Highlights of ASTO CEC meeting held on 12.05.2015:
Minister of State (Independent Charge), Petroleum & Natural Gas, Mr. Dharmendra Pradhan
inaugurated the 1st CEC meeting of ASTO in the morning on 12th May.
He said that ASTO is not to be seen as a bridge between the oil major’s officers and the management.
“One should strengthen each other for best results for the organization, which is key to the national
economy.
Mutual
faith
is
required
for
organizational
progress.”
In the backdrop of ONGC being synonymous with national energy security, the Minister said that
ONGC should go all out for more reserves and production. He further emphasised and urged the
ONGC Management to groom the youngsters to take on responsibility.
Mr. Pradhan asked ASTO to motivate the manpower, keeping in view the national importance of
ONGC.
Mr. Pradhan agreed with the submission of CWC President that ONGC being an upstream company
should
not
be
treated
at
par
with
downstream
companies.
Further, ASTO CWC President raised the issue of 50% DA merger in his address before the Minister.
Update on welfare issues taken up with ONGC EC in the evening on 12th May 2015:
1. 1/3rd Commutation in pension on retirement: CMD agreed that it is a valid demand and DPE circular
in this regard will be re-examined. Collectively all PSU’s will take up with DPE.
2. Interest on employer's contribution in pension: Management agreed to take up the issue in EC.
3. Issue of up-graded employees: CMD agreed that demand is reasonable and will be favourably
resolved at the earliest.
4. 40% PRP of 2012-13: CMD requested Director (HR) to follow up with administrative ministry on day to
day basis.
5. Long service reward scheme: Issue to be taken up separately by Management and ASTO with
ministry.
6. Introduction of New pension scheme: CMD agreed that scheme gives more returns than PRBS and
needs to be examined. Tax benefit will also be seen.
7. CSSS amount revision: Accrual evaluation to be done by the Trust. Then if contribution needs to be
enhanced it will be done.
8. Review of depreciation rates on white goods: Management agreed to examine latest government
circular.
9. One grace mark for field going personal to be implemented soon.
10. Medical facilities to parents of retired employees to be implemented soon.
11. Timely transfers: CMD agreed to work on this issue.
12. Medical facilities for dependant’s parents for both Husband & wife working in ONGC: CMD
agreed to examine the issue in line with policies & practices being followed in other PSUs.
