Election on Tuesday, November 4, 2014 for Governor/Lieutenant

TOPS stands for TAKE OFF POUNDS SENSIBLY. TOPS, Inc. is a nonprofit international charitable corporation. Corporate dues are $28
yearly which includes the TOPSNews membership magazine 6 times a
year, and local chapter dues are $5 a month. If spouses of members
and children under 18 do not wish to receive their own copy of TOPSNews, the corporate dues are half price. TOPS is a support group
for men and women who want to live healthier. We have weekly
meetings lasting about 1.5 to 2 hours and weekly PRIVATE weigh-ins.
You still have to do the work, but we are here to support you and
encourage healthy living and weight loss. Once your goal is met, you
will be a KOPS, which is KEEP OFF POUNDS SENSIBLY. The first meeting is free for ALL chapters, so there is no pressure to join. And your

November is American Diabetes Month
American Diabetes Month in November, sponsored by the American Diabetes
Association, focuses the nation’s attention on the seriousness of diabetes and
its impact on people affected by the disease. Diabetes is taking a heavy toll
on this country’s health. The American Diabetes Association provides these
statistics:
•
Nearly 30 million children and adults in the United States have diabetes.
•
Another 86 million Americans have pre-diabetes and are at risk for
developing type 2 diabetes.
•
Recent estimates project that as many as one in three American
adults will have diabetes in 2050, unless we take steps to stop diabetes.
Did you know?
•
People with diabetes are nearly twice as likely to be hospitalized for
a heart attack or stroke.
•
Diabetes causes nearly 50% of all cases of kidney failure.
•
More than half of all amputations in adults occur in people with diabetes.
•
More than half a million American adults have advanced diabetic
retinopathy, greatly increasing their risk for severe vision loss.
•
About 60-70 percent of people with diabetes have mild to severe
forms of nerve damage that could result in pain in the feet or hands,
slowed digestion, sexual dysfunction and other nerve problems.
During this month everyone is encouraged to get started living a healthy, active lifestyle. The American Diabetes Association offers great tips, recipes and

Medical Center in Manitowoc County is offering a special diabetes month community event on Wednesday, November 12 from 1:00 – 3:00 pm. This event
will feature a “Healthy Holiday Cooking” demonstration, as well as a health

The October meeting of the Reedsville Lioness was held on Oct. 9 at Webster’s Inn on
Third. The meeting was called to order by
Lioness Theresa Worachek with the Pledge
and Prayer. A delicious spaghetti dinner
was served. Mr. Michael Nate, Reedsville
Elementary Principal, was the guest at the
meeting. He spoke to the group about the
Summer Theater held in Reedsville. He
explained how the event evolved and the
challenges of the event. Everyone appreciated the Summer Theater and hopes it continues next year. Secretary and Treasurer’s
reports were given. Correspondence was
read from Cindy Rank and decisions were
made to buy fundraiser tickets through the
State Lions. Final plans were completed for
Reedsville Fall Festival – Sat. Oct. 18. Members signed up for items to bring for the
Lioness Booth – snacks and bars, and other
events for the day. A big discussion took
place about the Christmas Lighting Contest
in Reedsville. We are asking everyone to
decorate (Light Up) their homes and businesses for 2014. Prizes will be given.

The Friends of St. Patrick, Inc. would like to thank all who attended our 12th Annual Fall Festival Celebration, on September 14,
2014. Our thanks to all who planned, carried out and worked at
this celebration. Special thanks to Fr. Dave Pleier for presiding at
our Mass, Organist, Kate Yungwirth, choir director, Dan
Rabideau, and St.Michael’s Choir members. Thank you to all
who donated items, or monetary donations for the silent auction,
or who donated items for the Sister’s Sweet Room. A special
thanks Connie Schneider, and Paula Friemuth for demonstrating
the making and baking of all those fabulous kolaches, and to Jerry

called to order at 6:32 P.M. by Board President Andrew Maertz.

Proceedings of the Reedsville Village Board
September 4, 2014
A meeting of the Reedsville Village Board was called to order on
September 4, 2014 at 6:30 PM by Village President Andy Bubolz.
Present were: Bob Campana, Ryan Lorrigan, and Jerry Reis. Absent:
Jack Siebert: Also present were: Brad Busse, Melanie Hills, Leroy
Krepline, and JoAnn Mignon.
The minutes of the previous meeting of August 21, 2014 were approved as presented.
A motion was made by Lorrigan and seconded by Campana to pay
the accounts payable in the amount of $12,091.64. Motion carried 30.
Correspondence was presented from the Dept. of Natural Resources
regarding the Compliance Maintenance Annual Report. Correspondence was presented from the Old Bar requesting closing of South 6th
Street, from Manitowoc Street south to Madison Street on September
20, 2014 from 11:00 am until 2:30 am for the Bobby Darren & Sheila
Marie Live Country Music Show. A motion was made Lorrigan and
seconded by Reis to approve this request. Motion carried 3-0. Correspondence was presented Dawn Tisler regarding renting of the Village Hall. Correspondence was presented from Atty. Reynolds regarding the proposed Tower Agreement. She will be contacted to see
what the Village would need to do if they choice not to renew the
Agreement.
A discussion was held regarding repairing mailboxes damaged by the
snow plow. Krepline will contact the post office about the placement
of mailboxes. A motion was made by Reis and seconded by Campana
to install a new door on the Municipal Building this year in the

