within one week from the publication of this notification. The chiefs are also informed to bring voters'
lists of their respective villages along with them for
necessary clarification.
No water supply facility and other benefits under
sanitary programme, Government of India, would not
be extended to villages whose chiefs fail to meet the
officials within one week from the publication of this
notice.

Rights body condemns politico-militant ‘nexus’ Manjhi says he'll quit; Nitish’s bother grows
SHILLONG, Nov 7
In the wake of police's
chargesheet against Meghalaya
social welfare and veterinary
and animal husbandry minister
Deborah Marak for her links
with rebel outfit, Garo National
Liberation Army (GNLA), to
win the last assembly election,
Meghalaya People's Human
Rights Council (MPHRC) has
called for a 'credible and
impartial' investigation into the
'nexus', which it called a human
rights violation.
"The alleged conspiracy
between politicians and militants to influence voters in the
electoral process amounts to a
clear violation of the rights of
citizens. The allegations show
the last assembly elections
were never conducted in a fair
and genuine manner," said
Dino DG Dympep, chairman
of the MPHRC here.
Besides Deborah, who is
also the working president of
Meghalaya Pradesh Congress
Committee (MPCC) and a
former deputy chief minister,
Youth Congress functionary
Tennydard Marak has also
been charge-sheeted in connection with the case, which
was based on an FIR filed by
the defeated Independent candidate for the Williamnagar
seat, Jonathon Sangma, last
year.
Police had filed chargesheets in the court of the chief
judicial
magistrate,
Williamnagar, East Garo Hills
district, on Monday against
the social welfare minister
and Tennydard for allegedly
taking the help of GNLA to
intimidate voters.
Sections 120B (criminal
conspiracy), 171F (using undue
influence
during
elections) and 506 (criminal
intimidation) have been invoked by police.
CM Mukul Sangma said
the State Government would
'not shield anybody' and the
'law would take its own
course'.
East Garo Hills SP Davies
NR Marak said, "According
to Section 41(A) of the latest
CrPC Amendment Act, 2009,
brought into force in 2010, a
person need not be arrested
for offences where the punishment is less than seven
years. In this particular case,
all sections fall under that
category."
Jitan Ram Manjhi created fresh flutter saying he was chief
minister for "only a few days".

On a day JD(U) strongman
Nitish Kumar plotted revival of
the 'Janata Parivar' at
Samajwadi Party chief
Mulayam Singh Yadav's Delhi
home over lunch on Thursday,
his controversy-prone nominee
Jitan Ram Manjhi created fresh
flutter saying he was chief
minister for "only a few days".
All this as the BJP demanded
Manjhi's resignation for
violating rules by appointing
his son-in-law as a close aide.
Following an outcry over
Devendra Kumar serving as
Manjhi's personal assistant,
the CM was forced to remove
him on Wednesday night.
This wasn't the first time
Manjhi had embarrassed
Kumar, who placed him on
the CM's chair in May this
year fearing a coup after the
Lok Sabha drubbing. The reasoning also was the BJP
wouldn't try to dislodge a
Mahadalit CM.
However, with Manjhi
saying he is CM for just a
few days, Kumar is again in
a fix. His attempt to make
Mahadalit the CM now seems
to have backfired, as he is
stuck with him because removing Manjhi will open him
to accusation of being power
hungry, with the BJP gleefully dismissing his professed
love for Dalits as a hoax.
When media asked Bihar
JD(U) chief Bashistha Narain
Singh who was going to replace Manjhi if he indeed quit,
Singh said he wasn't aware of
the context in which Manjhi
had made the comment. But,
another JD(U) functionary
sarcastically said, "The CM
has talked in terms of days,
not hours!"
While the initial assessment was Kumar had played
his cards well by appointing a
Musahar - the most "backward" among Dalits - CM to
send a positive message to the
community, it does appear
with the benefit of hindsight
that the JD(U) bigwig was
just delaying the inevitable
before next year's assembly
elections.
The grapevine is buzzing
with Kumar-Manjhi differences and that the two haven't
spoken to each other for a
long time. Kumar has ignored
Manjhi while calling JD(U)
ministers and office-bearers to
meetings at his residence. Not
surprisingly, senior ministers
close to Kumar brush aside
Manjhi as inconsequential.
Nonetheless, JD(U) seniors are apprehensive of the
consequences of removing
Manjhi before 2015 polls.
"The party will lose support
of Mahadalits in a big way,"
said a senior minister, adding
that he hoped Kumar would
be able to hammer out a
workable transfer-of-power

