear Mr Umunna,
As Director General for the Office for National Statistics (ONS), I have been asked to reply to your
Parliamentary Question asking the Secretary of State for Work and Pensions how many people there were
with learning difficulties who wished to work but are unemployed in (a) Streatham constituency, (b) Lambeth
local authority area and (c) the UK in each of the last five years. (228823)
The Office for National Statistics (ONS) compiles estimates of the number of people who were unemployed
following International Labour Market (ILO) definitions from the Annual Population Survey (APS). People
interviewed for the APS may classify themselves as having learning difficulties in response to questions
about health problems. Unfortunately, reliable estimates of the number of unemployed people with learning
difficulties in Streatham parliamentary constituency and the London borough of Lambeth are not available
due to small sample sizes.
Table 1 shows the number of unemployed people in the UK with learning difficulties, according to survey
responses from the APS, for the 12 month period ending December 2014, the latest available period, along
with APS estimates for the 12 month periods ending in December for 2010 to 2013.
As with any sample survey, estimates from the APS are subject to a certain level of uncertainty. A guide to
the quality of the estimates of the levels is included on the table.
National and local area estimates for many labour market statistics, including employment, unemployment
and claimant count are available on the NOMIS website at http://www.nomisweb.co.uk.