Hills presented the First Responders written monthly report.
Mignon explained they are working on changing some ordinances
that need to be changed.
Busse stated the Fire Dept. would like to meet with the two Village
Board members on September 17, 2014 at 6:30 pm. Busse will contact Siebert about attending this meeting.
A motion was made by Campana and seconded by Reis to have trickor- treating from 2:00 pm until 4:00 pm on Sunday, October 26th,
2014. Motion carried 3-0. A motion was made by Campana and seconded by Reis to approve the Operator License Application from
Sandra Marksman. Motion carried 3-0. A motion was made by Campana and seconded by Reis to approve the Temporary Class B Liquor
License Application from the Reedsville Athletic Assn. Motion carried 3-0. A motion was made by Campana and seconded by Campana
to approve the street equipment loan in the amount of $35,000.00
from Denmark State Bank for 2 years at 1.75%. Motion carried 3-0.
A motion was made by Campana and seconded by Reis to move the
September 18, 2014 Board meeting to Thursday, September 25th,
2014. Motion carried 3-0. Bubolz turned the meeting over to Lorrigan
to discuss the Deerview Drive Extension Project at 7:08 pm. Lorrigan
turned the meeting back to Bubolz at 7:20 pm
The next regular meeting will be held on Thursday, September 25,
2014 at 6:30 PM. A motion was made by Reis and seconded by Lorrigan to adjourn the meeting. Motion carried 4-0. Meeting adjourned at
7:25 PM.

Proceedings of the Reedsville Village Board
September 25, 2014
A meeting of the Reedsville Village Board was called to order on
September 25, 2014 at 6:30 PM by Village President Andy Bubolz.
Present were: Bob Campana, Ryan Lorrigan, Jerry Reis, and Jack
Siebert: Also present were: Brad Busse, Melanie Hills, Leroy Krepline, Heather & Kelly Kiekhaefer, Kathy Kiekhaefer, Brian Christiansen, John Willems, Jason & Jennifer Maertz, Mary Jo Campana &
Andy Pantzlaff
At 6:30 pm Bubolz turned the meeting over to Lorrigan to discuss the
Deerview Drive Extension Project. Lorrigan turned the meeting back
to Bubolz at 7:00 pm
At 7:00 pm a motion was made by Reis and seconded by Lorrigan to
convene into closed session, pursuant to WI Statute Section 19.85(c)
to conduct business which requires a closed session to consider performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility and 19.85
(e) to discuss contracts, for competitive or bargaining reasons requires a closed session. Motion carried 4-0. At 7:38 pm a motion was
made by Campana and seconded by Reis to reconvene into open session. Motion carried 4-0
The minutes of the previous meeting of September 4, 2014 were approved as presented.
A motion was made by Campana and seconded by Reis to pay the
accounts payable in the amount of $103,988.54. Motion carried 4-0.
Correspondence was presented from Attorney Reynolds regarding the
Tower Site Lease Agreement, Valders Fire Dept. monthly report and
the Reedsville Betterment Club. A motion was made by Lorrigan and
seconded by Siebert to send a thank you note to the Reedsville Betterment Club for their 35 years of service. Motion carried 4-0.
Hills presented the First Responders report. A motion was made by
Campana and seconded by Reis to approve the First Responders Application from Chelsea Wyngaard. Motion carried 4-0.
Bubolz gave an update on the Valders Ambulance meeting.
Busse gave an update on the Storm project. Discussion on the sewer
rates was postponed until the next meeting.
An update was given on the meeting held with the Fire Fighters. A
discussion was held regarding a fireworks request. A motion was
made by Siebert and seconded by Lorrigan to approve the request as
presented. Motion carried 4-0. Krahn will obtain samples of fireworks
application/permits. A motion was made by Lorrigan and seconded
by Siebert to approve the pay request for hoses and miscellaneous
equipment for the Fire Dept. in the amount of $1,561.50 from Jefferson Fire & Safety Inc. Motion carried 4-0.
A motion was made by Reis and seconded by Campana to renew the
USDA & CWF Debt Service Certificate of Deposits for 6 months at
Denmark State Bank. Motion carried 4-0.
A motion was made by Campana and seconded by Reis to approve
the Liquor License Application from the Reedsville Fire Fighters.
Motion carried 4-0. A motion was made by Lorrigan and seconded by
Reis to approve the Operator License Application from Danyl Haas.
Motion carried 4-0.
An update was given on the Manitowoc Street Bridge and 5th Street
projects. A motion was made by Reis and seconded by Campana to
approve the 2015 Contract with MCO in the amount of $115,510.
Motion carried 4-0. A motion was made by Siebert and seconded by
Reis to approve the 2015 Law Enforcement Agreement with the City
of Brillion in the amount of $26,500. Motion carried 4-0. The Assessor will be contacted regarding the assessment of GK Court. A motion was made by Siebert and seconded by Lorrigan to approve the
Fire Dept. 2015 budget in the amount of $136,000. Motion carried 40.
Correspondence was presented from Ayres Associates recommending
we award the contract to Feaker & Sons Co. Inc. for the Deerview
Drive Extension Project with the base bid being $782, 197.05. A motion was made by Campana and seconded by Reis to award the contract as recommended by Ayres Associates. Motion carried 4-0. Following a discussion a motion was made by Siebert and seconded by
Lorrigan to remove the installation of sidewalks from the project.

The next regular meeting will be held on Thursday October 2, 2014 at
6:30 PM. A motion was made by Reis and seconded by Siebert to
adjourn the meeting. Motion carried 4-0. Meeting adjourned at 10:05
