Policy Manual
Welcome to Jumpstart Child Enrichment Center. It is important that you read the following
manual that outlines our policies and procedures. Please be sure to clarify any questions that you
may have with the Director.
Due to change in regulations, laws and human resources best practices, the Parent Manual is
subject to change at any time.
Welcome and Non Discrimination Clause
Jumpstart Child Enrichment Center welcomes families, children and staff members of any race,
color, sex, religion, nationality, creed, sexual orientation, marital status or age .The families,
children and staff members are not restricted from rights, privileges, programs and activities
made available to students. We do not discriminate in any way within the administration of our
educational polices, enrollment polices, financial plan or any other school-administered program.
Program Description
Welcome to our Center! Jumpstart is a flexible learning center for children ages 6 weeks to five
years as well as School-Aged Children (After-School Program). We provide High Quality
childcare in an environment that is friendly, pleasing, and professionally designed. Our programs
are based on an educational curriculum, which encourages children to become creative
independent leaders. Jumpstart is designed to make childcare stress free and enjoyable for both
children and parents alike. Our unique Flexible Enrollment allows parents to create their own
schedule. This allows parents the mobility to plan around their busy day. All of the programs
currently offered at Jumpstart Child Enrichment Center encourage on-going communication
between the parents and staff members for the sharing of goals, expectations and problem
solving essential to the development of your child.
Center Policy
Jumpstart has an open door policy where the parents are encouraged to stop in and participate in
daily activities. Parents are able to freely enter the school at anytime and without an
appointment. Flexible quality programs and an environment conducive to social development
and learning is what makes Jumpstart the right choice for your childcare needs.

Our Philosophy
"It Is Never Too Early To Get a Jumpstart on Life."
Here at Jumpstart Child Enrichment Center we provide a positive atmosphere for your child. We
accomplish this through our developmentally appropriate programs. Each program is designed to
develop your child to their maximum potential. Our goal is to provide your child with a warm,
loving and safe environment that is a balance between home and school.
We strive to create an atmosphere that is conducive to each child's Social, Physical, Intellectual,
Creative and Emotional development.
While there is structured learning time throughout the day, we also believe that the children learn
as a result of their interactions and experiences with each other during free play within the
childcare setting.
Our center provides an environment with many activity centers where children can play and
learn. There is a mixture of quiet and active play areas, as well as areas which promote
individual and group interaction. There are activities that stimulate the mind as well as activities
that help to develop small and large muscle skills. We choose to view your child in terms of
natural growth and development. Our staff considers each child a unique individual, and believes
that mutual respect and trust is the base line for a healthy staff/child relationship. Our teachers
interact with the children, supervising, guiding, helping, laughing, listening and talking. We seek
to facilitate the natural desires that the children have and allow them to explore their interests
while in our care. By providing a positive and stimulating environment, we will continue to
strive in developing each and every child to his/her fullest potential.
Jumpstart Child Enrichment Center provides Convenient High Quality childcare services. We do
not baby sit. Jumpstart is a school in which your child will be learning.
Mission Statement

child. We do this by providing a center that is first SAFE and SECURE. Our center makes every
effort to maintain an environment that is CLEAN and finally our staff endeavors to EDUCATE
each child in the areas of Social Emotional, Physical and Academia.

Hours of Operation / Center Holiday Schedule
For your convenience our center will be open from 6:30 a.m to 6:30 p.m. Monday – Friday. Our
school year is from August to August with some minor curriculum changes during the summer
months; this is because we are running all year long with no difference during summer time. The
center is open twelve months of the year, with the exception of the following holidays:

Late Pick Up Fee
In the event your child is not picked up on time, Jumpstart Child Enrichment Center reserves the
right to charge a late fee. The additional charge will be $15.00 for every 10 minutes late.
Pick up and Transportation
Children will not be allowed to leave with anyone except the parents/guardians or persons
designated by the parents/guardians. Please make sure that you list the names of the authorized
individuals who may pick up your child. Identification will be required for all persons on the list
when picking up children. Any changes to this list must be made in advance and in writing.
Arrival and Departure Times
Arrival:
Children must be accompanied into the program by an adult 18 years or older or a person
designated by the child’s parent/guardian and must sign the child in each time by utilizing our
Procare Fingerprinting Attendance Tracking System located at the front desk. The child/children
must be walked all the way into their classrooms every day. Jumpstart Child Enrichment Center
is not responsible for any child/children until the child/children have entered the supervised area
and the parent/guardian has gained the attention of a staff member.
Please remember to allow yourself enough time to take care of your child/children’s needs and to
make their transition as pleasant as possible. This will make a big difference in both your and
your child’s day.
Departure:
Only a person designated by the parent/guardian will be able to pick up a child. Once the pick
up person has entered the center, the child becomes their responsibility. The authorized person
must sign the child in/out each time by utilizing our Procare Fingerprinting Attendance Tracking
System located at the front desk.
At no time will a Jumpstart employee be allowed take a child out of the center unless they are on
your list of authorized persons and off duty. If you require assistance in getting your
child/children into the car, please call ahead to make arrangements and someone will assist you.
Under no circumstances should a child be left unattended in a parked car. This is against
the law in the state of Florida and authorities may be contacted at any time.
Please Note: Any person authorized to pick up your child must be a minimum
of 18 years of age, and be able to provide the staff with photo ID upon request.
If an emergency arises, and someone else is picking up your child/children please notify us by
phone prior to the person’s arrival. We will not allow your child to go home with someone else
unless you have previously informed us.
Children will not be released to any person who appears to be under the influence, intoxicated or
impaired by drugs or alcohol. It is the responsibility of the staff on duty to make this decision, at
which time an alternate pick- up person will be called.
A person on the pick-up list not previously known to childcare staff must be added by the
parent/guardian prior to pick up and will be asked to present a photo ID.

Flexible Enrollment and Registration
Any child between 6 weeks and five years of age as well as School-Aged children (After School
Program) are eligible for enrollment in our enrichment program. Your child’s physician prior to
admittance must provide both a physical and immunization record (blue & yellow forms). A
copy of your child’s birth certificate must be provided upon enrollment.
Our unique flexible enrollment allows the parent to create their child’s full time schedule as they
see fit up to 50 hours per week.
If changes are necessary, a change can only be made on the first business day of the month with
the discretion of the director, and with the availability of those hours requested.
Please understand that once schedules are set up, changes to that schedule cause disruption to
classroom routine and staff scheduling as well and makes it difficult for teachers to plan
enhancing activities for your child.
Classroom/School Transitions
Transitioning from one classroom to another can be a very stressful process for a child. In order
to minimize this stress, we have developed a procedure for transitioning from one classroom to
another. Keep in mind that each child handles these transitions differently and we evaluate and
adjust these procedures each time.
When a child first enrolls in Jumpstart, the child is placed in a classroom based on age and
developmental level. For example, a three-year-old child that is not potty trained would most
likely be placed in the toddler two classroom even though the majority of the children are two
years old. The teachers would then specifically work to potty train this child and then transition
the child into the Pre-K 3 classroom.
Once a child demonstrates that he/she is developmentally ready to enter into a higher level, the
teacher will discuss her evaluations with the director and the parent to make a final decision to
begin the transition to the next classroom:
1. The teacher and parent discuss the procedure for transition.
2. The child is congratulated and then told that he/she will be spending some time in the
other classroom. (Amount of time and schedule varies by child).
3. Amount of time spent in new classroom is increased until the child is comfortable and
then the cubby and name tag are moved to the new classroom completing the transition.
Weather Conditions
In the event of a storm/tornado, storm warning, or other weather conditions which may affect the
operation of the center, please tune in to the news on the television or radio to see if the center
will be closed on the day in question. Jumpstart Child Enrichment Center will close whenever
Miami-Dade County Public Schools close due to weather conditions.
If the closure occurs during the course of the day, parents will be contacted by phone to come
and pick up their child (ren) or make arrangements for their child(ren) to be picked up by an
alternate as soon as possible.

