LinkCARE National Programme Manager Supervisor’s Title: Principal Investigator Duty Station: Johannesburg Duration: 100% Full Time, Fixed Term Project Travel Required: 50% South Africa Partners has been awarded a 5 year HHS/CDC cooperative agreement to provide technical assistance and support for the development and implementation of key aspects of HIV/AIDS care and support services in South Africa. The National Programme Manager (NPM) will work under the direction of the Principal Investigator (and/or a delegated Deputy Director) and is responsible for operational management of the LinkCARE programme. Key responsibilities include managing staff and critical relationships with partners and other key stakeholders. The NPM will assist the Principal Investigator in achieving program goals and outcomes, financial and program reporting, and ensuring compliance with all HHS/CDC and SA Partners LinkCARE programme contractual matters. The NPM will liaise closely with the National Technical Advisor on matters related to the programme roll-out nationally. Key Responsibilities Include: • Support the Principal Investigator with the liaison with the Department of Health and other project partners to implement the key aspects of the project; • Contribute to the development of annual strategies, work plans and continuation proposal, including drafting technical and administrative sections of documents and developing budgets; • Work closely with the PI to implement the project’s monitoring and evaluation strategies; • Supervise and mentor programme staff by providing clear strategic direction, input and feedback; • Provide administration oversight, including developing and tracking work plans monitoring and data collection and collation; • Manage the reconciling of all expenditure and financial activities; • Ensure that various internal and funders reports are submitted in a timely manner; • Represent the program as needed at provincial and national meetings; • Perform other related duties as assigned and agreed upon. Education and Experience: • Advanced Degree in Public Health/Social Sciences/Administration and/or or a related field. Substantial relevant experience in a similar position and a basic degree will also be considered in lieu of an advanced degree • At least 7 years’ experience in the field of HIV and AIDS programming, public health and/or the NGO sector, ideally in the area of Care and Support in South Africa. • Strong knowledge of PEPFAR rules and regulations Key Skills and Abilities: • Knowledge of training and curriculum development • Knowledge of HIV/AIDS • Demonstrated ability to lead and sustain multiple diverse internal and external partnerships • Demonstrated experience with policies and procedures related to US Government funding and leadership in working and collaborating with donors • Demonstrated project management experience • Excellent interpersonal and supervisory skills • Knowledgeable about program evaluation • Demonstrated strong written and oral presentation skills • Excellent communication skills, highly motivated, and team-oriented • Strong people management and leadership skills • Excellent Microsoft Excel skills and ability to analyse and present data in a highly organised manner; • Quick learner and self-starter with ability to take initiative and work in a start-up and team oriented environment • Strong work ethic and ability to prioritise and multi-task • Ability to travel up to 50% within South Africa • Divers license essential Deadline for applications is Monday, May 4 at 16H00.
