shamed teacher Tyrone Mark,
kept a sex dossier on students
and gave a girl condoms, was never
investigated –– with the Hampshire and Dorset forces now arguing over whose job it was.
Mark, who taught geography at
The Arnewood School in New Milton
for more than a decade, was caught
out in late 2012 and his offending was
found to be so bad a panel banned
him from teaching for life.
Although he never faced criminal
charges, parents were assured that
the matter had been fully investigated by police. However, it has now
been revealed that this was untrue
following Freedom of Information
requests to both Hampshire and
Dorset forces by Ashley resident
John Caine, whose son Jonathan is
an ex-Arnewood pupil and was
taught by Mark.
When Mark’s behaviour came to
light in 2012 Arnewood promptly
notified Hampshire County Council,
and HCC then informed the
Hampshire and Dorset forces. But
police told the county they had no record or knowledge of any allegations
of criminal behaviour, and passed
the matter back.
HCC subsequently advised
Arnewood it could proceed with an
internal investigation, and the

wrote to parents informing them of
this.
However, neither police force
investigated the matter.
Mr Caine branded the situation a
“farce” and called for an investigation
to take place into the disgraced
teacher, adding: “Will the correct

Councillors signed a deal with
Navitus Bay Development Limited
(NBDL) to give permission for the
cable route to go through Dudley Avenue recreation ground, and Golden
Hill Woods in Ashley Lane which is
designated as a Site of Importance for
Nature Conservation.
In return the authority received
£14,461.60 up front, which included a
bonus for making a quick decision.
The agreement was made around 18
months ago, the latest parish council
meeting heard.
The proposed 40m-wide cable
route would begin at Barton Cliffs
and go through Hordle, Tiptoe,
Hinton, Bockhampton and Avon
Tyrrell to an existing electrical
substation near West Moors.
Since submitting its application to
the Planning Inspectorate, NBDL
has indicated it no longer requires
use of the site at Dudley Avenue.
However, Golden Hill Woods
would still be required, and if the
£3bn project is approved by the Secretary of State Hordle could receive
around another £20,000.
Parish council chairman Coun.
David Ironside said trees would be
protected as the developers had
planned to sink a shaft and tunnel
under Golden Hill.
He told the meeting: “In agreeing
to allowing in theory Navitus to run
their cables across our land, Navitus
has paid us a sum of money up front.
Part of that was for giving them a fast
response, the other was the first step
along the way.
“If the development goes ahead the
council has got some more income to
come in from that project.”
Government inspectors examining
the application are scheduled to visit
Golden Hill and meet councillors on
Wednesday December 3rd.
On the same day they will also be

Keyhaven, Milford and Hurst Castle.
A spokesperson for NBDL said:
“Details of any compensation payments are commercially confidential. We have always gone above and
beyond our statutory responsibilities to consult with local residents
and landowners about the project,
including the proposed cable route.”

Arnewood said it was advised by
the county council that Hampshire
Police had written to it saying the
school could deal with the matter
itself and notify the Disclosure and
Barring Service (DBS) — a body
which does checks and monitors
whether people are suitable to work
with children and vulnerable people.
In a meeting with headteacher
Chris Hummerstone in February
2013, Mark admitted giving the pupil
a key to his house, bottles of alcohol
and a packet of condoms, and the
school subsequently fired him.
The case was referred to the
D e pa r t me n t fo r E duc a t i o n ’ s
National College for Teaching and
Leadership (NCTL).
Several months later, before the
NCTL held a hearing, a file was found
at Mark’s home in Dorset, which
contained pictures he had secretly
collected for 10 years of former and
current pupils with sexually explicit
comments alongside.
He had stored them with
newspaper cuttings advertising
adult services and massage parlours
in folders he labelled “Leisure
Documents (Scrap Sheets)” and
“Leisure Folder #2".
Arnewood said when the file was
discovered it passed this information on to the NCTL and advised the
county council of its content.
The NCTL panel was told Mark
had taken the girl to Bath without
her parents’ knowledge and he was
said to have “deliberately and
persistently” increased his presence
in her life to make her become
“dependent on him rather than her
parents”.
Mark’s behaviour amounted to an
“abuse of trust against pupils and
former pupils” and was “sexually
motivated in relation to all matters”,
the NCTL said, and banned him from
the teaching profession for life.

hotels is closing in the New Year
it was sold to an unnamed
buyer who plans to redevelop the
site.
The three-star Lyndhurst Park
Hotel opposite Bolton’s Bench,
which has 59 en-suite bedrooms and
five conference suites that are also
used for weddings, was bought by St
James’ Hotel Group in March after
the collapse of previous owners
Forestdale.
However, it was confirmed this
week that the hotel, which employs
13 full-time staff and eight casual
workers, was to close after failing to
make a profit.
A statement from St James’ Hotel
Group’s managing director Nicholas
Crawley said an offer to purchase the
hotel had been accepted and the
four-acre site would be redeveloped .
Mr Crawley said: “Unfortunately,
the hotel has continued to lose
money this year. It is an old building
in a poor state of repair which would
require huge amounts of further investment to bring it up-to-date and
give it a viable future as a hotel.
“We have therefore accepted an
offer for the purchase of the site,
which is likely to result in the total

