New Notary Disclosure Requirement Begins January 2015!
!
Effective January 1, 2015, pursuant to Senate Bill 1050, the San Diego County Assessor/Recorder/County Clerk’s Office will require the Notary Consumer
Disclosure. This bill requires a legible notice at the top of the certificate of acknowledgment in an enclosed box, stating that the acknowledgment, proof of
execution, or jurat, verifies only the identity of the individual who signed the document to which the acknowledgment, proof of execution, or jurat is attached,
and not the truthfulness, accuracy, or validity of the document.
A notary public or other officer completing this certificate verifies only the identity of the
individual who signed the document to which this
certificate is attached, and not the truthfulness,
accuracy, or validity of that document.
Documents where the person appeared before a notary or other officer on or after January 1, 2015 must have this disclosure or will be rejected. Documents
acknowledged before January 1, 2015 will be accepted for recording and must meet current applicable statue.!
This requirement has been made in accordance with the legislative amendment to Sections 1189 and 1195 of the Civil Code, and to amend Section 8202 of the
Government Code, relating to notaries public.!

•Proficiency with AutoCAD Civil 3D and other related office software and survey practices is required. Position will require the preparation of Records of
Survey, Corner Records, Parcel Maps, ALTA Surveys, Certificates of Compliance, Topographic Maps, FEMA Elevation Certificates, Legal Descriptions and all
other types of survey drawings and documents using company CAD standards, templates and blocks.!
•Proficiency with GPS and robotic systems as well as survey field software utilized in construction staking including slope staking, grade staking and general
layout.!
•Familiarity with general rules of procedures and practices requirements, primarily in the state of California.!
•Ability to research record maps, deeds, title reports, easement documents, ROW plans & other records to gain information necessary to prepare field surveys.!
•Strong communication skills.!
•Must have a clean DMV record and be willing to travel within Southern California.!
•California Registered Professional Land Surveyor required.!

Nov. 4th, 2014. I attended a meeting at the The San Diego County Recorders’ office
with our CLSA Chapter County Recorder’s Committee and about 25 others, including
mapping staff from various agencies. At the meeting the new recording system was
demonstrated and questions were answered.!
The system is to be is implemented on December 15, 2014. Most of the changes are to
occur “behind the scenes” and will not be noticeable to us, but there are several
changes affecting customers:!
• Scanning for recorded documents will be done at the counter for walk-in
documents. Scanning must be done before the document can be recorded.
Conformed copies will no longer be available, and the service will be replaced by
selling the 1st page of the recorded document which contains a recording label for
$2.00. The scanned copy is labeled electronically.!
• Recording numbers for maps will have a dedicated numbering series with a number
such as 2014-7XXXXXX. This will increment consecutively each year and begin
again in a new year. This is the recording number only, not the map number.!
• Final Maps, Parcel Maps, and Records of Survey will continue to have the same
map numbering system as we have today. !

Student stipend policy
The Stipend program’s goals are to: provide funding for local
students taking college level survey related classes. The stipend
will be limited to one survey class per student per semester. The
class must have been completed within the last 6 months.
Applicants must be current members of the San Diego Chapter
of CLSA at the time the class was taken.!
Licensed Land Surveyors are eligible.!

Legislative Report-Anne!
Meeting was Oct 3rd in Oakland.!
SB 1467 was approved 17 SEP 14!
Business and Professions Code was amended with a few significant items.!
6730.2 was added to the PE Act. It states “The designated person in responsible charge of professional civil engineering work of a department or agency with the
state, city and county, district, or special district pursuant to this section is responsible for compliance subdivisions(b) and (c) of Section 8771.!
8771 was cleaned up and organized. It added clarification to responsibilities by adding (d) The governmental agency performing or permitting construction or
maintenance work is responsible for ensuring that either the governmental agency or landowner performing the construction or maintenance work provides for
monument perpetuation required by this section.!
Assembly Bill 186 was approved 27 SEP 14. This is for military spouses and it requires an applicant seeking a temporary license to successfully pass the California
specific LS exam.!
If anyone has any drastic stories about an entity destroying monuments, please forward it to Mike Butcher. He needs the situation and the extra time and expense
associated with it. We need this info to back up proposed legislation.!
