EMPLOYEES’ MEDICAL ATTENDANCE
RULE, 1976 (AMENDED)

ORISSA MINING CORPORATION EMPLOYEE’S MEDICAL ATTENDANCE RULES 1976.
The Board of Directors of the Orissa Mining Corporation Limited hereby make the following rules namely:
The Orissa Mining Corporation’s Employees’ Medical Attendance Rules, 1976
1) Short Title:
These Rules may be called the Orissa Mining Corporation’s Employees’ Medical Attendance Rules 1976.
2) Date of commencement:
These Rules shall come into force with effect from the 19th July 1976 and shall supercede all rules and
regulations, orders and instructions issued earlier on the subject.
3) Scope of application:
These rules shall apply to all the employees including probationers (*1) non-permanent employees &
Accounts Trainees and members of their families as hereinafter defined except the people who are working
on daily wage basis and those who are casual labourers.
4) Definitions:
In these unless there is anything repugnant in the subject or context: a) “ a u t h o r i s e d m e d i c a l a t t e n d a n t ” means:
i) a medical officer employed as such by the Corporation either on whole time or part time basis;
ii) a registered medical practioner who is approved as such by the Corporation for the purpose of affording
medical attendance under these rules and included as such in the panel of names of doctors maintained
for the purpose by the Corporation;
iii) a medical officer of the Government of Orissa not below the rank of an Assistant Surgeon where a
Medical Officer of the Corporation is not available; and
iv) a Superintendent/Deputy Superintendent/ Senior Kaviraj of an Ayurvedic/ Homoeopathic Hospital
recognized by the State Government.
Amendment: -
( The Board of Directors in their 254th meeting held on 05/02/1987 has approved to amend Rule 4 (a (IV)),
as per office order number 4977/O.M.C/1987 dated: 09/03/1987)
Authorised Medical Attendant Means: i) Deputy Superintendent and Ayurvedic Medical Officers of Ayurvedic hospital, Balangir.
ii) Deputy Superintendent and Ayurvedic Medical Officers of Ayurvedic hospital Bhubaneswar.
iii) Principal, Professor and Reader of Gopabandhu Ayurvedic Medical, Puri and Superintendent and Deputy
Superintendent of hospital at Gopabandhu Ayuvedic Medical,Puri.
iv) Principal-cum-Superintendent of GHMC Bhubaneswar.
v) Homepathic medical officers attached to the hospital at Bhubaneswar.
vi) Lecturers of GHMC, Bhubaneswar of those hospitals/colleges, Gopabandhu Ayurvedic Mahavidyalaya,
Puri, Ayurvedic Hospital attached to GAM, Puri, Ayurvedic Hospital, New Capital, Ayurvedic Hospital,
Balangir, Homeopathic Medical College, Bhubaneswar, Homeopathic Hospital attached to the GHMC,
Bhubaneswar and all inspectors of Ayurvedic and Homeopathic. Superintendent of Ayurvedic institutions,
Bhubaneswar, Deputy Director, Homeopathic and Chief Medical Officer, Homeopathey, are declared as
authorised medical attendant.