Birthdays
Children may celebrate their birthday at the center. Please make arrangements with the
director/assistant director two (2) weeks prior to the birthday. All Birthday Parties are to be held
after snack time. Photographs are allowed but no video taping of any kind is permitted. Please
see the director for approval of time, party foods, toys, guests and entertainment. NO
CANDLES ARE PERMITTED DUE TO SENSITIVE SMOKE DETECTOR SYSTEM.
Web Cameras
Watch your children play and grow while at work! Through our web cams, you can log on
with a secure connection to our cameras and view your child from anywhere in the world. All
you need is a web browser and a password from us.
Please be conscientious of the amount of time you spend on our FREE web-cam service as
there are a limited amount of spaces available at one time for PARENTS to view their
child/children on line. Continued abuse of the web-cam system will be just cause for
Jumpstart Child Enrichment Center to discontinue your usage of the system.
Vacation Time
Children are eligible for ONE WEEK vacation AFTER ONE YEAR of continued
enrollment. This is the ONLY time parents are not responsible for tuition. One week’s
notice is required before vacation is taken. Children that are enrolled in the VPK Program
ONLY beginning in August of each year are NOT ELIGIBLE for the one week vacation.
Please note: If statutory or civic holidays fall on a day when your child normally attends, you
will be charged accordingly for that day. Regular fees will be charged for any
absences – including illnesses.
NOTE: Days can not be pushed or saved for future use or applied to next week’s tuition
Fees
Tuition is Due On Every Tuesday No Exceptions!
All billing is done on weekly basis. Cash, checks, or money orders are to be made payable
to Jumpstart Child Enrichment Center. All payments should be placed in the lock box,
which is next to the lobby door leading to the classrooms. TUITION IS DUE ON A
WEEKLY BASIS REGARDLESS OF THE AMOUNT OF HOURS YOUR CHILD
ATTENDS WEEKLY. CHILD IS ELIGIBLE FOR ONE WEEK VACATION TIME
AFTER ONE YEAR OF CONTINUOUS ENROLLMENT. THIS IS THE ONLY
TIME YOU ARE NOT RESPONSIBLE FOR TUITION WHILE YOUR CHILD IS
ENROLLED IN JUMPSTART CHILD ENRICHMENT CENTER.
Other Fees
Activities:
There are occasional fees throughout the year for scheduled activities (i.e. Summer
activities/field trips, VPK Graduation, Holiday Events, etc…). The amount will be contingent on
the type and number of extra activities scheduled throughout the year.

Security Access Fobs:
Each family will receive one access fob at no charge upon enrollment. Each subsequent fob
issued will be an additional $10.00 each. Each family is required to have a minimum of 1 fob for
the person who most often picks up the child.
Late Fees:
It is the responsibility of the parent/guardian to ensure that all fees are paid in full by the due date
(Tuesday of each week). Fees received 1 day past the due date will be subject to a late fee of
$20.00
Late Pick Up Fees: There will be a late pick up fee of $15.00 per child for every ten
minutes after the closing time of 6:30 p.m.
NSF Checks:
All NSF checks will be subject to a $35.00 charge per occurrence, which is payable
immediately along with replacement of the amount of the NSF check.

Discounts
Siblings:
Parents who have more than one child enrolled will be given a 10% discount based on the older
child’s tuition for each additional sibling.
Illness and Injury
An informal health inspection as each child arrives as well as throughout the day is a part
of the daily routine of the center.
All children in attendance at Jumpstart Child Enrichment Center are required to participate fully
in the program, i.e. indoor and outdoor time. If your child is too sick for full participation, it is
advised that he/she should be at home.
If your child/children will not be attending the center due to illness, please take a moment to
contact us and let us know. This allows us to keep a watchful eye for other children who may be
exhibiting “like” symptoms. It also allows us to promote a healthy environment by posting
required notices for the benefit of all families.
If a child becomes ill while in the care of the center, such as temperature of 101.5 (F), vomiting
or diarrhea, measures will be taken to make the child as comfortable as possible. The
parent/guardian will be contacted and informed of the child’s condition. If they are unavailable,
then the emergency/alternate contact will be called. For the well being of the child as well as the
health of the other children and staff members in the center, it is mandatory that the ill child be
picked up immediately.
Please Note: If your child has a communicable disease (i.e. Pink Eye, Ring Worm, Influenza
Type A, Measles, etc…) you will be asked to follow the Public Health Rules regarding the
incubation period for each illness and/or isolation. A doctor’s certificate will be required
upon re-entry into center.

