ABOUT THE ROLE The Human Resources (HR) Manager will provide leadership in all areas of Human Resource management, including recruitment, training, continuous improvement, performance reviews, salary levels, security policy, health & safety and other work place policies, benefits and contracts term and conditions. This new position has been created as a result of an initial review carried out by the newly appointed CEO, and in response to staff requests for a more formalized and developed HR function in the organization. The position will report to the Director of Finance & Resources. The initial task for any successful candidate will be to design, establish and implement HR systems, policies, procedures and processes to strengthen and enhance the HR capacity of the organization, looking across the board at a wide range of issues, and in consultation with UK and international staff. To design, establish and implement fit for purpose HR systems, procedures and processes to ensure that the organization is able to effectively manage institutional risk, attract and retain the best talent and appropriately support staff in all aspects of HR management. To achieve these aims, and given the present state of development of organizational HR capacity, the successful candidate will be required to work across both strategic and operational levels. MAIN RESPONSIBILITIES AND TASKS Human Resources Management Lead on the development of an appropriate framework of HR policies and procedures ensuring the organisation complies with its statutory obligations and provides a high quality HR experience for all WSUP staff and applicants from first point of contact to leaving the organisation. Lead on the development of strategic HR development across the organization to ensure that we are best placed to attract, retain and support staff. Immediate specific projects on taking up the post will include: Ensure all staff contracts and job descriptions appropriately reflect and align to organizational policy on staff salaries, benefits & terms and conditions. Prepare contracts of employment for new staff and liaise with new members of staff and where appropriate, support their induction process as required by their line manager. Oversee a review of the salary bands in the organization ensuring that sets of responsibilities and roles align to concomitant remuneration packages. Manage the process regarding the resulting changes to terms and conditions of staff contracts ensuring the organisation has an equitable pay structure which complies with statutory requirements, and is competitive with the sector. Oversee all areas of HR record keeping, ensuring that records are kept in line with data protection requirements and organisational needs and that all staff have up-to-date and consistent contracts. Delegate and manage tasks to be performed by the Office & Finance Assistant as required. Oversee the development of an organizational pensions administration process, selecting a pension scheme, acting as the first point of contact with all staff regarding membership of the scheme and handling any queries related to the pensions scheme. HR Policy Development Lead on and monitor the implementation and effectiveness of organizational HR policies across all aspects of WSUP operations and procedures. Lead on establishing a global security policy which is applicable, useful and appropriate for all WSUP teams and business units. It should support the effective and safe working of all WSUP staff in sometimes difficult and contrasting locations; the policy should be practical and have content appropriate for both international and local staff and consultants and volunteers. Ensure the organisation complies with its obligations in respect of data protection. Staff Training & Development Lead the development of annual training plans, working with Senior Management Team (SMT) and other line managers as appropriate, and ensure appropriate personal development programmes exist for all staff, including regular performance appraisal records provided by line managers. Foster a culture of continuous professional development and improvement. Create a process and pack for all UK staff inductions and support the production of induction materials for international staff. Other Provide support to the SMT in the area of HR and implement specific HR actions as requested by SMT. Support line managers and team leaders in the recruitment and management of interns. Assist the Company Secretary in supporting and responding to the Board of Directors on issues related to HR. PERSON SPECIFICATION Qualifications ESSENTIAL: DESIRABLE: Educated to degree level, with CIPD qualified or equivalent. demonstrable evidence on professional HR training. Experience ESSENTIAL: Demonstrable experience in a previous HR management and implementation with strong specialist HR knowledge. Experience of policy and system development and implementation. Experience of managing complex employee relations issues, and demonstrable expertise in effective stakeholder management. Experience of supporting senior management in policy development. Experience of working on international HR issues and leading processes with international staff. DESIRABLE: Experience of developing security policies and procedures in situations of political uncertainty, civil unrest or complex emergencies.