b)“ m e d i c a l a t t e n d a n c e ” means the professional advice and care during sickness, convalescence or
injury afforded by an authorised medical attendant at the place where the employee is living or at a hospital
or a dispensary or a clinic including such pathological, radiological, or other methods of examination for
purposes of diagnosis and prevention as may be considered necessary by the authorised medical attendant
and also such medical and surgical treatment as can be suitably given to the patient at his residence or at
the hospital, dispensary or clinic and consultation with a Specialist or other medical expert who is either
serving under the State Government or running a private practice as may be certified as necessary to such
extent and in such manner as the Specialist or the medical expert may, in consultation with the authorised
medical attendant determines.
c)“ P a t i e n t ” means an employee of the Corporation or a member of his family to whom these rules apply
and who has fallen ill.
d) “ F a m i l y ” means an employee’s wife or husband as the case may be and parents, children and stepchildren who are wholly dependant upon the employee.
e) “ T r e a t m e n t ” means the use of all medical and surgical facilities available at the hospital or dispensary
at which an employee is treated and includes:
i. the employment of such Pathological, Bacteriological, Radiological or other methods as are
considered necessary by the authorised medical attendant;
ii. supply of such medicines, vaccines, sera or other therapeutic as are ordinarily available in the
hospital;
iii. such accommodation as are ordinarily provided in the hospital and is suited to his status;
iv. such nursing as is ordinarily provided to in-patients by the hospital;
v. specialist consultation wherever necessary as in the opinion of the authorised medical attendant
and/or attending doctor;
vi. supply of such medicines, vaccines or other therapeutic substances not ordinarily available in the
hospital but which the authorised medical attendant may certify in writing to be essential for the
recovery or for the prevention of serious deterioration in the condition of the employee;
vii. treatment of eye diseases;
viii. dental treatment including removal of odontemes and impacted wisdom tooth, gum boil, pyorrhea
and gingivitis of teeth;
ix. confinement and maternity treatment in respect of married female employees and wives of the
employees;
x. pro-natal and post natal treatment in respect of married female employees and wives of the
employees;
xi. necessary prophylactic treatment in case of Typhoid, cholera and tuberculosis etc.;
f) ” h o s p i t a l ” includes a hospital or a dispensary maintained by the State Government, a hospital or
dispensary maintained by a local body in the State, a hospital or dispensary maintained by a charitable
institution and aided and/ or recognised by State Government or a dispensary maintained by the Orissa
Mining Corporation Ltd.
g)“E m p l o y e e ” means the employee of Orissa Mining Corporation Limited.

5. Medical Attendance and Admissibility of Travelling Allowance:
a) Medical attendance should ordinarily be availed of at a hospital, dispensary or clinic of the authorised
medical attendant. When the place at which the patient falls ill is not the headquarters of the
authorised medical attendant, the patient shall be entitled to travelling allowance for the journey to and
from such headquarters.
b) In case where the patient is too ill and not in a position to go himself or be escorted to the hospital,
dispensary or clinic the authorised medical attendant may be requested to visit the patient at his
residence for necessary consultation. In such cases the authorised medical attendant is entitled to
travelling allowance for the journey to and from the place where the patient is.
c) Application for travelling allowance under clause (a) above shall be accompanied by a certificate in
writing by the authorised medical attendant stating that medical attendance was necessary, and if the
application is under clause (b) above that the patient was too ill to travel.
d) If the authorised medical attendant is of opinion that the case of a patient is of such a serious or special
nature as to require medical attendance by some person other than himself:
i) send the patient to the nearest Specialist or other Medical Officer as provided in clause (e) of rule 4
by whom, in his opinion, medical attendance is required for the patent, or
ii) if the patient is too ill to travel, summon such specialist or other medical officer to attend upon the
patient.
For consultation with specialist outside the headquarters, the patient must obtain prior permission of
Chairman
A patient send under clause (i) of sub-rule (d) above shall, on production of a certificate in writing by
the authorised medical attendant, in this behalf, be entitled to travelling allowance for the journey to
the headquarters of specialist or other medical officer. The above provisions will apply to the family
members of the employee also.
A specialist or other medical officer summoned under clause (ii) of sub-rule (d) above shall on
production of a certificate in writing by the authorised medical attendant in this behalf be entitled to
travelling allowance for the journey to and from the place where the patient is.
e) If the authorised medical attendant is of the opinion that it would be unsafe for the patient to make the
journey to the specialist unattended, the medical officer may either himself accompany the patient to
the destination or arrange that some other person should do this. In that case the attendant, if an
employee of the corporation, shall be deemed to have been travelling on duty and may draw T.A for
the outward and return journey; if not an employee of the corporation, shall be entitled to actual
travelling expense.
f) When the service of the authorised medical attendant is not readily available, the patient may consult
any other qualified registered medical practitioner in the locality and avail of necessary medical
treatment. In such cases for the purpose of reimbursement of the consultation fee the cost of medicine
purchased on his advice in requirement of the circumstances, the claims on such counts should be
countersigned by the authorised medical attendant in addition to that attending doctor, unless
exemption is granted by drawing and disbursing officer. In such cases also the employee is entitled to,
wherever necessary, travelling allowance or conveyance allowance from the place of his residence to
the place of the doctor and back.

