Voter Eligibility
A person is qualified to be registered as a voter in a rural municipality if he or she on the
day of the election:
is 18 years old;
is a Canadian citizen; and
immediately preceding the day of the election meets at least one of the following
criteria:
• has resided in the rural municipality for at least the last 3 consecutive months;
• is the registered owner of taxable land in the rural municipality or the purchaser of
land in the rural municipality under a bona fide agreement for sale;
• is assessed as an occupant of any land in the rural municipality that is exempt from
taxation;
• is assessed with respect to an improvement in the rural municipality;
Voter Eligibility
• is licensed with respect to property in the rural municipality used for business
purposes;
• is the holder of a permit in the rural municipality with respect to a trailer or mobile
home;
• is:
a resident of Saskatchewan ; and
the chief executive officer of a duly incorporated co-operative, corporation or
religious association that is assessed on the last revised assessment roll with
respect to taxable property in the rural municipality or is licensed with respect to a
home based business; or is the spouse of a person mentioned in (b)(c)(d)(e)(f) and
resides with that person in Saskatchewan but outside of the rural municipality.
• Each voter is entitled to vote only once for Councillor in the division he or she is
entitled to vote in, notwithstanding they may meet more than one of the
qualifications.

• Council passed bylaw amendments in May 2013 to allow for an
increase in the number of residential yard sites allowed on a ¼
section or 80 acre parcel
• The bylaws were submitted to the Ministry of Government
Relations but returned without approval in Fall 2013
• From Fall 2013 to Spring 2014 R.M. Council and Administration
met with the numerous parties to resolve the outstanding issues
• In May 2014 First Reading was given to the amended bylaws; a
Public Hearing was held in July 2014 and the bylaws were given
2nd & 3rd Reading
• The Ministry of Government Relations is currently considering
the new bylaw amendments

existing ILO’s that is one level of intensity higher than the current
number of animal units permitted; and
• Requiring executed co-existence agreements to be registered on
the Land Titles.

Proposed Bylaw 26/14 to amend the R.M. Zoning Bylaw:
• Add a definition for a Basic Development Review (BDR);
• The BDR will assist Council in assessing subdivision and rezoning
proposals by providing information on:
 servicing;
 hazard lands;
 infrastructure requirements;
 adjacent land uses; and
 other important site specific details
• Add an ILO subsection into Section 4 Standards for Development
that outlines the information required to be submitted for an ILO
application.
OCP, Future Land Use Map & Zoning Bylaw Update
• After an August 2013 strategic planning session, R.M. Council
identified the priority of adopting a new R.M.:
 Official Community Plan (OCP);
 Future Land Use Map (FLUM); and
 Zoning Bylaw
• The proposed OCP, FLUM and Zoning Bylaw considered by
Council in 2012 was used as a starting point for revisions
• A draft FLUM was endorsed by R.M. Council in August 2014 for
incorporation into the draft R.M. OCP under revision
• Public consultation to occur in mid-2015 on the OCP & FLUM
• Zoning Bylaw revisions will occur in 2015
• Target submission to the Province in later half of 2015
Regional Planning
• Corman Park continues work with Saskatoon through the
Corman Park-Saskatoon Planning District
• The R.M. is also a member of the Saskatoon North Partnership
For Growth (P4G) which also includes Saskatoon, Warman,
Martensville and Osler
• The P4G is in the process of hiring a consultant to complete a
Regional Plan over the next two years
• Public engagement opportunities on the Regional Plan will begin
in 2015 thru to 2016
Multi-Parcel Country Residential Call For Proposals
• In May 2013 Council released a Call for Proposals for multi-parcel
country residential developments
• 31 completed applications were received
• In Fall 2013 Council began reviewing the proposals with approx.
20 proposals going to the public consultation phase
• Public consultations and Council presentations held in Winter
2013-14
• In April 2014 Council short listed approx. 10 developments that
they wish to proceed to the Comprehensive Development Review
(CDR) stage
• A number of other applications require revisions, more
information or Regional Planning discussions to take place before
they are allowed to proceed
Recent Annexation Proposals
• Annexation, also referred to as ‘boundary alteration’ is the legal
process of altering municipal boundaries to add territory from one
municipality to another.
• Municipalities undertaking annexation can negotiate tax loss
compensation or other agreements.
• The Minister of Government Relations will make an approving
order for the annexation to come into effect.
• Upon the effective date of an approving order, the lands will
transfer from the administrative jurisdiction of the R.M. to another
municipality.
• The planning and zoning bylaws of the R.M. will follow the land
until the annexing municipality amends its planning bylaws to
ensure they appropriately cover the newly annexed area.

• The City of Saskatoon proposed boundary alteration in 2013
• A joint Boundary Alteration Committee was struck to negotiate
the compensation amounts and other details

• In 2013 the Ministry of Highways & Infrastructure undertook a
Validation Study for the current location of the Perimeter Highway
alignment.
• Purpose was to assess conditions that may have changed since
the decisions were made to approve the current route of the
Perimeter Highway.

• West Connector Route Feasibility Study
• Partnership between the R.M., City of Saskatoon and Ministry of
Highways & Infrastructure
• The feasibility study determines:
 what route options are available, including a preferred route;
 an estimation of high level costs;
 constraints;
 required improvements; and
 phasing/staging options
• Two public open houses are proposed for the feasibility study
• The proposed project schedule is Fall 2014 to Spring 2015
