Message from the Acting Secretary
The spirit of National Volunteer Week continues throughout the month of April as the
Department of Aging engages in its on-going efforts to stress the importance of volunteerism by
recognizing outstanding individuals who selflessly and joyfully share their time and skills in
service to others. On Wednesday, Meals on Wheels of Lehigh County honored their volunteers
with a Volunteer Appreciation Dinner, hosted at the Asbury United Methodist Church, Allentown.
Pam Bechtel, Executive Director of Meals on Wheels of Lehigh County, and her staff, including
Michelle Grasso, Development Director, and Dawn Stillwagen, Coordinator of Volunteer
Services, graciously shared time on their program so that we could honor Virginia Crone with
the Pennsylvania Department of Aging Volunteer Spotlight Award. Virginia is one of seven
older Pennsylvanians who is receiving the Department’s Volunteer Spotlight Award, which
allows us the opportunity to shine a bright light on the efforts of volunteers throughout the
Commonwealth. With over 250 persons in attendance, the event was an incredible experience
for me as I engaged in conversation with so many volunteers who shared their love of
volunteering, their commitment to serving others in need and their gratitude for the kind words
that are so often received from the meal recipients. One particular meal recipient had shared
these words: “I want you to know how wonderful your delivery people are. When things are not
going well, I know they will be coming with a healthy meal and always a smile.” While Meals on
Wheels of Lehigh County was one of countless organizations that paused this month to
recognize their amazing volunteers, their particular approach to honoring them (including three
youngsters – Isaac, Isabelle and Tucker Zimmerman – who volunteer with their mom, Kate) was
distinctively inspiring as their theme for this year’s recognition event was: Volunteers are
Superheroes; and in their program, they shared a quote by Robert Clancy that I believe reflects
the generous heart of every volunteer. The quote is: Be a Superhero … “We all have the
capacity to be a superhero. In order to become one, you just have to find your unique power or
ability and exploit it for the greater good. The cape and mask are optional accessories, but a

Earlier today, I was honored to join State Representative Karen Boback as she hosted a “Crime
Victims’ Rights Day” in Wyoming County. Recognizing that Governor Wolf has made it a top
priority to ensure that our must vulnerable residents are protected from all forms of abuse and
neglect, it was a privilege to join Representative Boback and others who support the
Luzerne/Wyoming Counties Elder Abuse Task Force, including the Wyoming County
Commissioners, staff from the Luzerne/Wyoming Counties Area Agency on Aging, and
representatives from the Office of Attorney General, Bureau of Consumer Protection, the
Victims’ Resource Center and the Pennsylvania Office of Attorney General. Earlier this week,
the Pennsylvania Commission on Crime and Delinquency recognized National Crime Victims’
Rights Week in Pennsylvania by hosting a rally at the State Capitol. They were joined by victim
advocates, survivors of crime, law enforcement and other supporters to emphasize the role that

the entire community plays in supporting victims of crime and their recovery. As we gathered
today at the Falls Senior Center, Wyoming County, we focused our attention on older
Pennsylvanians who fall victim to crime. Elder abuse affects people of all ethnic backgrounds
and social status. It affects both men and women. Elder abuse can occur in one’s own home,
the home of another or in a facility, such as a hospital, nursing home, personal care home, etc.
Sometimes the signs are missed because of a lack of training or understanding. Sometimes the
elderly victim lacks the physical or cognitive capacity to report the abuse. Sometimes the
elderly victim is reluctant or afraid to report the abuse because of fear of retaliation or they
simply do not want to get the abuser in trouble. Yet at all times, every older adult has the right
to be free from abuse, neglect, exploitation and abandonment. Victims of elder abuse need to
have their voices heard and their issues addressed. As a government, a society, a community
and as individuals, we must continue to work together to prevent, detect, treat, understand,
intervene and where appropriate, prosecute elder abuse, neglect and exploitation. We must
continue to strive to ensure that older Pennsylvanians age with the dignity and respect they
deserve.

National Volunteer Week
Although National Volunteer Week wrapped up on April 18, the Pennsylvania Department of
Aging continues to recognize volunteers who make a difference by selflessly donating their time
and expertise. Throughout the month of April, the public can read profiles of the Volunteer
Spotlight Award winners on PDA’s website or view an inspirational video on PDA’s YouTube
channel showing how volunteering enriched one Lancaster County man’s life. PDA also
promoted volunteerism by reaching out to the media. Some of their published stories from the
week appear below under “In the News.”
Personnel Update
Attorney Jeffrey Wood is starting on 4/27/15 as the Assistant Counsel for the Department of

Attorney Harriet Withstandley will be transferring to the Department of Insurance on 4/27/15,
Harriet served as the department’s Chief Counsel for 12 years and we are sincerely grateful for
her service and commitment.
Legislative Update
HOUSE & SENATE ACTION
The General Assembly is in recess until Monday, May 4, 2015.
Committee activity this past week included:
HB 421: - Rep Samuelson- This bill would amend the Taxpayer Relief Act of 2006 to increase
the exemption for total death benefits from $5,000 to $10,000 when calculating income eligibility
for the Property Tax/Rent Rebate program. The bill passed the House Finance Committee by a
vote of 25-0. It now goes to the full House for consideration.

This past week the House voted on the following bills which now move to the Senate for
possible consideration.
HB 299 – Rep Bizzarro - Amends Title 20 (Decedents, Estates & Fiduciaries), in powers of
attorney, further providing for general provisions & for durable powers of attorney. The bill would
add new language to the acknowledgement which an agent must sign in order for the power of
attorney (POA) to be valid. The bill passed the House 194-0.

