HISTORY OF THE TRACK
Good timing, a proactive city council and an irresistible sale, all contributed to the return of indoor track and
field to Albuquerque after nearly a 20-year absence. During the spring of 2004 Albuquerque city leaders
learned of a $1 million unused and undamaged indoor track sitting in storage in Canada that could be
purchased for a mere $500,000. The state-of-the-art Mondo track had originally been ordered, then later
declined, for use in the Los Angeles Staples Center arena. The track finally found a home inside the Convention
Center in downtown Albuquerque and made its debut on Jan. 15, 2005 for the inaugural Albuquerque AllComers meet. Nearly identical to the track used by the University of Arkansas at the Randal Tyson Track Center,
Albuquerque’s new indoor facility received rave reviews from athletes, coaches and fans. Like the Arkansas
facility, Albuquerque and the University of New Mexico officials believed the city would become a destination
for some of the nation’s premier events and they were right. The facility hosted the 2010 and 2011 Mountain
West Conference Indoor Track and Field Championships, and in 2011 it also hosted the Division II NCAA
Championships. Albuquerque has played home to the USA Track & Field National Championships since 2010.
The Albuquerque indoor track is a 200-meter, 60-degree banked track that has 60m straightaways running the
entire length of the facility. It also includes men’s and women’s jumping runways and pits, as well as an area for
shot put, pole vault and high jump events. The surface of the track is red and white Mondo.
The Albuquerque All-Comers meet marked the University of New Mexico’s first indoor competition at home
since hosting the 1987 Western Athletic Conference Championships in Tingley Coliseum at the New Mexico
State Fairgrounds. The Lobos under Joe Franklin now regularly host between four and six indoor meets per
year, not only giving the Lobos a home track advantage, but bringing in countless numbers of teams,
participants, and fans, pushing the economic impact of the track beyond the original estimates.
In the mid-60s Albuquerque was one of the nation’s elite indoor track and field locations. The 1966 AAU Indoor
Nationals (now known as the USA Indoor Track & Field Championships) drew a two-day total of nearly 20,000
fans to Tingley Coliseum and was featured on the March 14 cover of Sports Illustrated. Albuquerque officials
were able to lure the meet away from its regular home at Madison Square Garden in New York City that year.

COACHES/TEAM INFORMATION A-Z
Athlete Flow:
Drop-Off:
Student Athletes and coaches may only enter the Albuquerque Convention Center through the east
doors by the loading dock area.
Warm-Ups:
Warm-ups can be done in the Convention Center East Exhibit Hall at designated times or in the auxiliary
warm-up area West Exhibit Hall, or the Lower East final warm-up area. All 3 areas are available starting
at 9:00am on Wednesday, March 12.
NCAA Academic Recognition Program:
The Elite 89 award is presented to the student-athlete with the highest cumulative grade-point average
competing at the finals site for each of the NCAA’s 89 championships, Each institution that has at least one
student-athlete qualify for the finals round/site is eligible to nominate a student-athlete to win the award for
that championship. All ties are broken by number of credits completed. For more information regarding this
program, please contact Mark Bedics, Ryan Hall or Juliette Kenny at [email protected] or 317/917-6222. All
documents including eligibility and nomination forms can be obtained at the following location - Elite 89 forms.
The deadline to submit your student-athlete is 5 p.m., Monday, March 10.
Awards and Recognition
Official NCAA awards with be presented to the top four teams and top eight finishers in each event. At the
championships, each of the top four teams will receive a team trophy; the national championship team with
receive one watch and mini-trophy, and the second-, third- and fourth-place teams with receive one minitrophy. Additional watches and mini-trophies for each individual in the official travel party will be sent after
the championships. The top eight finishers in each event will receive a mini-trophy on site. In the event of a
tie, the mini-trophy will be given to one of the student-athletes on site, the other student-athlete will receive a
mini-trophy after the championships.
Each participating student-athlete will receive a participation medallion onsite. Coaches will receive those
at packet pick-up. Alternates are not included.
Building Hours:
The Albuquerque Convention Center will open their doors to competing athletes 90 minutes and to spectators
60 minutes prior to the start of competition on each day. Practice times for each of the locations are covered
in this manual.
Check-In and Clerking:
Running Events:
Check in at the clerk’s table in the Lower East Warm-Up Area when called (one hour
before the event is scheduled).
Field Events:
Check in at the clerk’s table in the Lower East Warm-Up Area when called (one hour
and 15 minutes before the event is scheduled). The Student-athletes will be able to
warm up at their respective event sites 45 minutes prior to competition in the LJ, TJ, SP and WT..
High jump will be allowed 60 minutes for warm up.
Pole Vault:
Check in at the clerk’s table in the Lower East Warm-Up Area when called (one hour
and 45 minutes before the event is scheduled). The Student-athletes will be able to
warm up 60 minutes prior to competition.
Coaches Boxes:
The first row in both the east side and west side bleachers will be designated for coaches. Coaches’ areas for
Pole Vault, Long & Triple Jumps and Throws are located at strategic positions throughout the East Exhibit Hall.
Competition Bibs:
Competition bibs for each participating student-athlete will be included in each team’s packet along with eight
(8) safety pins per competitor. These bibs must be worn on the front and back of the uniform jersey during
competition. In the pole vault, the bib should be worn on the back only. In the High Jump, the bib should be
worn on the front only.

