FIRE CHIEF APPLICATION REQUIREMENTS
HOW TO APPLY
Interested candidates shall submit one (1) original and seven (7) copies of all of
the following documents to: North River Fire District, 1225 14th Avenue West,
Palmetto, Florida 34221 on or before 4:00 p.m. on Thursday, November 21,
2013. Electronic submittals will not be accepted.
1. Resume and cover letter.
2. A completed North River Fire District “Application for Employment”,
available at the District Office.
3. A completed “Consent to Credit and Background Check” available at the
District Office.
4. A photograph of the candidate; and
5. Any other documentation the candidate wants the Board to consider.
MISCELLANEOUS

Applicants shall be responsible for all costs, including travel and other
accommodations associated with applying for this position.

Candidate submittals to the Fire District shall be subject to Florida’s
Public Records law, Chapter 119, Florida Statutes.
In the event of a
public records request, privileged or exempt information provided by the
candidates shall be redacted as provided for under applicable law.

Any questions regarding the application process or job qualifications
shall be directed to the District’s Designee for the Fire Chief selection
process, Frank Bielawski.

The chosen candidate will be employed under a probationary one-year
contract and may be subject to reviews by the District’s Fire Commission
on or about the six (6) months and nine (9) months anniversary following
the start date to appraise the Fire Chief of his or her performance based
upon the North River Fire District’s Fire Chief Job Description and any
other criteria the Fire Commission deems appropriate.

In accordance with the District’s Enabling Act, the chosen candidate
must reside within the geographical boundaries of the District within
three (3) months of start date.
SALARY & BENEFITS
The yearly salary for the Fire Chief position will be in range of $90,000.00 to
$108,000.00 and will be dependent upon the qualifications and experience of
the selected candidate. In addition, the Fire Chief shall be eligible to receive all
benefits available to the Fire District’s employees.
ADDITIONAL SELECTION REQUIREMENTS
Selection of a Fire Chief shall be made by the Board after a review of all
candidate submittals. The Board shall short-list candidates for Fire Chief at a
public meeting.
All short-listed candidates shall be subject to a background and credit check,
and by applying for this position all applicants acknowledge and consent to the
District performing such checks.

Short-listed candidates shall be interviewed by the Board in a public meeting
scheduled for January 14, 2014.
No alternative interview dates will be
available.
The selected Fire Chief candidate must be available for a physical and drug
tests the week of January 20, 2014.
Employment is contingent upon the
successful passage of the above listed background, credit checks, physical and
drug tests.
The Board reserves the right to select a different candidate if a
selected candidate is unable to successfully pass any such checks or tests.
The Board of Commissioners reserves the right to waive any informalities,
irregularities or immaterial variations on the submittals by interested
candidates.
CONE OF SILENCE
To preserve the integrity of the selection process and to avoid the appearance of
impropriety, all lobbying, discussions, and other communications with Fire
Commissioners about the Fire Chief selection is prohibited. This prohibition
includes communication between a Fire Commissioner and applicant(s) for the
position, District employees, and/or members of the public.
A “cone of silence” is a period of time during which there is a prohibition on
communications regarding a particular competitive selection.
Commencing
immediately after the advertisement for the Fire Chief position and until the
Board selects a Fire Chief at a public meeting, a cone of silence shall be in
effect. The cone of silence shall prohibit communication regarding a particular
applicant or candidate for the Fire Chief position and individual Board of Fire
Commissioners. The cone of silence shall also prohibit lobbying or any other
improper attempts to influence or advocate for or against the selection of a
particular candidate for the position of Fire Chief. This prohibition shall apply
to
the
general
public
and
District
employees.
If
such
prohibited

communications occur during the cone of silence period, then the Board
reserves the right to disqualify any Fire Chief candidate’s eligibility for the
position. The cone of silence shall not apply to communications between the
candidates for the Fire Chief and the District’s current Designee for the Fire
Chief selection process, Frank Bielawski.
