he scare tactics adopted by certain
unscrupulous people in a bid
to upstage the election process in the
Kingdom has earned the wrath of
the Integrity Coalition for Election
Observation.
The coalition, which was formed for
the purpose of monitoring the 2014
Parliamentary elections, slammed those
who are persuading the public to boycott
the upcoming elections.
“We regret to say that in some
villages, people are being pressurised and
even threatened to stay away from the
polls against their will. This is something
that must be stopped,” said Integrity
Coalition for Election Observation General
Coordinator Faisal Fulad to DT News.

Directorate of Traffic has warned
thrill-seekers who perform deadly
stunts on the highway and film their
reckless behaviour, in order to gain the
admiration of others. “Motorists who drive recklessly and
perform stunts on the road, are promoting
a dangerous trend by showing it off on social
media to attract praise from friends and
family,” Traffic Culture Acting Director in
the General Directorate of Traffic, Major
Osama Bahar, told DT News. Major Bahar said that those who support
and encourage these reckless drivers are
equally responsible for this dangerous
pastime and some of them even include
family members of the drivers.
“To make matters worse, some parents
even encourage it and are proud of it!” said
Major Bahar.
“Although this behaviour is not widespread
and has not reached an alarming level in
Bahrain yet, the Traffic Directorate, is taking
this matter very seriously and we are devising
new measures to completely eliminate this

he Integrity Coalition
for Election Observation
has slammed the dirty tactics

On another video titled ‘The
Bahrain Bike Stunt’ uploaded
by the user ‘Fatsy Wajdi’, it
shows a driver performing
stunts on a buggy bike on a
highway.
“These families must
warn their children against
these acts. There are certain
disciplines that should be
taught at home. They are
quick to blame the Traffic
police for every accident that
happens in Bahrain, even
while they openly encourage
their children for these
stunts,” Major Bahar stated.
“I know of several incidents
where fatal accidents happen
because of these stunts, and
in the end they blame Traffic
police. But, they do not look at
their role in encouraging these
youngsters. Our objective is to
keep the roads in Bahrain safe,”
he added.

Rumaihi, said, “Bahrain is truly
moving towards becoming a
notable fashion industry. However,
the scale is still tipping more towards
the international brands and we wish
to see a balance between what the
world has to offer and what local
artists can bring forward.”
Stating how ‘Bahrain-Manama’ is
being promoted as the fashion capital
of GCC, Mr. Al Rumaihi said that
while many of the local brands are
working hard, with some making
strong regional impact and slowly
heading towards the international
fashion platform, he still hopes to
see strong local support rendered to
them.
“Any entity that can support them
and push them forward, will give
them the boost to create international
presence. It will also serve as an
example for many others in the
design talent pool to come forward
and showcase their skills,” he said.

during the launch campaign of
the ‘Fashion Weekend,’ a three-day
extravaganza, which showcased a
range of runway shows, featuring
more than 40 fashion and accessories
retailers at the Bahrain City Centre.

Measures to ensure fishermen’s safety

easures are being taken to
ensure the safety of Indian
fishermen who come to Bahrain to
fish, said Indian Ambassador Dr.
Mohan Kumar. The new measures that are being
undertaken include regulating
immigration of the fishermen
from India to Bahrain, establishing
stronger relationships with the
fishermen community in Bahrain
and with Bahraini coastguards. “As far as the
fishermen in Bahrain
are concerned, we have
had a longstanding
tradition of Indian
fishermen
coming
to
Bahrain
and

contracts
with

sponsors to work on
a commission basis,” Dr. Kumar

“We have had
difficulties trying to keep track of
them as they did not register at the
embassy. Apart from
the stricter regulation

come after two separate
incidents where two fishermen had
died, one due to a pirate attack and
the other due to a boat collision.
Fisherman T. Karthikeyan
died in sea last month following
a collision with the Qatari coast
guard’s ship.
Three other fishermen who were
with Mr. Karthikeyan were detained
in Qatar following the incident
before eventually being released. In May, fisherman Thomas Soosai
was shot dead during a pirate attack
on their fishing boat.

