Checklist for FCA customers and their hauliers - Version 1.1
Shell will perform checks on driver/equipment for suitability of transport of the ordered product in
line with regulations and Shell policies.
"Equipment wil be checked and in case found non-compliant, equipment is rejected for loading of
a specific order.
To support our customers and their hauliers on the type of inspection which can be expected, there
is a list of the key topics which Shell will check.
This list is not exhaustive and our staff on site is at all times authorised to decide if it is safe to load
product in presented equipment. By conducting an inspection, Shell nor any designated agents
assumes any obligation or liability regarding the HSSE obligations of the haulier or any obligation
or liability for personal injury or property damage resulting from the haulier's operation.
The conditions of the vehicle, equipment and driver will at all times remain the haulier's
responsibility.

1. Inspection of drivers
Key topics which Shell will check before loading:

Drivers have to have a valid ID and driving license with them
-
Drivers require a valid dangerous goods certificate (ADR)

Drivers have to be able to communicate in Dutch, English, German or French
-
Drivers have to carry instructions on what to do in case of emergencies (pass the test)
-
Safety equipment has to be in place (Helmet, Fire retarding and anti-static overall, safety
goggles, safety shoes, warning vest, acid safety gloves, torch, eye wash bottle (in validity)
and acid apron and if required an escape mask or full mask and filter)

2. Inspection of equipment
There will be a visual inspection of the vehicle to check if in good condition which entails at least:

The vehicle, trailer, container have to be in good overall condition
-
Seals, valves, manholes have to be in good condition and closed properly
-
Condition of the hoses, including cleanliness
-
A handrail has to be available on the tank/container (not for deep-sea containers)
-
Tyres should have a minimum thread depth of 2mm
-
In case of multiple compartment loadings, it should be possible to fit labels to the correct
unloading connections (for each compartment).

Are the required labels for ADR, IMO, RID fitted?
-
Availability of corrosion resistant metal plate showing ADR registration of chassis and
container (clearly readable)
-
Temperature of the container is max. 30 degrees upon arrival
-
The state of the legally required vehicle lighting
-
The compartments to be loaded must be clean and odourless, unless there is approval for
previous cargo (dedicated transport)
-
Protection of the rear of a vehicle (100mm free space from end of tank to end of the
blocking frame)
-
Tank plates should be marked with capacity of the shell and in case of multi-compartment
tanks the capacity of each compartment, followed by a symbol "S" when the shells or the
compartments are divided by surge plates into sections of not more than 7500 litres
capacity.

Tank size: product loaded should either be above 80% or below 20% of tank capacity, or
baffles should be in place (for compartments larger than 7.500 litres).

3. Vehicle
The vehicle has to be fitted with (at least):
-
ABS
-
Battery master switch (vehicle isolation switch)
-
Designated earthing / grounding point
-
Rear view mirrors to give full length of vehicle vision on each side of the vehicle
-
Mirrors (or cameras) fitted to enure vision of nearside blind spots
-
Spare set of bulbs and fuses
-
Fire extinguishers in-line with local legislation (inspected and valid)
-
A spill kit capable of dealing with small spills i.e. <10 litres, in line with local regulation
-
Suitable shovel, broom and bucket, dip tray and sewer cover
-
A first aid kit
-
End cap must be available and fitted to all the outlets
-
Sealing points - possibility to attach steal seals to all connections (containers only)
-
Twistlocks have to work properly
-
Mudgards have to be in tact
4. Documentation check
The following documents will have to be in place (at least):
-
- Successful vacuum test which is not older than 2 weeks
-
- In case of ADR products: Valid ADR certificates must be available for truck, trailer, chassis

5. The Shell Life Saving Rules
From July 1, 2009 Shell's Life-Saving Rules have been fully enforced.
Shell’s Life-Saving Rules set out clear and simple “do’s and don’ts” covering activities with the
highest potential safety risk. They are not new. Most people comply with them every day – but
there are still breaches taking place. The Life-Saving Rules help to make sure that rules are followed
and people are protected.
Compliance with the Life Saving Rules is mandatory, and the Life Saving Rules are applicable to all
operations under Shell’s operational and / or governance control. Each reported non-compliance
will be investigated. And failure to comply will result in disciplinary action, up to and including
termination of employment for Shell employees, or for employees of contractors or sub-contractors,
removal from the site and disqualification from future Shell work. Supervisors are held accountable
to communicate and ensure compliance.