Amendment: -
(The Board of Directors in their 184 TH meeting held on 15/12/1977 has approved to amend Rule 5 (f), as
per office order number 18.13.4/O.M.C/1977 dated: 27/12/1977)
“When the services of the authorised medical attendant is not readily available, the patient may consult
any other qualified registered medical practitioner in the locality and avail of necessary medical treatment.
Claims in such case are to be preferred in Rule-14 provided that the essentiality certificate is signed by the
attainding doctor and counter signed by the authorised medical attendant.”
g) An employee of the Corporation or a member of his family is entitled to reimbursement of expenses on
medical treatment incurred outside the State on production of certificate in writing from the authorised
medical attendant on this behalf and necessary vouchers together with travelling allowance for outward
journey and return journey.
6. Reimbursement of ambulance charges:
When an employee or a member of his family carried in an ambulance from his/her residence to the
hospital or from one hospital to another hospital, the ambulance charges paid to the prescribed rate are
reimbursed to the concerned employee on production of a certificate from the Superintendent of the
hospital to which the ambulance is attached, that journey in ambulance car was essential.
The ambulance charges should not be reimbursed if the ambulance does not belong to the State
Government or a local fund or any recognized hospital.
7. Reimbursement of charges paid for accommodation in nursing home, cottage and cabins
Charges paid for special accommodation in nursing home, cottage and cabin attached to the State
Government hospitals by the employee of the Corporation and member of their families shall be
reimbursed provided except emergent cases prior approval of Chairman has been obtained for such
accommodation.
8. Reimbursement of the cost of blood and blood transfusion charges.
Blood transfusion charges paid to a State Government institution or any other local organization
recognised by the State Government for the supply of blood to patients and the cost thereof, is
reimbursable to an employee of the Corporation or a member of his family. Where such institutions or
organiasation do not exist or blood of the type required for the employee or a member of his family is not
available with them, there should be no objection to the purchase of blood plasma from a Chemist or to
obtaining blood from a private doctor and the cost thereof will also be reimbursed to the employee on
production of certificate from the authorised medical attendant to the effect that supply of blood required
was not available from the State Government institution or a recognised organisation and that the price
paid for the blood was reasonable.
9. X-Ray examination.
X-Ray examination charges paid to a State Government institution is reimbursable to an employee of the
Corporation or members of his family, where such government institutions do not exist; the employee and
members of their family are permitted to have their X-Ray examination done in a private clinic. In such
case the cost of reimbursement shall be limited to the amount charged by a State Government institution.