Al Balooshi,, the National Centre for
NGO Support (NCNS), has organized
the fourth conference for NGO societies’
expertise exchange under the theme
“Civil Societies’ Funding, Overview of
Alternatives” which will kick off today at
Rami Grand Hotel in Seef area.
The minister said the conference
will discuss a vital theme that interests
civil societies’ workers, saying that the
issue of funding is related to long term
investment, sustainability and the ability
of self-funding.
She added that the conference will
merge local and foreign expertise to have
a more comprehensive vision that would
allow introducing more alternatives for
the issue.
According to Dr. Al Balooshi, the
event will feature Head of NGO Support
at the Social Development Ministry
Najwa Janahi; Chief Executive of Al-Osra
Bank Dr. Khalid Ateeq; Tamkeen
Representative Ahmed Janahi and
Alawi Taher from Bahrain Chamber of
Commerce and Industry, in addition to
several foreign experts such as Head of
the International Programme, Charity
Commission for England and Wales Nigel
Tarling; National Council for Voluntary
Organizations representative Kiara Butie
and Chief Executive of Youth Business
International, Andrew Feldman. She added the conference targets
several civil work organizations in the
Kingdom and concerned governmental
bodies in addition to representatives of
private companies, Bahrain Chamber of
Commerce and Industry and businessmen.
The conference, held for the fourth
year in a row, is considered an important
platform for NGOs and attract funding
and support from the public and private
sectors. It will end tomorrow.

Your report yesterday in DT
News titled ‘They suffer for
no mistake of theirs’ shows
the grim reality that there
are many crooks out there,
who pretend to offer help to
other people, only to take
advantage of them in the long
run.
The poor Pakistani drivers
trusted the Arab man who
promised to find jobs for
them in leading companies in
the Kingdom.
They quickly handed over their
Central Population Registration
(CPRs) to him in the hopes of
finding a good job without
realising that the Arab man had
something else in mind.
When the time arrived for
them to go back to Pakistan,

they were shocked to learn that
they were slapped with travel
bans for reasons unknown to
them.
The crooked Arab man used
their CPRs for his own benefits
and left the five poor Pakistani
hanging in the balance.
Now, they are working doubly
hard to pay their ‘loans’,

that they could resolve their
‘travel ban’ predicament.

who are normally poor and

‘The welfare of the people is
my top priority’, the candidates
always say whenever election
time is here.
But who are they kidding?
Based on experience, many
candidates who get elected
usually forget what they

Pakistan clerics condemn IS group

condemned the Islamic State
organisation, amid concerns
the hardline jihadists could
gain a foothold in the militantplagued nuclear state.
The Pakistan Ulema Council
(PUC) said the IS group, which
has declared a “caliphate” in
areas it controls in Iraq and
Syria, was violating Islamic
teaching.
The jihadist movement,
also known as ISIS, has has
committed
widespread
atrocities in territory under its
rule, including mass executions,

and girls into slavery.
“Islam and Muslims cannot
support the killing of innocent
people and destruction of
their properties at the hands
of the ISIS,” the PUC said in a
statement.
“The PUC... appeals to
people and youth in Islamic
countries to not cooperate
with any violent group whose
teachings or actions are against
the teachings of Islam and
Prophet Muhammad.”
The PUC call comes as
fears grow in Pakistan that
the violent call of the IS group
could find recruits among the
country’s myriad of Islamist
militant groups.
Pakistan has suffered years
of bloody attacks at the
hands of homegrown Islamist
militants, many linked to
Al-Qaeda.
Leaflets supporting the IS
organisation have been seen in
some parts of the northwest,
the heartland of groups like
the Pakistani Taliban.

this month to send fighters to
support IS jihadists but stopped
short of pledging allegiance to

