MEMORANDUM CIRCTJIAR No.2014-1,Q8 : TO SUBJECT MAYORS, ALL PROVINCIAL GOVERNORS, CITY/MUNICIPAL PUNONG BARANGAYS, THE ARMM GOVERNOR AND DILG REGIONAL SECRETARY, DILG RIGIONAI DIR-ECTORS/FIELD OFFICERS AND OTHERS CONCERNED CELEBRATION ocToBER 2014 OF NATIONAL CHILDREN'S MONTH IN The 22"d National Children's Month (NCM) Celebration in October 2014 is in pursuance to Presidential Proclamation 267, series of 1993 ro highlight the importance of child's role within the family, the community and the sociery in building the nation. The Council for the Welfare of Childten (CWC) spearheads the nationwide celebration of Children's Month, in collaboration with other NGAs, NGOs and CSOs, by virtue of Presidential Decree 603 or the Child and Youth Welfare Code. This year's celebration focuses on child's participation righrs with the theme, "Bau Kasali ka, Ikaw ay Mahalaga!". This is to highlight children's participation in decisionmaking processes in order to develop and enhance their potential as future good leaders. In Iine with the theme, an Awareness Walk on Childb Rights wiil be conducted simultaneously on October 4, 2Ol4 at7:00 a.m., to kick start the National Children's Month Celebration nationwide. Participants from the barangays shall walk towards a designated assembly area in the city or municipality. A shon a program maybe held afterwards. The Barangay Council for the Prorection of Children (BCPC) shall mobilize the participants composed of children in the community, schools and Day Care Centers, teachers, parents and other organizations. The conduct of Awareness Walk is in coordination with the Liga ng mga Barangay. At the national level, the kick-off through the conduct of awareness walk will also be undenaken that will converge at the quirino Grandstand, Manila. It will be spearheaded by the National Children's Month Steering Committee composed of different national government agencies (NGAs) and non government organizations (NGOs). In view of the foregoing, all Local Chief Executives (LCEs), as Chair of the Local Council for the Protection of Children (LCPCs), are hereby enjoined to support and spearhead the Children's Month Celebration in their respective jurisdiction by conducting i the above-mentioned simultaneous Awareness Walk as kick-off activity and other undertakings within the month of October, consistent with the theme such as, but not limited to, the following: Hang streamers/tarpaurins carrying this year's theme (The children's month logo and poster are downloadable from CWC website at www.cwc.gov.ph); Conduct ecumenicaVfaith-based activities; Advocate child's Rights and Nationar children's Month during the Flag Raising Ceremony Conduct symposia, seminars, lectures, fora and summits; Tap Multi-media for advocacy; Showcase talents of children: organize child-friendly activities for the general public (e.g. arr contest, children,s fair, photo exhibit, film showing, camprng, etc.;; Role play of child panicipation in decision-maling, e.g. act as little governor and vice-governor, little mayor and vice-mayor, little punong Barangay and other local functionaries' seats to be observed for one day - with the assistance/guidance of some officials/officers of the office; and Conduct other NCM theme-related activities Ail cities and municipalities shall submit post activity reports to the DILG Regional office through the DILG provinciar office and shall then be forwarded to the National Barangay Operations Office, DILG Central Office.