The 56-year-old solo yachtsman
was found clinging to a rope from the
back of his vessel, which was going
round in circles near The Run at the
entrance to Christchurch Harbour
on Friday evening in last week.
He was saved by the bravery and
quick-thinking of Pete Dadds (41)
and Matthew Wiles (21), who are
both Mudeford RNLI crewmen and
were on nearby fishing boat Déjà Vu
at the time.
The skipper of the 21ft yacht had
been trying to cross the bar at the
entrance to the harbour, when his
boat rolled so violently that he was
thrown into the water. He had no life
jacket, radio or kill cord.
Seeing the circling boat, the
fishermen rushed to the sailor’s aid
and Mr Dadds rammed the yacht
with the fishing vessel as the man
was about to go under his boat
towards the propeller.

HE Conservative leader of
Dorset County Council has
temporarily stepped aside after
he was charged with failing to
declare interests in two housing
companies.
Spencer Flower (72), from
Verwood, is being prosecuted under
section 31 and 34 of the Localism
Act — the first such case since the
legislation came into force in 2012.
The Crown Prosecution Service
alleges that while Coun. Flower was
leader of East Dorset District
Council, he failed to declare his
interest in Zebra Property Solutions
Ltd (ZPSL) of which he was a
non-executive director. He is also
accused of failing to declare that
same interest to Dorset County
Council.
The third allegation relates to a
meeting of Dorset County Council
on February 25th 2013, at which its
core strategy for the provision of
social housing was discussed.
It is said Coun. Flower failed to
disclose his interest in Synergy
Housing Ltd (SHL), of which he was
also a non-executive director. He
allegedly participated in and voted
at this meeting.
He will appear at Bournemouth
Magistrates’ Court on December 2nd.

N elderly woman whose body was

found in her Hythe home along
her seriously ill husband died
from hypothermia, it has been revealed.
Eighty-two-year-old Joyce Reade
was discovered in her property in
Deerleap Close after police were called
amid concerns for the couple’s welfare
around 9pm on Wednesday in last
week.
Paramedics confirmed Mrs Reade
as dead, while her husband Peter (83)
was taken by ambulance to Southampton General Hospital with a
life-threatening condition.
An opened and adjourned inquest
at Winchester Coroner’s Court was
told a post-mortem examination
established hypothermia caused Mrs
Reade’s death. A full hearing is expected to take place on January 21st
2015.
A police presence was maintained
outside the house until Friday in last
week as officers carried out an
investigation. However, following the
post-mortem examination, the force
confirmed the matter was not being
treated as suspicious.
No further details about Mr Reade’s
condition were available when the
‘A&T’ went to press.
The couple had been members of
Hythe & District Club, but mobility
problems reportedly prevented them
from attending over the past two
years.
A club spokesman said: “Peter was a
nice, sociable sort of chap with his own
circle of friends. He loved taking part
in the Wednesday night quiz, which he
often won.
“His wife was a lovely lady — one of
the best.”

Coun. Mark Rolle, told the ‘A&T’: “It
will be a lost amenity but I’m more
worried about what else will go
there.
“We are all a little bit shocked —
there was a lot of speculation at the
start of the year about the future of
the hotel and then it looked as if
there was going to be a major investment and we thought ‘great’, as it
needed a massive injection of cash.
“Now it’s the unknown — we have
to rely on the New Forest National
Park Authority and New Forest
District Council to ensure any planning proposals are in keeping with
the area, because of its prominent
position.”
Kim Waller and Gareth Gammon,
who had booked the hotel for their
wedding reception in July, told the
‘A&T’ they were devastated by the
news.
Kim said: “We had a phone call to
tell us and we were both devastated
because inside was beautiful, the
staff were lovely and they helped us
plan our wedding reception perfectly.
“The downfall now is finding
another venue. Gareth rang 12 hotels
and for our date many were booked
already. A couple of hotels wanted to

“We have already informed all staff
that their current positions will
cease to exist and we are working
with them to find alternative roles
within the group where possible.
“The hotel benefits from a loyal
staff and we will do all we can to
support them in their search for
alternative employment, although
we can’t rule out the possibility of
some redundancies.”
Mr Crawley added: “In terms of
future bookings, we have now
contacted all customers affected by
the decision and we are liaising with
them to move their events to other
hotels within the St James’s Hotel
Gr o u p i n n e a r by Bu r l e y a n d
Winchester in the hope of causing
customers as little disruption as
possible.
“While it is sad to see the demise of
this landmark hotel, it enjoys a
prominent location at the entrance
to the New Forest and we believe
that the redevelopment of the site
will bring major benefits to the
town.”

any offences alleged to have happened
within the Hampshire area.
“If any allegations of potentially
criminal behaviour are reported to
Hampshire Constabulary, these will