Sovan Chatterjee to be TMC's mayoral
candidate for the KMC elections, 2015

It's no longer a guessing game.
Trinamool Congress chief
Mamata
Banerjee
on
Wednesday put her seal on
Sovan Chatterjee as the
mayoral candidate for the
Kolkata
Municipal
Corporation
elections
scheduled in May, next year.
The
CM
announced
Chatterjee's name as the party's
mayoral candidate at a workers'
meet at Pailan in south 24
Parganas district. At the same
time, the Trinamool Congress
chief made it clear that there was
no possibility of pre-poning the
civic elections scheduled in
May 2015. "We don't have to
prepone the KMC elections.
We will hold the civic elections
on time. There are lot of works
which we need to do before the
elections. And we will have
Sovan as the mayor for the next
civic board," Banerjee said at
the workers' meet on
Wednesday.
This sounded strange to
some Trinamool Congress
leaders who felt that it was
quite unusual for a CM and
the party chief to choose the
workers' meet platform for
announcement of the name of
Kolkata's mayoral candidate.
"Going by the trend, it is too
early to announce the name of
mayoral candidate for an elections scheduled six months
later. Going by the speech of
the CM, it is also clear that
she does not want an early
elections, then why is such
hurry in naming the mayoral
candidate," asked a Trinamool
Congress MLA.
However, a section of
Trinamool Congress leaders
are not surprised at the CM's
announcement. Some of them
reasoned that it was a calculated move on Banerjee's part
to shut the mouth of a section
of party leaders who had become vocal in bringing a
change in the mayoral candi-
date given a 'poor performance' of the present civic
board in upgrading majority
of the essential civic services.
Besides, the CM had to silence a section of media who
had been publishing the news
about internal feud arising out
of selecting a suitable mayoral candidate for the civic
elections. A section of
Trinamool Congress leaders
wanted Subrata Mukherjee as
the mayoral candidate to take
on the BJP which has been
growing steadily in Kolkata.
Some had even expressed
their choice in favour of Sashi
Panja in case Mukherjee refused to be in the fray.
Present incumbent Sovan
Chatterjee, however, was
elated at the CM's announcement. "She has been my
mentor throughout my political career. It was didi who
encouraged me to contest
civic polls way back in 1985.
The Trinamool Congress run
KMC board could not have
performed well had the CM
not extended the fullest support to me in past four and
half years. Now I will abide
by my party chief's instructions,"
Chatterjee
told
mediapersons on Wednesday.
350 days in jail, Kunal keeps paying to party fund
KOLKATA,

Suspended
Trinamool
Congress MP Kunal Ghosh
may have attacked almost
everyone, including party
supremo Mamata Banerjee, for
their alleged involvement with
the multi-crore Saradha scam
but is yet to severe his ties with
Trinamool Congress complete-
ly. For over a year now - for
most part spend in jail - Ghosh
hasn't stopped paying Rs
10,000 monthly to the party
fund, like all other Trinamool
MPs.
Showcaused in September
12, suspended in Sep 28 and
arrested in November 11 in
2013, the amount Ghosh has
since paid to Trinamool has
now exceeded five-digits.
TC MP and senior lawyer
Kalyan Banerjee took to legalities to explain the obvious
embarrassment. "He has been
suspended and not expelled.
And anyway he could have
just left an instruction to his
bank to stop debiting the
amount," Banerjee said. According to party sources, all
Trinamool MPs pay Rs
10,000 per month to the party
fund. To avoid delay, sources
added, most leave instructions
to their bank that the amount
be debited on a monthly interval. A few pay in cash too. In
this case it appears, sources
hinted, that Kunal didn't revoke the bank instructions.
The Bank account is in the
Parliament Street branch - in
the same branch Trinamool
too maintains an account. Mps
usually earn Rs 50,000 per
month apart from other entitlements but together with the
allowance the figure reaches
close to lakh, sources
claimed. For Kunal, however,
it is different. He gets around
Rs 48,000 for not attending
the parliament, sources said.
For a party keen to forget
him, it appears surprising that
it had chosen to remain mum
on Kunal's ongoing contribution to the party fund.
Something which Trinamool
chose to ignore.
Teacher arrested on charges
of sexual abuse in Mizoram
AIZAWL, Nov 7: A primary school teacher has been arrested on
charges of sexually abusing 32 students in Champhai district of
Mizoram, a police officer said on Friday.
Lalhmingmawia (30), a teacher at the Primary School in
Saichal village of Champhai district, was arrested by police
yesterday and was brought to Champhai where he will be
produced before a local district court later in the day.
Champhai Superintendent of Police John Laldina said
Lalhmingmawia was arrested after parents of two students
lodged an FIR in nearby Ngopa police station.
He said it was later learnt that 30 other students were also
victims of sexual abuse by the teacher.
Laldina said investigations revealed that the teacher molested the girls aged between 8 and 12 years over the past three
years.
The accused was appointed as the teacher of the Primary
School by the village council in 2012.
The victims earlier did not speak up out of fear as he had
threatened the girls with dire consequences, the SP added.
19,000 detonators seized
AIZAWL, Nov 7: Nineteen thousand detonators have been
seized from a vehicle at Mizoram-Myanmar border trade centre
Zokhawthar, the police said on Friday.
The detonators were seized from a cab driven by Kaphnuna
(23) of Zokhawthar village yesterday, the police said.
Kaphnuna and his suspected accomplice Rochhingpuia (35)
were arrested in this connection.