NCAA Banquet:
The NCAA banquet will be held Thursday March 13 at 7 p.m. in Ballrooms B and C of the Albuquerque
Convention Center. Teams will receive complimentary admission to the banquet for their official travel party
(see below). Please note that tickets are required for entrance into the banquet and will be in each team’s
packet at packet pick-up. A limited number of tickets are available for purchase on a first-come, first-serve
basis at packet pick-up, $35 for each. Merchandise will be available for purchase in the lobby.

Credentials:
For 2014, coaches will declare their credentials and banquet tickets through the online system provided by the
NCAA through Planning Point. This link with instructions will be sent within the selections memorandum as
well as posted oat NCAA.org following selections.
The rules that govern credentials allow for more credentialed coaches then what is permissible for banquet
tickets and travel reimbursement.
In accordance NCAA Bylaw 11, single gender programs that sponsor each of the following sports: cross country,
indoor track and field, and outdoor track and field, are limited to THREE Head/Assistant Coaches and up to
THREE Volunteer Coaches.
Combined gender programs that sponsor each of the following sports: cross country, indoor track and field,
and outdoor track and field, are limited to SIX Head/Assistant Coaches and up to SIX Volunteer Coaches.
The following additional policies will be in effect when issuing credentials for NCAA Championships.
a. Institutional Personnel will only receive credentials if they have a student-athlete in the meet
b. Credentialed coaches are only permitted in coaching boxes/areas where they have a studentathlete(s) competing.
c. All Volunteer coaches (i.e., volunteer pole vault coaches) should be included as on of the three (single
gendered programs) or as one of the six (combined gender programs) credentials. No additional
credentials above the maximum, as stated above, will be issued for head/assistant/volunteer coaches.
d. EACH coach must come to packet pick-up with their photo identification to pick up their credential.
Coaches will not be permitted to pick up their credential for their coaching staff; however, they may
pick up their administrator and manager credentials.
e. One team manager and one administrator per gender per program may receive a credential.
Additional managers, administrators, and/or massage therapists can purchase a credential at the cost
of an all-session ticket. If a coach loses their credential, he/she will be required to pay the cost of an
all-session ticket for an additional credential. Only one lost credential will be provided.
f. Each institution (per gender per program) will be allowed one additional credential if an athletic
trainer or physician is accompanying the team. The medical credential will be administered by the
host agency’s sports medicine staff. The UNM Medical Staff will be present during packet pick-up to
issue those credentials.
g. Due to liability issues, no children will be allowed in the practice or competition areas.
Heat Sheets/Results:
Heat sheets and results will be posted at the protest table. Results will also be posted in the southwest corner.
At the end of each day of competition, heat sheets for the next day and results from that day will be available
to coaches at the protest table one hour after the final event of the day has been contested. Results and heat
sheets will also be posted on the web at NCAA.com.

Lost and Found:
Lost and found will be kept at the protest table located in the Lower East Warm-Up Area.
Merchandise and Programs:
Official NCAA merchandise will be sold during the banquet in the lobby area as well as in the in the East Lobby
of the East Exhibit Hall during competition hours. Programs will be sold at the entrance to the exhibit hall on
the west side.
Misconduct (Bylaw 31.3.10)
Misconduct Incident to Competition - If the act of misconduct occurs during the competition, under normal
circumstances the individual shall be allowed to complete the competition in which he or she is participating
at the time of the incident. An administrative hearing shall be held at the conclusion of the day’s competition,
during break in the continuity of the championship when no competition is being conducted or at the
conclusion of the championship. However, if the act of misconduct is so flagrant that it obviously violates
the principles of fair play and sportsmanship, the games committee may immediately withdraw the studentathlete or institutional representative from the competition and conduct the hearing following the action.
Other acts of misconduct may be dealt with at the governing sports committee’s convenience.
Penalty for misconduct - A governing sports committee (or the games committee authorized to act for it)
may impose any one or a combination of the following penalties on an institution or any student-athlete or
representative of an institution guilty of misconduct that occurs incident to, en route to, from or at the locale
of competition or practice.