Asked about the case, a spokesperson added: “As to the ownership
of the investigation the school is in
Hampshire but the suspect and the
victim both lived in Dorset at the
time and in terms of the allegations
of offences occurring outside of
school time they would have been in
Dorset. That’s my understanding.”
Hampshire Police added: “It has
never been a Hampshire investigation. The information we have is that
Dorset Police did investigate. It was
investigated by a DS Gavin Dudfield
and the investigation was closed on
December 31st 2012.”
But a Dorset Police spokeswoman
said she had spoken with DS

“Our knowledge of the detail of
what happened in response to this

that this was dealt with by the school
and Hampshire County Council
staff, since the local authority has
primacy in welfare and education
issues related to children and young
persons. The information that we
received originated from HCC.”
In a statement, Arnewood told the
‘A&T’: “The school followed the
correct safeguarding procedure,
followed advice and acted appropriately throughout the process which
ultimately led to the teacher being
barred from teaching for life.”
A Hampshire County Council
spokesperson said: “The Arnewood
School, which is managed by an
academy sponsor, notified Hampshire County Council of an incident
in December 2012 and sought
safeguarding advice from us.
“After following due procedures,
which included contacting the
police, who confirmed no criminal
offences were recorded, the school
was advised by the county council
that it could proceed with an
internal investigation.
“The county council was kept
informed of the progress of the
school’s investigation from a safeguarding perspective and is satisfied
that the school acted appropriately.”
Pressed on which forces the
county council had contacted about
Mark, the HCC spokeswoman
added: “This is a reference to both
Hampshire Constabulary and
Dorset Constabulary.”
After the NCTL ruling Arnewood
had put out a joint statement from
its headteacher Chris Hummerstone
and chairman of governors Elizabeth
Cook, which said: “We would like to
reassure parents that the police investigated these matters and found
no criminal activity had taken place.”

Mr Wiles then jumped onto the
yacht to stop the engine while Mr
Dadds grabbed hold of the sailor,
who was struggling to stay conscious
and afloat.
The fishing vessel started drifting
into the breaking seas, which made it
impossible to pull the sailor on
board, so Mr Dadds, who has been a
Mudeford RNLI volunteer for 23
years, radioed for help.
Mudeford RNLI was on the scene
within minutes and transferred two
crew members onto the fishing vessel to help get the sailor on board.
A spokeswoman for Mudeford
lifeboat said: “Luckily, with Pete
being the helm of a lifeboat he knew
what to do.
“They were pretty much in the
right place at the right time. Had
they not been there the lifeboat
would not have been able to get
there in time and, with the propeller
going round like it was, the sailor
would have been relying on someone
looking down on him to have made
it.”
The fishing vessel headed back to
a waiting ambulance at Mudeford
Quay, where the yachtsman was
treated for hypothermia. He is
understood to have made a full
recovery.
In the meantime, the lifeboat
retrieved the yacht and towed it

vowed to clear his name.
“I am naturally very disappointed
that after an eight-month investigation the police and the CPS were
unable to make the appropriate
decision and clear me from any
wrongdoing,” he said.
“During a very long interview with
the police back in August I was
offered no material evidence of any
wrongdoing on my part. I have
always been scrupulous in my
c o mpl i a n c e wi t h t h e v a r i o u s
versions of the adopted members’
code of conduct since I became a
councillor back in May 1999.
“I entered public service to make a
difference and will continue to
dedicate my life to that aim because I
am genuinely seeking to improve the
lives of fellow residents. In my experience British politics at local level is
very clean, regardless of which
political party people belong to, and
the very idea that I could be guilty of
any wrongdoing is massively insulting and could not be further from the
truth."
He continued: “In this country we
are all innocent until proven otherwise. I remain committed to my public service duties and want to put the
interests of the people of Dorset first,
so that we in Dorset County Council
can get on with the difficult job of
dealing with service transformation
at a time of unprecedented budget
reduction.
“I will of course be vigorous in my
pursuit to clear my name fully and
recognise I can’t fulfil my duties as

Kim added: “I must add though the

a few of the staff looking down made
us realise it’s just as sad for them.”
St James’s Hotel Group has
unconditionally exchanged contracts
with the purchaser and completion is
expected early next year.
A spokesperson for the NPA,
which will decide on any future
planning application for the site,
told the ‘A&T’: “We’ve not yet seen
any detailed proposals to replace the
hotel which is at a prominent gateway site into Lyndhurst, opposite
the iconic Bolton’s Bench.
“Any development should consider
the views of the local community and
be of a high standard of design and
layout, and we’d want to see some
hotel or tourist accommodation use
retained. We’d welcome discussions
with any developer to achieve a
proposal beneficial to Lyndhurst.”
David Danby, chairman of the New
Forest Tourism Association, told the
‘A&T’: “It is always sad when any accommodation provider closes in the
New Forest — particularly one that
has served the community and its
visitors for many many years.
“I am sure that there are some
members of staff who have worked in
the Lyndhurst Park Hotel for a considerable length of time — and now,
not long before Christmas, they find
t h e m s e l v e s o u t o f wo r k . O u r
thoughts go out to them.
“We will just have to wait to see
what happens to the site. We naturally hope that a new hotel is part of
the redevelopment plan.”
