I. GENERAL PROVISION
1. Normative and legal support to hold International kuoshu competition
«Russian Open Cap»
International Chinese kuoshu Tournament «Russian Open Cap» (the COMPETITION) is held on
the basis of the decision of the Council European Sub-Association, Charter All-Russian Public
Organization of Traditional kuoshu federation of Russia according to the decision of the Presidium
of All-Russian Public Organization of Traditional kuoshu federation of Russia № 05 dated 30
Juny 2014 and in accordance with the Calendar Plan of international activities European and the
Calendar Plan of national and international sporting and athletic activities on 2014 All-Russian
Public Organization of Traditional kuoshu federation of Russia
2. Aims and objectives of the international kuoshu competition «Russian Open Cap»
corresponding to high performance sport
COMPETITION is held to:
1. promote and develop traditional arts martials in the Russian Federation;
2. create the conditions for recognition by the Federal executive authority of the Russian Federation
of a new sport - traditional arts martials;
The tasks of the COMPETITION:
1. health promotion in the Russian Federation;
2. mass development of physical culture and sports in Russia;
3. improving sport skills of athletes involved in traditional arts martials;
3. Grounds for sending athletes to international Chinese kuoshu competitions
«Russian Open Cap»
This position is an official invitation to the COMPETITION.
II. RIGHTS AND RESPONSIBILITIES OF ORGANIZERS
4. Organizers of the International kuoshu competition «Russian Open Cap»
Management and organization of the COMPETITION is assigned to Russia Chinese Kuoshu
Association - All-Russian Public Organization of Traditional kuoshu federation of Russia
under the direct supervision of European Sub-Association;
Co-organizer of the COMPETITION European Sub-Association, ICKF (International
Chinese Kuoshu Federation) and the fund of athletic and educational initiatives, the
municipal educational establishment of additional education for children, youth sport
school № 5, sending organizations;
Russia Chinese Kuoshu Association is responsible for managing and organizing the
COMPETITION under the direct supervision of European Sub-Association.
Direct COMPETITION is assigned to the Chief judgeis
The Chief judgeis Kutasov Sergey;
The Chief Secretary is Akopova Natlia;
2. Duties of Russia Chinese Kuoshu Association –
All-Russian Public Organization of Traditional kuoshu federation of Russia
To approve the organizing committee of the holding of COMPETITION;
To approve the Senior Board of Referees and panel of referees of the COMPETITION;
To organize the work of the preliminary processing of applications for participation in the
COMPETITION;
To organize an information campaign, including using the media, the Internet;
To provide necessary software which is the property of All-Russian Public Organization of
Traditional kuoshu federation of Russia for holding the COMPETITION;
To develop working protocols for the COMPETITION;
To prepare the Training venue in accordance with the requirements of sanitary norms and
rules of fire safety;
To Prepare a script opening and closing of the sport event;
To carry out the procedure for awarding the winners of the COMPETITION;
To ensure the procedures for opening and closing gala sport event;
To ensure the safety of participants, organizers and spectators during the COMPETITION
To ensure the accommodation of the participants, referees, official delegations;
To provide meals for participants, referees, official delegations;
To ensure the meeting of participants, referees, official delegations;
To ensure the delivery of the participants, referees, official delegations to the place of the
COMPETITION;
To provide health care service;
To ensure availability of equipment and supplies in the amount specified in supplement 1 to
this Regulation;
To ensure the availability of sport equipment and inventory in accordance with supplement
2 to this Regulation;
3. Duties of the Chief board of judgeis
To ensure that the COMPETITION is strictly in accordance with the international rules of
kuoshu competition and this Regulation;
To prepare a preliminary report in the prescribed form on the COMPETITION, to provide a
preliminary report to representatives of teams;
To prepare a report in the prescribed form of holding the COMPETITION in the 15-day
period from the end of the sport event;
4. Responsibilities of the sending organizations –
National members of the Europe.
To establish a national sport team to participate in the COMPETITION;
To ensure the implementation of this Regulation;
To appoint a team leader, responsible for maintaining discipline in the team;
To appoint a team representative, authorizing him to resolve disputed issues;
To implement the financing costs associated with