Public or private reprimand of the individual;
Disqualification of the individual from further participation in the NCAA championship involved;
Banishment of the individual from participation in one or more following championships of the sport
involved;
Cancellation of payment to the institution of the Association’s travel guarantee for individuals involved;
Withholding of all or a portion of the institution’s share of the revenue distribution;
Banishment of the institution from participation in one or more following championships in which its
team in that sport otherwise would be eligible to participate;
Disqualification of an institution for a period of time from serving as host institution for one or more
NCAA championships;
Cancellation of all or a portion of the honorarium for hosting an NCAA Championship; and
Financial or other penalties different from (a) through (h) above, but only if they have prior approval of
the Championships/Sports Management Cabinet.
Mixed Zone:
The Mixed Zone is located on the North end of the East Exhibit Hall. After completion of their heat or flight,
student-athletes will be brought directly to the mixed zone from their competition areas. The mixed zone
will be split in half. On one half will be the basket pick-up area and the other half will be an area for media
members to contact individual student-athletes. Competitors who did not finish in the top eight (8) places will
be escorted out of the mixed zone area so that they may proceed to team seating areas.

available on the official meet site as soon as possible.

Competing teams may submit their pass list to Lea Cherry in the UNM Ticket Office. Lists may be faxed to
505-925-5639 no later than Thursday, March 13, at 5 p.m. MST. All NCAA pass list policies will be applied. The
UNM Ticket Office will send competing schools an invoice for the tickets used. At the Albuquerque Convention
Center, the pass list will be located at the ticket window on the West wall in the East Exhibit Hall Lobby.
Pole Vault/Poles Storage:
Coaches and teams are instructed to make arrangements with their hotels for the shipping of pole vault poles.
Vaulting poles will be stored under the track on the southwest side of the track facility, near the video board.
There will be a designated area for men’s poles & women’s poles. Each athlete should have clearly marked
name/school on all bags. Poles may be brought through the east doors. Poles may be brought in and stored
starting Wednesday, March 12.
Protest Table:
The protest table will be located in the Lower East warm-up area. Protests must be made in writing on the
official protest form which will be available at the protest table. The referee’s decision will be posted at the
protest table area as soon as the information is available from the referee.
Albuquerque Convention Center Entry:
Credentialed student-athletes, coaches, and support staff will enter the Convention Center through the east
doors of the East Exhibit Hall. Spectators will enter through the front doors on the west side of the
East Exhibit Hall located at the corner of 2nd St. and Tijeras Ave. NW. (See Convention Center Diagram)
Teams bringing student-athletes to the Convention Center for morning workouts on a day of the
competition, should enter through the east doors of the exhibit hall.
Results/Timing:
Flash Results will handle all the entries, timing and results for the championships. Flash Results provides a high
level, professional timing and results service for track and field using the FinishLynx timing system, and is also
the Official Service Provider for Lynx Systems Developers.
Running Events:
Only starting blocks and batons provided by meet management may be used. Only 1/4 inch or 7mm pyramid
spikes are allowed for all events but high jump. NO CHRISTMAS TREE OR PIN SPIKES ARE ALLOWED AT ANY
VENUE. SPIKES WILL BE CHECKED AT THE CLERKING/HIPPING AREA DURING CHECK-IN. Relay cards will be
completed by coaches during the packet pick-up period. Changes in relay teams must be reported to the clerk
during athlete check-in.
For exchange zones and runway markings, athletic tape is the only suitable material permitted.
Spikes:
Only 1/4 inch or 7mm pyramid spikes are allowed for all events but the high jump. For the high jump, 3/8 inch
or 9mm pyramid spikes are allowed. No Christmas tree or pin spikes are allowed at any venue.
Student-Athlete Hospitality:
Student-athlete hospitality will be located in the lower east warm-up area.
Student-Athlete Participation Awards (Mementos):
The NCAA will provide championship participation awards after the conclusion of the championship. The
NCAA, in conjunction with PPI Sports Inc., will communicate directly to participating institution’s head coaches
regarding the order and delivery process of the participation awards. In order to ensure each participant
receives their allotted participation award, we ask that you respond to Mark Williams with the appropriate
sizes once you receive an e-mail from PPI. If you do not receive information for ordering participation awards
within two weeks post event, please contact Mark Williams at PPI. If you would like to purchase additional