HB 665- Rep. Keller – This bill addresses drafting errors in Act 95 of 2014 regarding
powers of attorney (POAs) in a commercial setting. Currently, in a non-commercial setting, a
POA must have a notice signed by the principal and an acknowledgment signed by the agent.
The notice and acknowledgement form the contract by which the agent agrees to act for the
principal under certain circumstances. Further, the POA must be signed by two witnesses.
However, in a commercial setting, these requirements should not be required, as the
corporation works through attorneys and other corporate officers.

HR 185 – Rep Hennessey, A Resolution recognizing the month of May 2015 as "Older

HB 975: By Rep. Dean- Amends the Landlord and Tenant Act providing for early termination of
leases by individuals with disabilities and senior citizens. The bill has been considered to the
House Urban Affairs Committee for possible consideration.

HB 1011- by Rep. Murt – The bill will amend Title 30 (Fish & Boat Code) authorizing the
Pennsylvania Attorney General to enter into reciprocal agreements with other states allowing
senior citizen fishing licenses issued by the Commonwealth and each state in agreement to be
recognized as resident licenses in any state participating in such an agreement. The bill has
been referred to House Game and Fisheries for possible consideration.

Care Transitions Summit
About the Summit: The Pennsylvania Department of Aging, through the Long Term Living
Training Institute, is pleased to invite AAA representatives to a summit to discuss the
development and implementation of community based care transitions projects across
Pennsylvania. The day-long agenda includes both general and breakout sessions. Registrants
may attend any of the listed sessions; breakout sessions have been divided into three tracks
which are specifically geared to meet the needs of AAAs in different stages of Care Transitions.
Pre-registration is required, but you do not have to pre-pay in order to attend. Your agency can

Innovation in Caregiving Award
The Innovation in Caregiving Award recognizes individuals who, in the course of caring for an
older adult in a private home or a residential setting invented a device or technique that solves a
caregiving challenge, or found a new application for an existing device or technique that
supports caregiving of older adults and eases the burden on caregivers. Those assisting
younger individuals with disabilities may apply for the award if their device or technique is
helpful to the care of adults aged 60 and older. The application deadline is June 30, 2015.

Messiah Lifeways and Harrisburg Magazine SAGE Awards
Awards to honor savvy, active, growing, and enlightened older adults, age 55 and better, who
have made important contributions to the economic, cultural, spiritual, and social progress of the
Greater Capital Region. We are currently seeking outstanding nominees who are transforming
the lives of others, who are improving the quality of life for all persons in our region, or who are
creating a new sense of purpose in the third age of their life. Past winners have included a
National Geographic instructor, several Peace Corps volunteers, a food pantry founder, a state
Senator, renowned philanthropists, and "a re-wired" executive. The key to the SAGE Awards is
that it highlights persons who are changing the conversation about aging and inspiring people to
think about retirement as a time of purpose and zest! We are especially eager to meet people
who have done interesting things in recent years - at age 55 or better

Connelly Foundation Grant
The Connelly Foundation aims to both help the disadvantaged gain the capabilities for selfreliance and to enrich the community life through cultural engagement and civic enterprise.

Written proposals from nonprofit organizations are accepted and reviewed by Connelly
Foundation throughout the year. With the exception of Foundation Initiatives, there are no
deadlines. The Connelly Foundation requires prospective grantees to use the Philanthropy
Network Greater Philadelphia Common Grant Application Form and also the Common Report

Home Instead Senior Care Foundation
The mission of the Foundation is to enhance the lives of aging adults and those who care for
them by offering community grants to not-for-profit organizations dedicated to serving seniors.
A list of recent community grant awards is available for viewing. Projects and programs must
provide direct care, service, or treatment to seniors and the most preferred applications are
those that meet critical or basic needs of older adults.
Letters of Inquiry are accepted 24 hours a day, 7 days a week. For consideration in the biannual
granting process—Spring and Fall Grant Cycle—Letters of Inquiry for fall grants must be
received by the Foundation no later than Midnight (CT) May 1, while those for spring grants
must be received no later than Midnight (CT) November 1. Grants are awarded in amounts
ranging from $5,000 to $25,000. Grant requests of more than $25,000 will be considered

Funding Opportunity Announced for Navigators in Federally-Facilitated Marketplaces
The Centers for Medicare & Medicaid Services (CMS) has announced the availability of funding
to support Navigators in Federally-facilitated Marketplaces (FFM), including State Partnership
Marketplaces. Grantees will be selected for a three year project period, and a total of up to $67
million is available for the first year of the award. The funding opportunity announcement is open
to eligible individuals, as well as private and public entities, applying to serve as Navigators in
states with a FFM. It is open to new and returning HHS Navigator grant applicants, and
applications are due by June 15, 2015.
The 2015 Funding Opportunity Announcement expands the project period from 12 months to 36
months. The multi-year grant award will be funded in 12-month increments and continued
funding will be contingent on the grantee continuing to meet all Navigator program requirements
and on funding availability. This change is designed to provide greater consistency for Navigator
grantee organizations and their staff from year to year, reducing yearly start up time and
providing for a more efficient use of grant funds. Navigator grant applicants should describe how
they intend to assist consumers who are uninsured or underinsured and consumers who are
likely to be eligible for or enrolled in coverage through a Marketplace. Applicants should also
describe how they plan to assist persons seeking to re-enroll in coverage through a Marketplace
and provide post-enrollment assistance.