Amendment:As per the approval of the Board of Directors in their 280th meeting held on 26.02.1991 and circulated vide
this O/O No 5646 dtd 22/03/1991 the following provision relating to scanning is incorporated in the
M.A.Rules.
i.
Scanning should be done on the recommendation of the concerned Medical Officer/Sr.Medical
Officer of O.M.C Ltd, or the attending physician not below the rank of Asst.Surgeon in a govt.
Hospital/ PHC or a Asst.Professor of any Medical College Hospital.
ii.
The charges towards scanning of any type will be considered for reimbursement in favour of a
Corporation employee conducted either in a Govt. Hospital or a Private clinic on the basis of actual
expenditure incurred by him subject to a maximum of Rs.1500.00(Rupees One Thousand Five
Hundred )only on production of receipt or voucher with essential certificate duly signed/
countersigned by the concerned treating physician and authorised Medical Officers as provided
under rule 14 of O.M.C MA Rules, 1976.
Amendment: -
(The Board of Directors in their 184 th meeting held on 15/12/1977 has approved to amend Rule 9, as per
office order number 18134/O.M.C/1977 dated: 27/12/1977)
“X-Ray examination may be done by the employee and members of his family in Govt. institutions or
private clinics and charges paid for the same may be reimbursed limiting the amount charged by a State
government institution.”
Amendment: -
(The Board of Directors in their 335th meeting held on 05/09/2002 has approved to amend clause 9, as
per office order number 17767/O.M.C/2002 dated: 16/10/2002.)
(a) The existing provision under clause 9 relating to X-Ray examination, 9(a (i)) and 9(a (ii)) relating to
scanning of the said rules are hereby amended by incorporating different tests along with there
permissible rates for reimbursement as per list enclosed in Annexure-A subject to following
conditions.
i. The employee has to avail the investigations available in the O.M.C hospital / Dispensary
and if these are done outside, the charges shall not be reimbursed except in case of
emergencies where the tastes have been done on advice of doctors of Govt. institutions.
ii. The reimbursement towards cost of routine pathological / clinical and X-Ray investigations
shall be allowed to an employee if he/she is advised for such tastes by O.M.C doctor or by
the doctors treating the patient at Govt. hospital.
iii. In case of sophisticated investigations like C.T. Scan, Ultra Sound, MRI Scan, Endoscopies,
Harmony Assay, Serum Electro Phoresis, Immunological tastes, Organ Profiles etc. The
reimbursement shall be allowed if the employee is advised for tastes by a specialist of O.M.C
(if available) or else by a Specialist in Govt. hospital/ Govt. medical college hospital where to
the patient has been referred by medical officer of O.M.C.

iv. Reimbursement as stipulated in Para-(ii) and (iii) above shall be allowed at the rates as in
Annexure-‘A’ provided the investigation are not available in Govt. Hospital /Govt. medical
college free of cost or the said investigations are not readily available there.
b. Kalinga Hospital at Bhubaneswar is treated as a referral hospital for O.M.C employees. Reference can
be made by a specialist of O.M.C or the medical officer of O.M.C hospital / Dispensary or doctor in
Govt. hospital under whom the patient is being treated, taking into account the gravity of the
patient’s condition.
Ammendment:
As per the approval (post-facto) of the Board of Directors in their 340th meeting held on 22/11/2003
and circulated vide o/o no 24202 dtd 21.10.2003.
i.
Kalinga Hospital at Bhubaneswar is declared as referral Hospital of first choice against similar
choices available out-side the state, for O.M.C employees, for treatment of diseases related to
kidney, heart, lungs, and neuro-surgery. For no other diseases reference shall be made to
Kalinga Hospital.
ii.
Reference of a patient, if necessary, for better/ specialized treatment can be made by the
specialist of O.M.C hospital or medical Officer of O.M.C hospitals/Dispensaries, either to
Capital Hospital, Bhubaneswar or the Medical colleges and Hospitals i.e. SCB Medical College
and Hospital, Cuttack, MKCG Medical College and Hospital, Berehampur, and VSS Medical
College and Hospital, Burla. But in ordinary course such reference should be made to nearby
District HQ hospitals, first.
iii.
Nursing Home facilities can be availed of by the employees of O.M.C on prior approval of the
competent authority subject to the condition that the reimbursement will be restricted to the
amount charged for similar facilities at Govt. Hospitals.
c. The relieved employees who are under order of transfer shall be entitle to get medicines and
treatment facilities at his previous station for a maximum period of 3 (three) months from the date of
relieve, however the family members of relieved employee will continue to get medicines and
treatment facilities at employee’s previous station so long as they continue to stay at the said station.