Team Bus Parking (for Albuquerque Convention Center):
Team Buses will be directed to drop off in the east parking lot and then directed to a staging area located on
Broadway (see map). Buses will be able to drop off student-athletes at the east door entrance to the East
Exhibit hall.
Team Bus Parking (for Tow Diehm Weight Room):
The Tow Diehm Weight Room is located at 1414 University Blvd SE, 87106 (South end of University Football
Stadium). The weight room is on the first floor. Enter through the first floor entrance from Stadium South Lot
and the weight room is the first door on the right. Parking is available in the Stadium South Lot and the
Stadium West Lot.
Team Seating:
General admission bleachers will be located on the north end of the track.
Technical Meeting:
Coaches technical meeting will be held in the meeting room titled “Mesilla” on the East side of the Convention
Center on Thursday March 13, at 4:30 p.m.
Throwing Implement Weigh-In:
Shot Put Weigh-In:
Shot Put weigh-in and impounding will take place in the weigh-in area on the east side of the East Exhibit Hall
by the student-athlete entrance doors.
Thursday, March 13: 3 – 5pm
Friday, March 14: 9am – 6:30pm
Saturday, March 15: 10am – 7:30pm
All implements must be turned in at least three (3) hours before the warm-up period for the first flight of
an event. If an event is scheduled early, implements can be checked the day before. Once an implement is
submitted for certification, it will remain impounded until the completion of the event. Illegal implements
will be secured until after the meet and may be picked up at the conclusion of competition. Only certified
implements may be used during official warm-ups and competition.
Implements passing certification will be brought to the event site 45 minutes before the start of the event.
Implements can be picked up at the weigh-in area 30 minutes after the conclusion of the event finals.
Competitors who require implements for practice after weigh-in should bring secondary implements.
Weight Throw:
The NCAA will provide weight implements for use during competition. The NCAA implements will be
available during practices and will be the only implements available during warm-ups and competition. Weight
implements being provided by UCS are listed below and are all First Place Brand.

- No other weights will be thrown and institutions will not be allowed to use their weight implement
for practice or competition.
- Student-athletes may use their own shots if they choose as long as they meet the certification process
at the championship.

Uniforms [Reference: Bylaw 12.5.4 in the NCAA Manual]:
All uniforms must comply with Rule 4-3 of the 2013 and 2014 NCAA Men’s and Women’s Track and Field and
Cross Country Rule Book. Articles 1, 2 and 3 of Rule 4-3 have been included for your reference:

A uniform consists of two school-issued components- shorts or briefs, and a top. A one-piece body suit
is acceptable as a combination of the two components. Any outer garment (e.g., sweat pants, tights)
that is school-issued becomes the official uniform, when worn.
The uniform must be of a material and design deemed to not be objectionable or offensive by the
athletics department of the issuing institution.
The uniform top must, by design and size, cover the full length of the torso, meeting or hanging below
the waistband of the bottoms, while the competitor is standing, and allow for the competitors’ number
to be placed above the waist, front and back.
Uniform tops must be worn so to not obscure hip numbers.
Additional visible clothing is an undergarment. It must be worn under the uniform and be of solid color.
The use of, or wearing of, artificial noisemakers by competitors is prohibited
Note: Individual or team, logo, number and shoe rules shall be enforced through inspection by the clerk or
the head field event official at initial event check-in. Violators shall be warned, given the chance to correct
the violation, and reported to the referee. A report of uncorrected violations shall be made to the referee and
offending competitors coach.
Relay Uniforms - In addition to the uniform guidelines outlined above, the following shall apply:

