Notice Inviting Quotation No. 93/Q of 2014-15
Separate sealed quotations, superscribed with the name of work on the envelope, are invited by the Executive
Engineer–II, P.W.D, North Kolkata Health Electrical Division,PWDte. P-16,Indian Exchange Place Extn.,
KIT Annex Building (4th floor), Kolkata – 700 073, for the work “Annual comprehensive servicing &
maintenance of one 8 Passenger (G + 5) Passenger Lift microprocessor control with ARD system installed
at STM (Annex) Building , of MCH, Kolkata.” from reputed, resourceful Agencies and having enough
financial capabilities/ adequate experience in successfully executing similar nature of works in Government
Departments/ Organization with special relevance in P.W.D.(Elect.)/ Govt. of W.B.
Intending Quotationers must submit sealed quotation together with documentary evidence in support of their
experience and competency to execute such type of works incl. self-attested photocopy of Valid PAN, VAT,
Professional Tax Registration Certificate & PT Challan, Trade License etc.
The prospective Bidder shall have satisfactorily completed, as a prime agency during the last 5(five) years
from the date of issue of this Notice, at least one work of similar nature under authority of State/ Central Govt.
State / Central Govt. undertaking/ Statutory Bodies Constituted under the Statute of the Central / State Govt.
and having a magnitude of 40(forty) percent of one job, of the amount put to Tender. Necessary completion
certificate must be submitted with bid. Completion certificate should contain a) Name of work, (b) Name &
address of Client, (c) Amount put to tender, (d) Date of commencement of work (e) Date of completion of
work.
Agencies with previous record of having been imposed penalty under one or more penal contractual clause/s
will not be allowed to participate.
Any conditional offer and or Quotation offered with price variation clause will not be accepted. The rates
should be quoted in words as well as in figure, inclusive all applicable taxes and duties. The total rate quoted
for the work as a whole is the criteria for selection.
Intending Quotationer may download necessary documents for participating in Tender / Quotation from the
website of PWD i.e. http://www.pwdwb.in or may be collected from the above office during working hours
on week days before the date of Dropping Date.
Bill(s) are to be submitted/placed to the concerned Sub-Assistant Engineer, in appropriate prevailing printed
form in quadruplicate along with document(s) mentioned in the Terms & conditions and scope of the work.
The payment will be made as per PWD norms and when fund will be available from the concerned source. No
claim, whatsoever, for delay in payment, if any, will be entertained. Contractors are requested to quote their
rates accordingly.
Successful Quotationer must have to deposit Earnest Money @ 2% of their total quoted value in the form of
Bank Draft drawn on any Nationalised Bank/RBI authorised bank in favour of the ‘Executive Engineer,
North Kolkata Health Electrical Division, PWDte’ payable at kolkata. The Bank Draft should be attached
with the Quotation documents, failing which the tender/Quotation will be treated as informal. And shall have
to execute agreement in appropriate Government Forms (3 sets) along with work schedule (2 sets) (to be
purchased as per Govt. rates) for final acceptance of his offer and issuance of work order.
Acceptance of lowest or any quotation is not obligatory. The accepting authority reserves the right to reject
any or all quotations without assigning any reason thereto.
This notice inviting quotation shall be deemed to be part and parcel of the contract if and when awarded.
The tender/quotation will be received up to 2 P.M. on 30/10/2014 & will be opened thereafter in presence of
the tenderers willing to present during Opening. No. tender / quotation paper will be issued on the date of
opening.

Labour Welfare Cess @1% to be deducted from bill value.
In case of any non-scheduled holiday (Bandh / Strike ) on any of the aforesaid dates, the next working date
will be treated as schedule date for the purpose.

MAINTENSANCE OF LIFT SCOPE OF WORKS AND TERMS & CONDITIONS
1. The agency will be responsible for easy and smooth running of the lift under the safe operating
condition.
2. The Lift to be attended by the agency's trained mechanic / supervisor once in a month or as and when
called for.
3. a) To examine and systematically adjust , lubricating, repair and renew the motors and controlling
parts including worn gears, Thrusts bearings , magnet coils brake, brake shoes, Brushes, windings,
commutators, rotating elements, Contracts coils resistance for operating, magnet frames and other
mechanical parts for smooth operation.
b) No extra cost will be paid for replacement of above spare parts if and when required only
genuine parts for the purpose to be used.
c) Annual comprehensive maintenance will cover the maintenance of hoist way, gate and gate
locks, car enclosure, door frame etc.
4. To renew free of cost all the wire ropes as required the maintain adequate factory of safety and repair
and replacement of conductor cable and windings.
5. Proper cleaning and car enclosure, hoistway and pit as and when required.
6. Decisive report of the Lift Inspector, PWD during maintenance period will be treated as final and
authentic and will be binding of the agency not withstanding anything contained in the terms and
conditions.
7. The bill submitted quarterly alongwith the Log sheet maintained by the agency's.
8. If the agency fails to comply the scope of works maintained above then no payment would be made
for that period. In addition a some equivalents 5% of the charge per day will be deducted for not
functioning of the lift, beyond three days against major breaddoen from the date of intimation as, the
lift, service is an emergent nature. The agency will be held responsible for any damage of the
equipments due to improper maintenance or lapses by him or his staff.
9. The contract may be terminated on either side with one month notice.
10. Satisfactory performance of ARD must be assured during every maintenance visit.
11. The following items will not be included in the maintenance contract :a) Painting/polishing of doors & lift cage & mirror.
b) Checking and repairing of electrical installation prior to main incoming switch in the lift
machine room.
c) In respect of any loss or damage or delay caused by strikes, fire , explosions, theft, flood, riots,
civil commotion war or any other circumstances outside the control of agency.