10.Rates of consultation charges, injections, pathological and bacteriological tests.
(a) Consultation fees of authorised Medical Attendants of the Corporation at Bhubaneswar and at places other
than Bhubaneswar are as follows:

11. Antirabic Treatment
Any employee of the Corporation who has been bitten by a rabic animal may be granted special casual
leave not exceeding one month to enable him to proceed to a pasture center for treatment. In case
additional leave is necessary in favour of any employee undergoing antiratbic treatment beyond one month
of special casual leave, he may be granted regular leave in continuation of the Special Casual leave subject
to the recommendation of the authorised medical attendant. He may be granted the actual traveling
expenses to the nearest pasture center and back, he may also be granted an advance of one month’s pay,
which will ordinarily be recovered in three equal monthly installments. If a member of the employee’s
family is bitten by a rabic animal and the employee has difficulty in finding at once any means of sending
him or her to the nearest pasture center in that State, he may be given an advance equivalent to one
month’s pay with prior approval of Chairman or an authority who has been so authorised by Chairman by
an order issued in this behalf, to be recovered in three equal monthly installments.
12. Facilities to T.B. Cancer, Leprosy etc. patients:
Concession of medical attendance and treatment and reimbursement facilities which are admissible to the
State Government employees and members of their families suffering from serious diseases like
tuberculosis cancer, leprosy, poliomyelitis etc will also be available to the employees of the Corporation
and their family members subject to prior approval of Chairman
13. Grant of advances for medical attendance and treatment:
With a view to providing immediate relief to the employees of the Corporation in the matter of meeting the
initial expenditure in connection with medical attendance and treatment of themselves and their family
members pending necessary reimbursement, they may be granted advance on the terms and conditions
mentioned below:
a)
The advance will be admissible only when an employee or a member of his family is being
treated as an inpatient in a hospital for treatment of any disease or as an outpatient at a
hospital for treatment of T.B., Cancer, Leprosy, mental diseases, poliomyelitis and such other
diseases requiring prolonged and costly treatment.

b)
The application for an advance should be supported by a certificate from the concerned medical
officer that the patient is treated as an inpatient in a hospital or, in cases of diseases mentioned
in the preceding clause as an out-patient at a hospital, indicating in the said certificate the
duration of such treatment and anticipated cost thereof which would otherwise be admissible
under the rules.
c)
The advance to out-patients should not in any circumstances be allowed in cases of diseases
other than those mentioned in clause (a) above.
d)
The amount of advance in each case be limited to six month’s pay of the employee concerned
or Rs. 1000/- or such other amount as the medical officer/specialist in-charge of the patient
may recommend, whichever is the lowest.
Provided that in cases of treatment outside the State, an advance up to a maximum of Rs. 2500/- or as
certified by the medical officer in charge of the patient, whichever is less, may be sanctioned in favour or
an employee by the Corporation with the prior approval of Chairman
Amendment: -
(The Board of Directors in their 279th meeting held on 27/12/1990 has approved to amend the Rule 13(d), as
per office order number 1696/O.M.C/1991 dated: 23/01/1991)
The amount of advance in each case be limited to six months pay of the employee concerned or Rs. 3,000
(Rupees Three Thousand) or such other amount as the medical officer/Specialist in charge of the patient
may recommend which ever is less.
Provided that in cases of treatment outside the the State, and advance up to a maximum of Rs. 5,000
(Rupees five Thousand) or as certified by the medical officer in charge of the patient which ever is less, may
be sanctioned in favour of an employee by the Corporation with the prior approval of Chairman-Cum-MD
Other provisions and conditions of rule 13 of O.M.C Medical Attendant Rule, 1976 will remain unchanged.
Amendment: -
(Subsequently the Board of Directors in their 292th meeting held on 29/9/1993 approved to amend Rule
13(d), vide office order number 27111/O.M.C/1993 dated: 13/10/1993)
The amount of advance in each case be limited to six months pay of the employees concerned or Rs. 3,000/(Rupees Three Thousand) only or such other amount as the medical officer, specialist, attending the patient
may recommend which ever is less, with the prior approval of the CMD, OMC Ltd.
The C M D , OMC Ltd is however empowered to grant a higher amount as recommended by the medical
officer/Specialist attending the patient at his discreation in special cases.
Provided that in case of treatment outside the State, an advance upto a maximum of Rs. 5,000/-(Rupees
Five Thousand) only or as certified by the medical officer attending the patient which ever is less, may be
sanctioned in favour of an employee of the Corporation with the prior approval of the CMD, O.M.C.

