”Frihamnen är strategiskt viktig för innerstaden att växa
över älven och för att knyta ihop Kvillestaden,
Backaplan, Lindholmen och Ringön. Området ska vara
en knutpunkt med ett innehåll av arbetsplatser, socialt
blandat boende och god kollektivtrafik. Här ska vi bygga
tätt och stadsmässigt blandat. Kvillebäcken ska ledas
genom Frihamnen i ett grönt stråk. Inga godsfärjor ska
tillåtas här. Området ska kopplas till den historiska
stadskärnan genom en ny gång- och cykelbro mellan
Frihamnen och Östra Hamngatans och Avenyns
förlängning.”
