Andre LeBlanc is the Managing Director of the South Carolina Department of Commerce’s Europe Office.
The South Carolina Department of Commerce promotes economic opportunity for individuals and
businesses in the state of South Carolina. The department’s Europe office provides advisory and support
services both to Europe-based firms looking to do business in the Palmetto State as well as companies
currently operating in South Carolina.
Andre graduated from John Abbott College with a degree in Commerce and Concordia University with a
degree in Economics.
At Commerce for nearly a decade, LeBlanc was most recently a senior project manager, and he
previously served as the director of Commerce’s former office in Canada from 2007 to 2009. Leblanc’s
career at Commerce has resulted in the recruitment of more than $2 billion in capital investment to the
state of South Carolina. Prior to his work at Commerce, Leblanc worked in sales, marketing and
management in the pharmaceutical industry.
He is a native of Monckton, New Brunswick, Canada and now lives in Munich, Germany. LeBlanc and his
wife, Dr. Daniela Di Cecco, have two daughters, Olivia and Sophia.