5. The duty and responsibility of a representative of national sport team
A representative of the national sport team is required to maintain discipline within his
team. He must be responsible for compliance with the laws of the Russian Federation
by members of the team;
In case of breach of discipline during the CONTEST or norms of behavior both
during sporting events and in public places (hotels, dining, etc.), by athletes or
representatives of national sport team , the Chief judgeis must announce team reproof;

III. SECURITY OF PARTICIPANTS AND SPECTATORS
1. General requirements for safety
Sport event is held in sport facilities that meet the requirements of relevant regulations in
force in the territory of the Russian Federation and to ensure public order and safety of
participants and spectators, as well as the availability of statement that guarantees athletic or
sport facilities to hold activities in accordance with the approved order.
2. Accident, life and health insurance of the participants
Participation in the COMPETITION is carried out only when there is an agreement(the
original) of insurance: accidents, life and health, which is available in the Mandate
Committee for each participant of the COMPETITION;
The contract of insurance: accidents, life and health should include the payment of
insurance premiums on an insurance case occurred as a result of sport activity;
Insurance contract amount for members of the foreign teams is at least 30.000 euros.
3. General requirements for medical support of the COMPETITION
COMPETITION is allowed only if there is medical support during the time of the sport
event;
Participants of the COMPETITION are required to have medical document (in accordance
with national regulations), confirming the right to compete in martial arts;
Participants who do not have medical documents to participate in the COMPETITION are
excluded;

3. Test weighing
Test weighing is done according to schedule;
Test weighing is done once to take part in a sport event in all sport disciplines;
Admission weighing - 500 gr.;
Re-weighing is not allowed.
4. The composition of the national sport team
To participate in a sport event national sport teams formed by national members
of European Sub-Association, ICKF are allowed;
Team: no more than two participants in each program, a representative of the team,
coaches, physicians and referees. Athletes have the right to act only in one weight category;
The Russian side, as the organizer of the competition may put two teams: Russian Team
"A" and Russian Team "B";
In sport discipline “the traditional forms” each athlete has the right to participate in no more
than 3 divisions;

The
combining of
categories is
allowed
in
the
following
cases:
Traditional forms with the number of female athletes at least 2 members are joined
together with the male category;
In shuai-jiao, Kuachi-tuishou, Leitai:
With insufficient number of athletes weight classes may be combined. When you combine weight
classes for athletes in the first and last weight class, the difference in weight of the lightest and the
heaviest member must not exceed:
Up to 14 years - 6 kg.
14-17 - 8 kg.
18 years and older - 8 kg.
If you exceed the difference in the weight, category is formed so that in a contest the
maximum number of athletes will be involved.
Competition organizers have the right to add weight category if the last weight class stated a
sufficient number of participants for the introduction of a new weight class.
V. REQUIREMENT TO THE PARTICIPENTS AND
CONDITIONS OF ADMISSION TO PARTICIPATE IN THE COMPETITION
1. Conditions governing the admission of athletes
to participate in an event
To participate in the competition the individuals with no medical contraindications
for participation in the competition in the chosen discipline, with necessary at least 3 year
training, with competition experience on chosen discipline at a national level are available
Athletes who accept rules of the kuoshu competition and this Regulation are
unconditionally allowed to participate
Athletes are allowed to participate in a sport event only wearing sport uniform in
accordance with the rules of the kuoshu competition
2.The numerical composition of teams .
National sport team consists of:
Team Leader - 1 person;
Team Representative – 1 person;
Athletes - members of national sport team in accordance with the approved quota;
Referees;
3. Quota
Team: not more than two participants in each type of program
Athletes have the right to act only in one weight category;
The athlete has the right to participate in traditional forms, as well as in two disciplines of
martial arts;
VI. APPLICATION FOR PARTICIPATION IN THE COMPETITION
Application procedure
Pre-command application in the prescribed form (Form 1) must be filed to competition organizers
no later than 15.08.2014;
Preliminary technical application in the prescribed form (Form 2) must be filed to competition
organizers no later than 15.09.2014;
Official application (2 copies), as well as an application in electronic form (Form 2) to participate in
a sport event should be submitted to the Commission for the registration of athletes no later