All relay team members must wear the uniforms clearly indicating, through color, logo and combination
of all worn outer garment, that members are from the same team.
b.
Visible undergarments on the top (e.g., t-shirts) worn by team members must be of an identical solid
color. Visible undergarments on the bottom (e.g., tights of any length) must be of an identical solid
color.
Logos - An institution’s official uniform and all other items of apparel (e.g., team jersey, socks) that are worn
by student-athletes in competition may bear a single manufacturer’s or distributor’s normal trademark, not to
exceed 2-1/4 square inches, including any additional material (e.g., patch) surrounding the normal trademark
or logo. The logo or trademark must be contained within a four-sided geometrical figure (i.e., rectangle,
square, parallelogram).
In addition, an institution’s official uniform cannot bear a design element similar to a manufacturer’s that is in
addition to another logo or that is contrary to the size restriction.
This bylaw will be strictly enforced at all NCAA championships and the names of individuals and institutions
that are not in compliance with this bylaw shall be forwarded to the NCAA enforcement staff.
The logo restriction on student-athletes’ apparel set forth in Bylaw 12.5.4 shall apply during NCAA
championships to all personnel (e.g., coaches, trainers, manager) who are on the team bench for practices
and games or who participate in news conferences. Please note that those contracts between institutions and
apparel manufacturers or distributors that include logo specifications may be honored, provided such contracts
were in effect before August 11, 1998. Also, the logo restriction on student-athletes’ apparel as set forth in
Bylaw 12.5.4. shall apply to commercial logos on uniforms worn by band members, cheerleaders, dance team
members and the institutions’ mascot during NCAA championships events.
Video/Wireless communication:
The viewing of videotape or photos or the use of any wireless communication device by a competitor during the
competition is prohibited. The use by competitors of video or audio devices, radio transmitters or receivers,
mobile phones, computer, or any similar devices in the competition area is prohibited.

MEDICAL SERVICES/ATHLETIC TRAINING
Visiting Team Medical Area: Each team will be permitted to set up their respective team camp in the West
Exhibit Hall of the Convention Center. This space will also be used as a warm- up area. All treatment tables
need to remain in this area. If your multi-event athletes need your assistance during their competitions, you
will have access to the first aid section inside the competition area as a treatment area. The following items will
be provided for your use at the visiting team medical area:
- Hydrocollator packs
- Ultrasound/Electric Stim Modalities
- Water coolers
- Treatment tables
- Outlets (limited number)
Treatment Request: If you will be requesting additional supplies or services, please contact UNM Head
Athletic Trainer Bob Waller at 505-925-5545 or [email protected] by Wednesday, March 12. If your team is
not traveling with a certified athletic trainer, prior request for specific treatment will be necessary. Treatment
requests from a coach or student-athlete will not be accepted unless his/ her athletic trainer contacts us.
First Aid: The first aid station is located at the south end of the competition site. ALL FIRST AID IS HOUSED
WITHIN THE PRE-FUNCTION ROOM. Our athletic training staff will transport injured student-athletes to this
section during competition. Team physicians (orthopedic and GM) and Ems officials will be on-call/site around
this area during the meet. Please feel free to contact us if you need a special arrangement. The following items
will be provided for your use at the first aid area:
- Treatment tables
- Basic First aid supplies
- Emergency equipment (crutches, immobilizers, AED, etc.)
- Injury ice
- Biohazard kit

Credential Pick-Up: Single gender programs may receive one medical credential and combined gender programs

competition area.

MEDIA INFORMATION
Credentials:
All media credential requests should be submitted at NCAA.com/media. Members of the media/SIDs may
pick up their credential with a photo ID on Thursday, March 13, 1-4pm at packet pick-up. Thereafter, media
credentials may be picked up at media will-call at the designated area in the East Lobby of the East Exhibit
Hall, at the following times:
March 14: 9am - 8pm
March 15: 10am - 8pm
Credentials must be worn in plain sight at all times. Standard rules concerning credentials apply. Credentials
are issued for the sole purpose of providing facility access to the bearer with a legitimate working function in
connection with the event. IT IS NONTRANSFERABLE. Any unauthorized use of this credential subjects bearer
to having the credential revoked. We cannot replace stolen or lost credentials.
Interview Area:
Media will have access to student-athletes after all events in the mixed zone, located on the north end of the
NE Exhibit Hall. Please be courteous and respect the student-athletes by giving him/her time to cool down.
We will try to assist you with any special interview requests you may have (no guarantees). The UNM Media
Relations staff will provide quotes to the media for all final events. Please work with the institution’s SID or
media relations representative on site for additional interview requests.
Parking:
Media parking will be located in the northeast parking lot. This lot can be accessed from 1st St. north of the
convention center. A parking pass will be required to enter this lot.
Photographers:
All photographers must wear armbands for general shooting. Photographers will be able to work out of the
secured media work area, located between turns one and two of the track behind the sprint crash pad.
Press Box:
There will be seating near the finish line area for working media. Seat locations will be determined by Greg
Archuleta. Media will be able to work out of the secured media work area, located between turns one and two
of the track behind the sprint crash pad.
Results, heat sheets, quotes and notes will be available near the finish line. Complete results, heat sheets
and quotes will be posted on GoLobos.com and NCAA.com throughout and at the conclusion of each day
of competition.