onstruction waste is one of the heaviest and most
voluminous waste streams generated. It consists of
unwanted material produced directly or incidentally by the
construction activities such as insulation, electrical wiring,
piping, cables, concrete, bricks, rubble, wood, tree stumps,
steel, wood, rubber, plastics etc. and other related waste
originating from site preparation such as clearance, cutting,
filling, dredging, excavations etc. Construction waste may also
contain lead, asbestos and other hazardous substances.
Building materials account for about half of all materials
used and about half the solid waste generated worldwide.
Construction waste consist of spent material or surplus
materials which were procured and unutilized. Experience
has shown that the construction waste can be as high as 10 to
15% of the materials that is procured and is being used and
consumed in a building. Since considerable variability exists
between construction sites, there is different quantities of waste
generated and leaves much opportunity for its reduction and
further utilization.
The present trend is not to dispose and discard the
construction waste but to properly segregate, reuse and
recycle it for economical and environmental benefits. In
construction, better planning and procuring materials are
being done with proper storage and use, to avoid any
wastages. There is a potential to recycle many elements of
construction waste. Rubble can be crushed and reused in
construction projects. Waste wood can also be recovered
and recycled.
In developed and also in developing countries, Government
and local authorities often make rules about how much waste
should be sorted before it is hauled away to landfills or taken to
other waste treatment facilities. Many countries are developing
strict rules to recycle construction waste. The EU directive
requires that by 2020, 70% of the construction waste streams
should be recovered.
Due to fast industrialization and urbanization, many GCC
countries have also built a specific construction waste recycling
plant, whereby all construction related waste is collected,
transported, segregated, contained, compacted, exported and
recycled for its reuse. The construction waste is recycled to
several sizes of gravels that can be reused in construction
beside the screened sand can be used in ancillary construction
uses and on roads.
Reducing and recycling construction waste is a must now
to retrieve useful materials and conserving useful and
expansive landfill space. Now there is a re-use market
for aggregates derived from construction waste in roads,
drainage and other construction projects. It also reduces the
environmental impact of producing new materials, creates
employment opportunities and can reduce overall building
project expenses through avoided purchase/disposal costs.
Changing how we think about these materials will create a
more sustainable future.
We need to change our perception now by identifying
construction waste as resources that can be utilized in new
building projects, thus avoiding the need to mine virgin
materials, the effort to reduce and recycle the construction
waste materials effectively employs the Government’s
Sustainable Materials Management approach.
We need to plan effectively before undertaking any
construction activity, to procure materials that are required
and avoid any wastages. The spent material is to be disposed
as per municipal regulations and un-used material is to be
re-utilized or returned back to vendors.

hia rebels sweeping across
Yemen clashed with Sunni
tribesmen and Al-Qaeda
militants yesterday in violence
that left 20 people dead,
officials said.
Twelve Shia rebels and eight
tribesmen died in a battle for
control of the predominantlySunni provincial capital Ibb
which the rebels overran earlier
this week, local government
officials told AFP.
Explosions were heard across
the city as the rebels, known
as Huthis, came under rocketpropelled grenade fire from
tribesmen in the surrounding
countryside, witnesses said.
The fighting came after
hundreds of armed tribesmen
demonstrated outside the
governor’s office in the city on
Thursday evening demanding
the withdrawal of the rebels.

Al-Zanam said the rebels had
told him they advanced into
Ibb to “confront what they
described as security gaps and
hunt down wanted” Al-Qaeda
militants, local media reported.
The rebels clashed with
Al-Qaeda militants overnight
in Baida province further east,
leaving “dozens” of casualties,
tribal and security sources said.
The rebels have clashed
repeatedly with Al-Qaeda in
the province since Tuesday.
The Sunni extremists have
vowed to resist the Shia rebel
advance in the impoverished
country, which is located next
to oil-rich Saudi Arabia and
key shipping routes in the Gulf
of Aden.
Rival groups are seeking
to exploit a power vacuum in
impoverished Yemen, which
has been in political deadlock
since the rebels took control of
the capital Sanaa on September
21.
The rebels, who were
previously based in the
northern highlands where
Yemen’s Zaidi Shia minority
is concentrated, have since
made significant advances in
provinces south of Sanaa.
They took the Sunni
majority Red Sea port city of
Hudeida on Monday, and on
Wednesday appeared to have
taken control, unopposed, of
Dhamar and Ibb provinces,
security officials said.
The fighting
came after
hundreds of
armed tribesmen demonstrated outside
the governor’s office
in the city on
Thursday evening demanding

