The Central executive Council of the Association in its meeting held at New Delhi on 17ft November
2014, in terms of Resolution passed by CEC members and election notification no ASTO/CWCElection-20l4 dated 17ft November 2014 by General Secretary, ASTO-CWC, decidpd to have the
Elections for the term 2015-17 between 1st December 2014 to l't March 2015 so that t$e new body is
formed by 15e March 2015. Accordingly CWC was authorized to frarne the schsr{ul*f elections and
guidelines as per the constitutional provisions and related deliberations of CEC. In exercise of such
powers foisted by the CEC, the present election notification is being issued.

Election schedule: Operative from I't December 2Al4to 1s March 2015 for local unit.

President and in his absence Secretary of the respective units may decide the schedule of
elections and nomination of the Retuming officer under intimation to the President /General
Secretary ASTO-CWC.
While scheduling for unit level elections membership and participation opportunities to the
executives of respective work centers have to be ensured.
In case of any doubVdispute(s), the matter has to be dealt within the provisions and by-laws of
the ASTO constitution and the matter may be taken up with the PresidentlGeneral Secretary,
ASTO-CWC for any clarification and guidance required.
Eligibility for Membership of ASTO & Casting Vote

All executives who are in the employment of ONGC andwho
have become member of ASTO
( date to be decided by respective unit depending upon election schedule of unit) and who
are in the electoral role generated for conduct of fresh election of ASTO are eligible to cast
their votes.

Guidelines:
(a) The members of elected ASTO representative and membership of CEC for each unit should
be as per ASTO constitution depending on membership strength.
(b) Local ASTO unit, elected President o,r Secretary is to nominate respective Retuming Officer
to conduct the election. In case of any dispute CWC shall decide the matter.
(c) For all those units where elected President and Secretary are transferred out , the CWC will
nominate the Returning Officer after consulting ASTO Executives like Vice President, Joint
Secretary Treasurer (if available) and local Head regional Office/In charge IIR-ER.
(d) All members of ASTO who are on the rolls of respective work canter are entitled for
contesting election. No cognizance to be given to any undertaking taken by ONGC
Management from officers for their retention of transfer. Any interference of the
Management in conflict with ttre constitutional provisions in any form in the process shall
be unconstitutional.
(e) The officers who are contemplating to contest election and are under transfer or their
transfer deferred for a particular period are entitledleligible to contest election, but they are
liable for relieving on transfer by Management and will not Qe protected for entire AST0
tenure vide circularNo. 21{45)193-IR dated 23.04.1993. \
(0 The detailed election notification along with schedule, gui$lines shall be issued by
respective returning officer of the unit under intimation to.&glresident lGeneral Secretary
ASTO-CWC.
