Monitoring and Evaluation Specialist Supervisor’s Title: Principal Investigator (PI) Duty Station: Johannesburg Duration: 100% Full Time, Fixed Term Project Travel Required: 50% South Africa Partners has been awarded a 5-year HHS/CDC cooperative agreement to provide technical assistance and support for the development and implementation of key aspects of HIV/AIDS care and support services in South Africa. The Monitoring and Evaluation Specialist (MES) designs and manages the M&E system, including data collection and analysis, strategic dissemination, and utilization of findings to improve performance. The M&E manager builds capacity in health information systems, especially in data collection and using monitoring data for program improvement. The MES is responsible for meeting all strategic information reporting needs. Key Responsibilities Include: • Work closely with the Principal Investigator, Programme Manager and senior team members to develop a detailed monitoring and evaluation plan showing how outcomes will be measured, outcomes will contribute to results, baseline information will be collected, and activities will be evaluated; • Operationalize data collection activities and a system for feeding back information to the project for performance improvement; • Develop appropriate management information systems to capture qualitative data gathered; • Analyze, interpret, and document data to inform the project and to provide strategic information to PEPFAR on program impact; • Perform other related duties as assigned and agreed upon. Education and Experience: • Advanced degree in a relevant discipline or substantial relevant experience. • Minimum of 7 years’ experience in applied skills in designing and implementing M&E activities and formative or operations research for HIV/AIDS. PEPFAR experience a plus. • Knowledge of HIV surveillance issues, quantitative and qualitative evaluation techniques, and data analysis techniques. Experience with management information systems. • Knowledge of PEPFAR strategic information plan, District Health Information System, current DOH indicators and targets, and South African Health Information Systems indicators. Demonstrated excellent oral, written, interpersonal, and presentation skills. Excellent computer skill and expertise with relevant software. Demonstrated ability to produce high-quality documents and reports and to represent project findings to senior-level project stakeholders and donors. Excellent interpersonal and supervisory skills; capable of directing and managing change, inspiring teamwork, and motivating partners to achieve results. Quick learner and self-starter with ability to take initiative and work in a start-up and team oriented environment. Demonstrated ability to analyse and present data in a highly organised manner.