The C M D , O.M.C is however empowered to sanction higher amount towards advance/expenditure in special
cases for treatment of an O.M.C employee outside the State in any hospital of repute where specialized
treatment is available, on the recommendation of the Professor and Head of the department of different
referral medical college/hospital of the State / Director of medical education and training, Orissa.
Other provisions and conditions of Rule 13 of O.M.C medical attendant Rule, 1976 will remain unchanged.
Enhancement under Rule 13(d):
In partial modification of the office order No.27111/O.M.C/93 dated:13/10/93 the General Manager(Mining) /
Senior Manager (Mining) who are holding independent charge of Regions are hereby delegated with powers
to grant medical advance in respect of all employees of their region as Stated below:
“The amount of advance in each case be limited to six months pay of the employee concerned or Rs.
3,000/-(Rupees Three Thousand) only or such other amount as the medical officer/specialist attending the
patient may recommend, which ever is less.
Approval of Chairman-Cum-M.D will be required for sanction of higher amount beyond Rs. 3,000/(Rupees Three Thousand) or any advance for treatment outside the State.
e)
Ordinarily not more than one advance should be granted in respect of the same illness or injury.
If, however, the concerned medical officer in charge of the patient, on reconsideration, certifies
that the estimated cost of the treatment would be much more than previously certified, either
on account of longer duration of the treatment than previously anticipated or due to the fact
that the patient requires costly treatment which was not in view at the time of issuing the
original certificate, a second advance may be sanctioned by Chairman provided that total
amount of the advance does not exceed the limits specified in clause (d) above.
(i)
Normally the amount of advance should be adjusted against subsequent claim for
reimbursement of the expenditure as admissible and balance if any, recovered from the pay of
the employee concerned in not more than 6 equal monthly installments starting from the pay
bill for the month in which the employee draws duty pay and/or leave salary on average pay
after the treatment is over, or on the death of the patient, as the case may be allowed to be
effected in longer number of monthly installments with the prior approval of Chairman In the
event of death of the employee before the unadjusted balance of the advance is fully recovered
from his pay bills, the same shall be recovered from the gratuity and arrear dues, if any,
payable to his family members as admissible under the rules. In the case of temporary
employees such outstanding amount is recoverable either in the manner indicated above or
from their sureties.
In cases requiring prolonged treatment, reimbursement of medical expenses may continue to
be allowed to employees to the extent otherwise admissible under the rules and the advance
already sanctioned in such cases should not be adjusted so long as a certificate from the
concerned medical officer-in-charge of the patient is produced to the effect that the patient is
required to continue treatment and that the anticipated cost of future treatment will not be less
than the amount of advance already granted to him/her by the Corporation.
In a case, however, where the anticipated cost of further treatment as certified by the
concerned medical officer-in-charge of the patient falls short of the amount of advance,
adjustment of the advance, to the extent of the difference between the amount of the advance