Medication
If your child is well enough to attend childcare but is required to receive medication, the
medicine will be administered providing the following criteria are met:
→ Medicine must come in the original container;
→ Medicine must have prescription label on it;
→ Medicine must be labeled with the child’s full name, expiration date, dosage, time and
method of administration;
→ The parent / guardian must complete a medication authorization form prior to the
medicine being administered at the center;
→ Should the medication not be a prescription, it must still come in the original container,
and a parent must sign the medication authorization form. (i.e. cough drops, Tylenol,
children’s aspirin)
→ All medication must be given directly to the director at the front desk;
→ Medication will be stored by staff in the main office in an area that is locked and out of
the reach of children; if refrigeration is required medication will be stored in a zip-lock
bag with the child’s name on it and refrigerated
→ One staff member on duty will be designated to administer all medications;
→ A written record/log will be kept including the type of medication, time, and dose, along
with the administering staff’s signature.
It is the parent / guardian’s responsibility to remember to take any medication home at
the end of the day. Staff members are not responsible for returning after hours for
forgotten medication.
Accidents/Emergencies
We take every effort to reduce the possibility of accidents and injuries at Jumpstart. However;
we do have an adequate number of staff that is certified in first aid and infant /child CPR.
If an injury requires minor medical treatment, the parent/guardian or emergency/alternate person
will be notified to come pick up the child and ensure that they receive the necessary medical
attention.
If your child should require emergency medical care, an ambulance will be called and a
designated staff member will escort your child to the hospital. The parent/guardian will be
notified immediately. The staff member will remain with the child until the parent/guardian has
arrived. Staff members will record all accidents on an accident/incident form. Both the parent
and the staff member must sign the form. The forms will be kept in the child’s file at school.
SINCE WE NEED TO KNOW WHERE YOU CAN BE REACHED AT ALL TIMES
WHEN YOUR CHILD IS IN OUR CARE, IT IS VITAL THAT WE ARE KEPT
INFORMED OF ANY CHANGES IN YOUR CELL/HOME/WORK PHONE
NUMBER(S) OR YOUR EMERGENCY ATERNATE’S PHONE NUMBER(S).
Daily Nutrition
Breakfast, and a hot lunch as well as a mid-afternoon snack will be provided for your child. On
a weekly basis the current menu will be posted in the hallway as well as in each classroom on the
parent information board. To ensure variety, the menus are based on a five-week rotation plan.

Children are encouraged to try new foods unless allergies or religious practices prohibit this.
Please notify the staff of any allergies that your child may have. If you have a child susceptible
to allergies, it is beneficial to make it a part of your routine to review the menus, as this will alert
you to potential allergy situations.
The center provides nutritious meals catered in daily by a Florida Department of Health
approved catering company. Each meal is certified to be nutritiously balanced and approved by
the FDA.
Please Do Not send your child to school with ANY outside food unless you have made
prior/ special arrangements with the director. The meal times are posted in your child’s
class. Meals WILL NOT be served after the time posted…NO EXCEPTIONS!
NOTE: This program participates in the USDA Food Program and is monitored by the
program or a central agency. Please be advised that milk is a required component at
breakfast and lunch as directed by the CACFP.
Personal Belongings
Please ensure that your child wears their uniform to school daily. This is to avoid ruining their
other clothes, which may be upsetting to some. Paint and spaghetti sauce stains do happen. The
shoes they wear must be slip-proof, comfortable and good to run in. Also, make sure that you
have at least one complete change of clothes in your child’s cubby at all times. (This must
include a shirt, pants, socks and underclothes.) Each child is to have a clean sheet and blanket in
their cubby at all times. All bed clothes are to be brought home and cleaned each Friday and
returned with the child on Monday morning.
If the child is not potty trained, then a weekly supply of diapers, wipes, and anti rash cream must
be brought by the parents.
It is advisable, for the safety of your child, not to send your child to school with any bracelets,
earrings, necklaces, hair beads, etc…
We are not responsible for these valuable items, or any other items that are brought into
the center.
PLEASE DO NOT SEND YOUR CHILD TO SCHOOL WITH TOYS. THIS PRESENTS
A HEALTH AND SAFETY ISSUE FOR THE OTHER CHILDREN.
Outdoor Play
It is Children and Families regulation that children partake in outdoor play (weather permitting)
on a daily basis. During the summer months, precautions will be taken in regards to high
temperatures, humidity, and rain. Mosquitoes are an unavoidable by-product of rain. Please
understand that although we take precautions to avoid mosquito bites, some bites will occur.

