How to open a Tax Sheltered Annuity
Due to Federal Regulations, all approved tax sheltered vendors must sign our district’s information
sharing agreement (I.S.A.). All HCISD employees, except student workers, are eligible to participate
in a tax sheltered annuity through payroll deduction. Any pertinent forms, district I.S.A., written
plan document, transaction packet can be obtained from the Employee Benefits Website or at the
Benefits dept. located at 407 North 77 Sunshine Strip, Harlingen, TX 78550. Below are the steps
eligible employees need to follow to open a tax sheltered annuity in our district:
1.
Obtain an approved vendor list from our district via the Employee Benefits Website or by
contacting the Employee Benefits Dept. To obtain the approved vendor list from our website
go to the district homepage (web address located on top right corner of this page), click on
“Staff Resources,” next click “Employee Benefits,” finally click on “Investments.”

Contact the selected company and request an account application. If you have an agent, he
or she can contact the 403 (b) company for you.
3.
If you have an agent, your agent will need to register with
H.C.I.S.D.’s Third Party Administrator-Texas Benefits
Services (T.B.S.). A registration packet can be obtained by
calling T.B.S. at 1.800.594.4100. If you do not have any
agent, contact T.B.S. for further assistance.
4.
You and/or your agent need to complete the necessary forms to
begin payroll deduction. Please contact Texas Benefit Services
for all required paperwork at:

After review and approval of all completed forms, Texas Benefit Services will advise the
payroll department to begin payroll deduction of your annuity.
NOTE: ALL SALARY REDUCTION AGREEMENTS ARE DUE TO TEXAS BENEFIT
SERVICES ON OR BEFORE THE 25TH OF EACH MONTH PRIOR TO THE MONTH
OF DESIRED OF DEDUCTION START.