and the anticipated cost of further treatment may be effected from the reimbursement claim of
the officer. The balance amount, if any, may be recovered as at clause (i) above.
(iii) Unless claim for medical reimbursement is preferred within three months of the expiry of the
duration of the treatment as certified by the concerned medical officer the medical advance or
any unadjusted portion thereof as may be outstanding shall be recovered from the employee
concerned from arrears, if any, payable to him or from his future pay bill or other dues in not
more than six monthly installments.
g)
The advance under these orders will be admissible to the employee whose pay does not exceed
Rs. 750/- per month.
In case of treatment outside the State the advance would, however, be admissible to all
employees irrespective of the amount of their pay.
Amendment: (As per decision of the Board of Directors in their 242 TH meeting held on 28/02/1985 at 11 A.M. has
approved to amend Medical Attendance Rules 13(g), said Rule has been amended)
For grant of an amount of Rs.1000 as medical advance to the employees of O.M.C. Ltd. for their
attendance and treatment inside the State, provisions have been made in the Rule 13(g) of O.M.C.
Medical attendance Rule, 1976 with the following restrictions.
“ The advance under these orders will be admissible to the employees whose pay does not exceed
Rs.750 per month.”
But at present we are receiving prayers from all categories of employees for grant of the above
advances. After careful consideration it is felt that the benefit of medical advances should be extended
to all categories of employees irrespective of their scale of pay in view of increase in the cost of
medicine and treatment.
In view of this the Board of Directors are requested to approve this proposal and allow to delete the
Sub-Rule (g) of Rule 13 of O.M.C. Medical Attendance Rules, 1976.
h)
i)
Where an employee has withdrawn any amount from his provident fund deposit for the purpose
of medical treatment of himself or of any member of his family after the concerned medical
officer has given the certificate for advance for the medical treatment, there shall be a
corresponding reduction in the amount of medical advance to be granted to him.
In case of a temporary employee the grant of an advance under these orders shall be subject
to the production of surety from a permanent employee.
14. Reimbursement of cost of Medicines
Claims preferred by an employee of the corporation for medical charges including consultation fees,
medical treatment charges and cost of medicines are to be reimbursed to the extent as may be admissible
under these rules. Claims should invariably be supported by treatment, together with the essentiality
certificate (Annexure – II) signed by the authorised medical attendant.
The claims should be submitted by the employees to the concerned officer under whose control he is
employed for reimbursement by the drawing and disbursing officer. Cost of Ayurvedic and Homeopathic
medicines purchased for the treatment in Ayurvedic and Homeopathic Hospital recognized by the State
Government is reimbursable subject to the condition that the medicines are admissible for reimbursement
(Annexure V) and the concerned prescriptions are either signed by the authorised medical attendants i.e.
Superintendent / Deputy Superintendent / Senior Kabirajas or countersigned if the prescriptions have
already been signed by other medical officers of the above institutions. Medical treatment charges billed by
a recognized hospital whether for inpatient or outpatient treatment is reimbursable in full. Cost of

medicines as prescribed by the attending doctor is reimbursable excepting those specified in the list given
in Annexure appended to these rules.
Medical and maternity charges confinement and prenatal and postnatal charges in respect of married
female employees and wives of employees are reimbursable provided the of the area. In a Dispensary
maintained by the Orissa Mining Corporation no medical and maternity charges are paid by the married
female employees and wives of employees for the purpose of confinement, prenatal and postnatal
treatment.
Amendment: (The Board of Directors in their 184th meeting held on 15/12/1977 has approved to amend Rule 14, and the
same was circulated vide this office order number 18.13.4/O.M.C/1977 dated: 27/12/1977 )
To substitute the following in place of sentence “Claims………medical attendant…”
“Claims should be supported by vouchers, receipts for medical expenses as charged by the attending Doctor
and each cash Memos showing purchase of medicines for medical treatment, together with the Essentiality
Certificate (Annexure-II) signed by the authorised medical attendant.”
Amendment: (The Board of Directors in their 254th meeting held on 05/4/1987 approved to amend Rule 14, and the same
was circulated vide this office order number 4977/O.M.C/1987 dated: 09/03/1987)
(i) Gopabandhu Ayurvedic Mahavisdyalaya’s,Puri Ayurvedic Hospital attached to GAM,Puri Ayurvedic Hospital,
New Capital, Ayurvedic Hospital,Bhubaneswar
(ii) Homeopathic Medical College, Bhubaneswar Homeopathic Hospital attached to the GHMC, Bhubaneswar
are declared as authorised medical institutions for the purpose of treatment and reimbursement of the cost
of medicines to the Corporation employees and members of their families.
Cost of Ayurvedic and Homeopathic medicines purchased for treatment in Ayurvedic and Homeopathic
hospital, institutions, referred to above each reimbursable on the prescriptions of those authorised medical
attendance as indicated under rule 4(a (iv)) above or on the prescription of any other medical officers of the
aforesaid hospitals/Deputy Superintendent of the said institutions.
Or other existing relevant provision will remain unchanged.
Amendment: (The Board of Directors in their 290th meeting held on 26/3/1993 has approved to add Sub Clauses in Medical
Attendance Rule 14, and the same was circulated vide this office order number 9763/O.M.C/1993 dated:
12/04/1993)
(a) For the medical treatment/Operations relating to maternity, confinement pre-natal, post-natal and for
any other diseases of O.M.C employees and their family members in private nursing homes/Clinics will
not be ordinarily be allowed.
(b) When the referral Government hospital/Medical College Hospital in the State has given in written not
to treat the patient, a patient can be admitted to private nursing homes / Clinic with prior permission of
Chairman-Cum-M.D