Rest Period/ Naptime
A rest period/ naptime is part of our daily schedule. All nappers will be provided a cot for their
own use. Each cot is assigned to a single child (it is not to be shared). Each cot is disinfected on
a daily basis. Parents are asked to provide 2 bed linens (a fitted crib sheet will work), blanket
and a small pillow if needed. All blankets must be taken home on a weekly basis to be washed
and returned on Monday. If your child needs a cuddly toy to snuggle with at naptime, feel free
to send this as well.
Toilet Training
Jumpstart Child Enrichment Center does not accept children over the age of three that are not yet
toilet trained. Bathroom times are scheduled throughout the day to encourage training for ages 1
& 2.
Toy Policy
Children are NOT permitted to bring toys from home unless requested by the staff for special
occasions. Unfortunately many toys are not able to withstand the use of so many children and
may become lost or broken.
Photographs and Videos
From time to time, we may take video or photographs of the children for in-house use and/ or to
be placed in our local newspaper or on our web site/Facebook. If a parent/guardian does not
agree with this please speak to the Director.
Students & Volunteers
Student Volunteers:
On occasion, our center provides a work experience setting for high school, university or college
students. In such cases, general observations may be done. Educational Institutions approve
students and an interview process is done prior to their involvement in the center. At no time
would the student be considered a part of the staff\child ratio
Parent Volunteers: We encourage all parents to play an active role in their child’s educational
development by volunteering as often as available. If you are interested in becoming a volunteer
the following criteria must be met:
An interview will take place prior to any time spent with the children.
At no time will volunteers be left alone with the children.
A local and FDLE/FBI Background Screening will be required prior to accepting any
volunteers.
Parent and Teacher Conferences & Child Observations
Parents are encouraged to speak with their child’s teacher daily. However, keep in mind that the
teacher cannot stop instruction or supervision of the class to have a conversation in regards to
your child. If you would like more time to speak with the teacher, we suggest you schedule a
conference at a more suitable time. Parent/Teacher conferences can be arranged as many times as
you feel necessary through out the school year. A one week notice is required in order to give
the teacher time to adjust her schedule and prepare the necessary documents. To arrange a
Parent/Teacher conference, please advise the director or assistant director of your request. The
Teacher will then contact you with the times she is available. All teachers will schedule a
conference at least twice (2) a year to review and discuss your child’s progress.