by only 0.4 pc this year. “To
put the French on the path to

inclusive, requires the reinforcement of structural reforms
started in 2012,” OECD Secretary General Angel Gurria said
in a statement with the report,
which was to be given to President Francois Hollande later
yesterday. France’s economic
growth has sunk into the doldrums this year, held back by
near record unemployment and
the government’s huge pile of
debt, which has put it on a collision course with the European
Union.
The reforms are strongly opposed on the left of the governing Socialist party. Hollande is
counting on the measures to
turn the economy around. Finance Minister Michel Sapin
forecast at the beginning of
the month that France’s output
would grow by only 0.4 pc this
year, recovering to 1.0 pc in
2015, 1.7 pc in 2016 and 1.9 pc
in 2017. Paris also predicts its
budget deficit -- the shortfall
between revenue and spending
-- will hit 4.3 pc of GDP next
year and only fall to the EU’s
debt ceiling of 3.0 pc in 2017,
instead of next year as previously promised.
That has put it at loggerheads
with the European Commission, the EU’s executive arm,
which many expect could
demand that Paris modify
its 2015 budget to bring it in
line with rules governing the
18-country eurozone. Analysts
say that a compromise is likely
to require France to introduce
big reforms of its labour laws.
To turn around its economic
fortunes, France must swiftly
implement Hollande’s “Responsibility Pact” which would
strip 50 billion euros ($64 billion) from public spending,
and hand out 40 billion euros
of corporate tax breaks with the
aim of creating 500,000 jobs,
the OECD said. “In the future,
these structural reforms will
not only be implemented fully
but also expanded, particularly
to further reduce the dual labour market, rebalance funding of the pension system and
rationalise public spending,” it

The first Snapchat ad were
to appear in the United States
this weekend in a section of
the service devoted to “recent
updates,” the Los Angelesbased startup said in a blog
post.
“We won’t put advertisements in your personal communication -- things like
Snaps or Chats. That would be
totally rude,” Snapchat said.
“We want to see if we can
deliver an experience that’s
fun and informative, the way
ads used to be, before they got
creepy and targeted.”
The new ads will be the
first paid content at Snapchat.
Users will have the option of
ignoring ads, which will automatically disappear after being viewed or within 24 hours,
according to Snapchat.

uan Middle Class” may be a
cartoon, but the problems he
faces -- expensive schools, crummy
healthcare, ballooning grocery bills
-- are all too real for millions of newly middle-class Latin Americans. The
Uruguayan cartoon character speaks
to the frustrations of more than 50
million Latin Americans who made
a mass exodus from poverty during
the region’s so-called “golden decade” but are now feeling the pain
of overstretched public services and
an economic slowdown. Created in
the run-up to Uruguay’s October 26
elections by a fringe political party,
the centrist Independent Party, Juan
Clasemedia lays out the woes of the
region’s newly burgeoning middle
class in online videos and on his own
Twitter account.
“He sends his kids to public school,
but it’s still expensive. He waits three
months to see a specialist at the
clinic and still pays a lot of money.
Every Sunday he pays more at the
supermarket and, to make matters
worse, he risks getting mugged at
any moment,” says one cartoon. The
World Bank, which defines “middle
class” as individual income of $10 to
$50 a day, estimates that just over 30
percent of Latin Americans now fall
in that bracket, after a world commodities boom brought the region
a windfall in the 2000s. The signs of
the transformation are omnipresent,
from the hike in motor scooter sales
in northeast Brazil to the rage for
online English classes in Venezuela
to the proliferation of refrigerators,
TVs, cars, Internet access and smartphones across the region.
But new money has also brought
new frustrations. “Purchasing power
has advanced faster than the quality of public services,” said Augusto
de la Torre, the World Bank’s chief
economist for the region. “Our lives
have gotten better, of course. But
public health care, for example, is
terrible,” said Cida Alves, a 46-yearold housewife, as she browsed at the
giant Itaquera Shopping Center in
Sao Paulo, Brazil’s economic capital.
In June last year, a million Brazilians
took to the streets demanding better
public services, a surge of discontent that threatens to unseat leftist
President Dilma Rousseff in a tight
runoff election on October 26. Protests have erupted elsewhere, too. In
Chile and Colombia, the anger was
focused on expensive university tuition. In Venezuela, on crime.
“The members of the middle class
are becoming demanding citizens,”
said Gabriel Kessler, a sociologist at
Argentina’s National University of
La Plata. “Collective goods like education, healthcare, public transport,
haven’t improved as much as access
to consumption.” Because of that,
he said, “there’s mounting criticism
in the region that there’s too much
emphasis on consumption and not
enough on improving infrastructure
and public goods.” The economic
slowdown is adding to the malaise.
Brazil, Latin America’s largest economy, is in recession, and the International Monetary Fund is predicting
regional growth of 1.3 percent this
year, the worst since 2009. That is
putting the fragile middle class at
risk, said Olivier Dabene, a Latin
America specialist at Sciences Po in
Paris.
“This group isn’t what we’d call
middle-class in Europe,” he said.
“They’re still in a vulnerable situation and could quickly fall back into
poverty if they lose their jobs.” And
they are feeling the pinch of their
recent consumption boom, he said.
“We’ve seen a lot of reports on people who can suddenly afford to buy
a fridge or a moped. But what gets
talked about less is that they sign up
to pay it off in 12 monthly installments, and sometimes by the time
the 10th rolls around they have to
take the merchandise back because
they can’t pay anymore,” he said.
De la Torre said the World Bank
does not foresee a “backward slide”
but is concerned about a stagnation
and the impact it could have in a
region that has grown accustomed
to fast gains. “We’re facing some difficult transition years. There’s going
to be tension between social expectations and the capacity to respond
to them,” he told AFP, saying investment in education and productivity
would be key to rebooting economic

