The following Manual has been prepared to disseminate information to interested parties in participating in
the Junior State Championships (JSC). You can also obtain further information on the NSWJRU Website

3 Team Nominations and Entry Fees
Teams are eligible to participate in the 2014 JSC on provision of the following to the JSC Administrator:

The Intention to Participate and Competition Participation Agreement Forms completed with
confirmed team numbers submitted by25th April 2014;
ii
Team Nomination fees of $350.00 per team for Under 11 to Under 17 age groups and $200.00 per
team for Under 10 age group, payable by 9th May 2014. The fee can either be paid by cheque made out to
the NSWJRU or via electronic payment. Bank Details for payment:

An early bird discount of $50 per team is applicable to all teams who pay their Team Entry Fee by
6pm April 4th, 2014.
Final Team Nomination Form for age groups 11-17s, submitted via e-mail by 9th May 2014. This
form will be e-mailed to the Team contact upon receipt of Intention to Participate and
Agreement form. The names from this form will produce the team lists for the programs and
the Sign-on sheets. It is essential to be punctual with the return of forms. Anything lodged after
9th May may result in the players name being omitted from the Program.
4 Team Numbers

Each Under 10 and Under 11 team nomination shall comprise no more than 18 players.
Each Under 12 to Under 15 team nomination shall comprise of no more than 23 players.
Each Under 16 to Under 17 team nomination shall comprise of no more than 25 players. Only 23
players can sign on in each game.
Players may be replaced during the tournament. (However in the U/11s if a District has entered 2 teams by prior
arrangement,
players
cannot
transfer
from
one
team
to
the
other
during
the
tournament.)
Once a player has been replaced in the team list, the replaced player will no longer be able to
participate for the remainder of the JSC. All new team members must comply with player
qualification and eligibility requirements as per the Competition Rules.

The nominated team must comply with IRB Law 3 referring to the number of suitably trained and
experienced players in the front row. Where teams enter a squad of 23 or more players(U12s to 17s)
they must include in their team nomination and identify 6 players who can play in the front row. At
sign on before each game, team managers will have to confirm their 6 front rowers. Teams not able to
field 6 front rowers will have their squad reduced for that game on the following basis: only 5 front
rowers, sign on squad reduced to 22, only 4 front rowers, sign on squad will be reduced to 21, only 3
front rowers available, sign on squad reduced to 20.
vi The competing Sydney District/ Country Zone or Interstate Union is required to verify that each
player is registered and qualified under section 3 of the State Championship Competition Rules.
vii Team lists are to be submitted via e-mail, by the advertised date indicating the qualification status of
each player. Team lists must be submitted in jumper and position order (e.g. #1 is a prop, #15 is a
fullback and so on). This team list will make up the Sign-on sheet and will be printed in the 2014
NSWJRU State Championships Program.
viii Players must play in the same numbered jersey as nominated on the Team lists for each match of the
entire JSC.

Photo ID Cards/sheets are to be presented as players sign on. Every player must have a valid Player
Photo ID Card or sheet. If your district/zone requires Photo ID cards/sheets, please contact the JSC
Administrator or SJRU Administrator or CJRU Administrator.
x One team may be entered for each age group except for the Under 10’s where Districts are encouraged
to enter 2 teams.
xi NSWJRU officials will audit each team nomination to ensure that all teams are compliant with the
eligibility criteria in the Competition Rules.
xii If a team is found to have played an ineligible player during the tournament, all games that the
ineligible player participated in will be declared a forfeit.

5 Competition Rules
These are in a separate document. These rules can be found on the NSWJRU website
www.nswjuniors.rugbynet.com.au
6 State Championships Program
Programs will be provided by NSWJRU. Programs will be sold to each team (11s-17s) on the basis of one
program per squad member, costs having been included in the team entry fee.
7 Sponsorship
7.1 Ball Sponsorship
Ball sponsorship has been awarded to Spartan who will provide 2 footballs to each competing team and
also balls for the finals. It is an obligation of the management of each team to ensure no other balls are
used during the tournament and that the supplied balls are not lost.
7.2 Professional photography and video recording sponsorship
By participating in the championships all photographic rights belong to the NSWJRU to use at their
discretion for various advertising and promotional uses.
Instant Photos have entered into a sponsorship arrangement with the NSWJRU and will be at 2 venues for
pool and semi final matches to take action photos. They will also be present at the Grand Finals for action
and team photos.

Intention to Participate Form
Please advise the name of your club, the name of the contact person accountable for reps and the number
of teams being entered into the NSWJSC. This form should be forwarded to the JSC Administrator
accompanied by the Competition Participation Agreement Form (See Annexure B) and the Team

This Form and payment is due by 4 April 2014 (to receive the Early-bird discount) or by 25 April 2014.

Annexure B
Competition Participation Agreement Form
A Sydney District or Country Zone and any interstate team or Union participating in a NSWJRU ratified
competition, which includes the Junior State Championships (JSC) and Regional Carnival competitions,
hereby acknowledges and undertakes as follows:
1.
That it will at all times be bound by the provisions of the NSWJRU Constitution, the NSWJRU Competition
Playing Rules, the NSWJRU Code of Conduct, Respect Rugby requirements, the ARU Code of Conduct, and
this agreement made hereunder.
2.
That it will at all times accept the decisions of the NSWJRU Committee or any standing Committee or SubCommittee thereof.
3.
That all players entered in the JSC Competition are registered, eligible and qualified under the competition
playing rules.
4.
That the District/Zone will take all reasonable steps to ensure that the Competition Playing Rules – ‘Code of
Conduct’ etc, is adhered to.
5.
That if any player, team, coach, member or official is suspended or expelled by New South Wales Junior
Rugby Union it will enforce such suspension or expulsion for its full duration.
6.
That every team coach has completed the requirements of the ARU Smart Rugby Program.
The Committee of the District / Zone has read the above Competition Participation Agreement and agrees
to be bound by this agreement.