(c) When permission has been given for medical treatment of a patient in private nursing home / clinic by
the Chairman-Cum-M.D O.M.C, the expenditure would be reimbursed limiting it to the expenditure
which would have been incurred for treatment in a Government Hospital, provided the claims for
reimbursement of the admissible expenditure are submitted with the essential certificate in the
prescribed form (i.e. Annexure-II appended in O.M.C M.A. Rules-(1976) through the concerned medical
officer / Sr. Medical Officer of O.M.C)
15.AUTHORITY FOR ALLOWING REIMBURSEMENT:
In respect of all Officers and members of the staff in head Office the authority to reimburse the medical
bills not exceeding Rs1000.00 will be the assistant Accounts Officer and for moiré than Rs1000.00 the
accounts Officer or chief Accounts Officer as the case may be in accordance with the power of delegation
by the Chairman from time to time.
In case of Camps; the medical bills of the following Officers are to be sent to the Head Office for necessary
pass orders.

16.OPTION OF THE EMPLOYEE ON DEPUTATION:
Officers and members of the staff on deputation in the Orissa Mining Corporation will have their option for
the duration of their deputation to avail of the benefits of medical attendance in the Corporation or to
continue to be governed by the benefits for which they are eligible in their parent offices.
17.SUBMISSION OF MONTHLY RETURNS:
Heads of establishments in the fields and concerned accounts Officers shall maintain a register (AnnexureIII) showing therein amount of expenditure incurred in respect of each employee on account of medical
reimbursement and ensure that expenditure on account of medical reimbursement is promptly intimated to
the Chief Accounts Officer each month in a monthly Statement (Annexure-IV).

18.INTERPRETATION:
Notwithstanding anything contained in rule 3 above, the Board of Directors may by order, exclude or
include any employees or class of employees from the operation of all or any of these rules. If any doubt
arises as to whether any of these rules apply to any particular employees or class of employees in the
service of the Corporation, or any matter not provided for in these rules the same be referred to the Board
of Directors whose decision in the matter shall be final.
19.DELEGATION OF POWERS TO GM(P&A):
The Board of Directors in their 339th meeting held on 26/08/2003, have approved (post facto) for
delegation of the following powers to GM(P&A). This was circulated vide this Office Order No 21369 dtd
02/09/2003.
1.i
He is delegated with powers to sanction medical advances for treatment of patients.
1.ii
Reimbursement of accommodation charges and nurshing Home etc.
1.iii
Approval for treatment of patients inside and outside the State.
1.iv
Sanction of excess amount over the admissible medical expenses.
(NB:The Board of Directors in their 304th held on 28/09/96 delegated the power for sanctioning the
excess amount over the admissible medical expenses to the Managing Director)
2.i
He is further delegated with powers to approve/sanction purchase of medicines for the Head
Office dispensary subject to the recommendation of the Standing Medicine Purchase Committee
and budgetary provision etc.
The above powers shall be exercised by General Manager(P&A) instead of Managing Director with
immediate effect in accordance with the provisions of O.M.C Employees Medical Attendance Rules,
1976 and its subsequent amendments.