hina’s Communist rulers
gather next week for a key
meeting devoted to the “rule of
law”, but observers say the conclave will in fact mark another
tightening of control by party
leader Xi Jinping after crackdowns on internal dissent
and graft. The Fourth Plenum
brings together the party’s
205-strong Central Committee
and around 170 reserve members, along with officials from
bodies including its muchfeared internal watchdog, the
Central Commission for Discipline Inspection. The gathering, typically held at a Beijing
hotel, is expected to take action against Zhou Yongkang,
the powerful former domestic
security tsar who fell to the
anti-corruption campaign Xi
launched with much fanfare
after coming to power two
years ago.
At the same time, China
has seen a broad crackdown
on dissent, and the meeting
comes as authorities arrest an
increasing number of lawyers.
The Politburo announced in
July that the plenum will focus
on “governing the country according to the law” to ensure
“economic growth, clean government, social justice”, the
official Xinhua news agency
reported. But the concept is
seen very differently in Beijing
than in the West, analysts say.

• 100g beansprouts
• small bunch spring onions, sliced
• 2 beaten eggs

• 3 tbsp roasted peanuts
• 2 tbsp soy sauce
• 2 tbsp sweet chilli sauce
• small bunch coriander, leaves only
BEHBEHANI
Bring a pan of water to the boil, add the noodles and
cook for 3 mins, adding the peas and prawns for the final min. Drain, and set aside while you heat the oil in a
large frying pan.
Fry the noodles, prawns, peas, beansprouts and spring
onions, tossing to coat in the oil for a few mins. Push everything to one side of the pan and pour in the egg. Stir
until cooked, then mix everything well. Toss through
the peanuts, soy and sweet chilli sauce so everything is
combined. Scatter with the coriander and serve.

nseeded Slovakian Viktoria Morvayova proved too
strong for her unseeded Turkish opponent Lara Biter as she
defeated her 6-2, 6-1 to clinch
the Girls singles title yesterday
evening on the penultimate day
of the Sixth Bahrain International ITF Junior Tennis Championships at the Bahrain Tennis
Club (BTC) premises in Juffair.
In the first set, the 13-year
old Turkish player won her
opening service game and then
made her 13-year old opponent
work hard to hold her service
game which went to deuce
three times.
Viktoria then effected the
first break of the match in the
third game and then consolidated her position for a 3-1 lead
with a series of powerful backhand serves which were proving difficult for her opponent.
The fifth game turned the
opening set as Viktoria continued the pressure on Lara and
managed to break a second
time for a 4-1 lead, before holding her next two service games
to take the first set.
In the second set despite a se-
ries of long rallies, Lara’s return
shots were the difference in the
players who despite their relative young ages gave everything
they had in energy and effort.
Viktoria raced into a 4-0
lead, but Lara never gave in
and after going to advantage
four times she managed to hold
serve and stay in the match.
Two games later and Viktoria
was the champion after her
third set break of service in a
match lasting 75 minutes.
In the boys doubles final,
top seeds Kareem Allaf of Syria
and Egyptian partner Sherif
Makhlouf defeated India’s
Kushaan Nath and Italy’s Edoardo Sardella 6-4, 3-6, 12-10
after the Arab pairing had won
a break in the opening game of

The next four games went
with serve, until Kushaan and
Edoardo won a break of service
to level at 3-3, before a second
break by Kareem and Sherif
paved the way to the set victory
when 5-4 up. In second set action Kushaan and Edaordo held
a 3-1 lead at one stage before
being pegged back to 3-3, but
they then won three games on
the trot to level the match.

The second set was more
straightforward as Luciana and
Emelie raced into a 5-1 lead
and though they were broken
on their service game, they did
likewise in the next to claim the
set and the title. After the finals,
