Effective Nov. 23, 2008
 Increased frequency of Move Update from 185 days to
95 days for First-ClassMail® Presorted mailings
 Move Update required for all mailpieces claiming
Standard Mail® prices (letters, flats, parcels and Not
Flat-Machinables)
 To meet the Move Update standard, mailers must be
using addresses that have been updated using an
approved method within 95 days prior to the mailing
date
 First-Class Mail or Standard Mail mailpieces that use
an alternative address format are not required to meet
the Move Update standard

Environment
An environment where mailers produce mail over
a period of time, which is then released for
transport at varying intervals
The postage statement is presented at the end of
mail production
USPS clerks must determine verification needs

Additional postage for failed verifications is
based upon postage statement information for the
selected sample or on alternate agreement with the8

Q) What NCOALink® Matching Logic/Rules are
Used to Determine Change-of-Address
Matches?
A) Standard NCOALink Matching Logic is Used. If
the Return Code is A, 91, 92, 2, or 3, it is
Considered a Match. All other Return Codes
are Ignored. This Means That Any Addresses
that are Provided a New Address by NCOALink,
and any PO-Box-Closed or Move-Left-NoAddress are Considered Matches.

A) No. If the Mailpiece Does Not Have an 11-Digit
Barcode the Address is Not Checked for Move Update
Compliance.

Dates Handled?
A) The Date the Change-of-Address First Became
Available, Advanced to the Next NCOALink Product
Release Date, Is the Date Used for Evaluating Move
Update Compliance.

Handled?
If a Mailpiece Contains “Or Current Resident” in the
Address Block the Address is Not Tested for Move
Update Compliance. Note, it is Necessary for “Or
Current Resident” to be Contained in the Address
Block for MERLIN to Pass it to AQVS.
Q) What if my Customer Has Told Me to Send Mail to an
Address That AQVS Determines to be an “Old”
Address?
A) If the Mailpiece Continues to Use the “Old” Address
Where a Change-of-Address is on Record, it will be
Considered Non-Compliant if the Customer Moved
More Than 95 Days Ago.

Q) If I Use an Approved Alternative Method, Am I Still
Subject to the Address Quality Validation System
Review for Move Update Compliance?
A) Yes. Addresses that are Covered by an Alternative
Method are Still Checked by the AQVS Process and
Information is Fed to PostalOne! for Evaluation. Where
an Approved Alternative Method is Used, this Would be
Taken into Consideration by the Acceptance Clerk.