Student progress will be evaluated at a minimum of three times a year through the observation
tools provided in the curriculum as well as once a year using the ASQ test. This allows the
teachers to individualize the lessons and provide quality learning times for your child. The
results of the observations will be reviewed during a parent/teacher conference.
Comments or Concerns
Comments and concerns regarding your child’s day should be brought to the attention of the staff
available. If you feel more comfortable speaking with the Director/ Assistant Director please
feel free to do so.
The welfare of your child is of great concern to us and we will work toward a solution to any
problem you may have.
PLEASE NOTE: Concerns regarding policies of fee payment should be brought to the attention
of the Director. Should you wish to set up a specific appointment time, please call the Director at
305-826-0555.
Supply List for Children
At least 2 complete changes of clothing (labeled with child’s name)
2 Bed Linens (small pillow-optional) for naptime to cover up
Fitted sheet for cot (crib sheets fit the best)
Disposable diapers, wet wipes, diaper creams and other toiletries (if not potty trained)
Please provide your child’s teacher with a current photo of your child as well as a
current family photo
Jumpstart Policy Regarding Behavior/Abuse
Code of Conduct: Jumpstart Child Enrichment Center is committed to helping children develop
to their fullest potential; every individual who enters our door is required to treat all others and
their property in a positive and respectful manner.
Jumpstart Child Enrichment Center shall not permit, practice, or inflict any form of physical
punishment, verbal or emotional abuse, or denial of physical necessities for any child in
attendance. Reporting requirements for suspected abuse or neglect of any child while in the care
of a childcare facility is the responsibility of each staff member and required by the Department

At Jumpstart Child Enrichment Center we use constructive disciplinary actions. We believe in
rewarding, praising, and using positive reinforcements when disciplining your child. We feel
this will bestow in them positive self-esteem and great character. We encourage parents to use
this same method at home. No foul language, name calling, biting, kicking or spitting is
permitted by any child or adult at our center or on the grounds at any time. When it is
necessary to discipline your child, the following steps are taken:
Explanation of misbehavior and warning of consequence.
Guidance will be appropriate, respectful and within developmental expectations of each
child.
Children will be re-directed from the current situation.
Children shall not be subject to discipline which is severe, humiliating, or frightening.

Discipline shall not be associated with food, rest or toileting at any time.
If persistent misbehavior continues the parent will be notified of the child’s behavior and
asked to collaborate with the child’s teacher to create an intervention plan.
Should the behavior continue to persist, put the child, other children or staff members in an
unsafe situation or infringe on the rights of others, the child’s parent will be notified and the
child will be removed from the center indefinitely. Excessive aggressive behavior WILL NOT
be tolerated within the Center at ANY time and will be cause for immediate removal of the child
from our Center.
Please Note: Parents will be informed of any incident that may inflict injury upon another
classmate, staff member, or that are recurring in nature. In the case of recurring misbehavior, it
may be necessary to invite the parents/guardians to meet with the director and teacher to discuss
the situation and develop a plan of action or a referral to an outside source that can therefore
result in success for the child (ex. Department of Children and Families or Citrus Network).
Television & Video Viewing Policy:
Jumpstart Child Enrichment Center does NOT encourage the use of television and videos unless
it is at the recommendation of the curriculum currently in place (High Reach).
At this time Jumpstart currently has one television on the premises located in the VPK
Classroom and is only available for use by the lead teacher in that classroom.
The occasional use of television and videos is not utilized as a replacement for teaching or as a
baby-sitting tool; television and videos are used as an additional tool to enhance the lesson plan
if recommended by the curriculum.
If further information is required regarding the use of television and videos please see the
Director for additional assistance.
Summary
These are the existing policies of Jumpstart Child Enrichment Center. They are in place to meet
and satisfy the needs of all of the children within our care, as well as to promote and sustain the
effective and efficient running of our center. Please feel free to offer any suggestions you might

Screening/Assesment Program (to be signed and returned)
Consent Form
To improve the quality of service provided to your child, Jumpstart Child Enrichment Center, is
coordinating a Screening and Assessment Program (ASQ #3). This important project involves
the efforts of everyone working together to help your child enter school ready to learn.
The screening and assessment process will be similar to the kind of activites your child is
involved in on a daily basis. The results of the screening and/or assessment will have no bearing
on your child’s receipt of services. All data gathered from this program will be kept confidential.
Part of this process will involve, but is not limited to the collection of parent and teacher
information, child observation and teacher interviews. Based on the results of the screening and
information gathered, the center may refer the family to third party child services (i.e.
Department of Children and Families or Citrus Network) for additional services. Researchers and
your child’s teacher will have access to the data in order to make informed decisions about how
best to imporve the quality of services provided to your child. Any activity suggestions to
support children identified with potential delays will be communicated to parents.