Electronic entries must be done in Excel on the proposed form;
E-application must be recorded on data carriers (CD-ROM, DVD-ROM). At the dead surface of the
disk the name of the team must be given. Signature can be done with a special marker for writing on
CD-ROM and DVD-ROM. For reliability the application must be duplicated;
Operational protocols are established in accordance with the submitted electronic application. The
representative of the team is responsible for proper registration of the application;
Guidelines for completing the online application are given in Supplement 4 to this Regulation;

than 15.04.2012

2. List of documents
presented to the Commission for registration
Package of the documents in accordance with the list approved by this regulation is passed by the
representative of national sport team to the Commission for registration of contestants according to
its schedule of work.
The list of documents:
An official application (2 copies). - Form 2;
Electronic Application Form - Form 2;
Documents to be submitted for each athlete:
Passport;
Medical document;
Insurance policy against accidents;
Medical insurance valid in the Russian Federation;
Photos 3 * 4 cm;
Team representatives are personally responsible for the authenticity of documents submitted to
the Mandate committee.
VII. CONDITIONS OF SUMMING-UP THE COMPETITION
1. The system of holding COMPETITION
Sporting event takes place in individual credit.
Designation of the winners of sport events
Traditional forms:
Competitors are evaluated on a scale ranging from 0 to 10 points; the winner is
determined by the highest estimate.
Shuaijiao, kuachi, Leitai
In the case of 5 or less than 5 wrestlers in one category, single round robin system will be
applied.
In the case of 6 or more than 6 wrestlers in one category, double elimination system will
be applied. When a fighter has lost 2 fights, he is eliminated of the competition.
Fights are held in two rounds. After the first match athletes are sorted in two sub-groups
("Category A", "Category B") which compete on the Olympic system.
2. Filing a protest
The protest appeal goes to the Appeals Commission through a representative team in accordance
with regulations approved by the Rules of the competition on the Traditional Arts Martials.
Appeal Fee is 100 euro. It is entered with the filing of protest.
In the event of a negative decision by the Appeals Committee to respond to the protest, an
appeals fee is not refundable.
Decision of appeal committee is final.
Composition of the Review Board approved Russia Chinese Kuoshu Association - All-Russian
Public Organization of Traditional kuoshu federation of Russia on the proposal European Subassociation.
3. Deadline for final report and record of the competition
Extract from the minutes of the competition provided to assist the teams to complete the
competition.
Report on the sporting event on the approved form provided by hard copy and electronic
media in the All-Russian Public Organization All-Russian Public Organization of
Traditional kuoshu federation of Russia within 15 days after the competition.
Report on the sporting event is provided in Euroepan Sub-Association within 30 days after
the competition.
Report on the competition posted on the official websites of Russia Chinese Kuoshu
Association - All-Russian Public Organization of Traditional kuoshu federation of Russia
and European Sub-Association.
IX. CONDITIONS OF FUNDING
Funding for sports events takes place on a shared basis of its organizers.
Costs associated with accommodation and meals foreign teams (based on 10 athletes, a
representative, a judge) is Russia Chinese Kuoshu Association - All-Russian Public Organization of
Traditional kuoshu federation of Russia
Sending organizations are responsible for the cost of participation of athletes in a sport event.
The entry fee for participating in each sport discipline is 30 euro and 40 euro for participation in 2
or more kinds of competitions.
