MAIN PURPOSE OF JOB
This is an opportunity to run a substantial programme at the heart of the UK’s bilateral engagement with China,
and in one of the UK Foreign and Commonwealth Office’s strongest networks. The programme seeks to create the
conditions for a stronger, more sustainable global growth model through projects in the low carbon, energy
security, health, and economic policy areas.
As Programme Director for the China Prosperity Fund, the jobholder will have overall responsibility for the delivery
of the programme. The jobholder will set the strategic direction to deliver a programme that aims to accelerate
China’s policy reform, advances UK strategic and commercial interests, and secures global goods.
The jobholder will collaborate with Chinese and UK government and commercial stakeholders, as well as
international donors. He/ She will use excellent communications skills to demonstrate programme impact to senior
Government Officials and Ministers in London.
ROLES AND RESPONSIBILITIES (What will the jobholder be expected to achieve?)
Develop and implement a clear and compelling strategy for the Foreign and Commonwealth
Office’s largest devolved Prosperity Fund that aims to support China’s policy reform, advances UK
strategic and commercial interests, and delivers global goods.

Run £5 million programme fund to highest standards of programme management, including value
for money, budget, and risk management. Maintain the programme’s reputation as the best in
the global Foreign and Commonwealth Office network.

Communicate to Ministers, Senior Officials, and other stakeholders’ evidence of programme
impact in securing policy and commercial outcomes.

Ensure alignment of Prosperity Fund with the programmes of other UK government departments
and international donors, leading to enhanced policy and commercial outcomes.

Provide strategic leadership to a programme team of 13 and wider network officers working on
the programme. Use programme management expertise to develop the skills of Embassy
colleagues.

 Leads a team of 13 people.

gross starting salary for this position before all deductions is RMB 28,105/ month for Chinese Nationals and an
abated monthly salary of RMB 38,091/ month for British Nationals and spouses/ partners of diplomats with W
(diplomatic) visa. We also offer excellent development opportunities and a 22-day annual leave entitlement in pro
rata. Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged
