Brasilia is the capital and the fourth largest city in Brazil with a population of 2,9 million. It is a
planned city designed by the famous architect Oscar Niemeyer. The city was constructed over a
period of 4 years at the end of the 1950s. 40 % of Brasília’s employed population works in the public
sector and the city has the highest GDP per capita in Brazil. UNESCO listed Brasilia as world heritage
in 1978. Crime level is generally considered to be low.
Vice president Michel Temer (born 23 September 1940) was elected VP in 2011. He is the leader of
the Brazilian Democratic Movement Party (PMDB). Temer has previously served for six consecutive
terms as Federal Deputy for the State of São Paulo in the Chamber of Deputies. Temer was a member
of the 1988 National Constituent Assembly, which promulgated the current Constitution of Brazil. He
has previously worked as a lawyer and a professor.
The National Confederation of Industry (CNI) (Confederação Nacional da Indústria) was founded in
1938 and is the main umbrella employers' union for industries in Brazil. CNI defends the interests of
domestic industry and works in conjunction with the executive, legislative and judicial branches, as
well as various entities and institutions in Brazil and abroad. CNI also supports research, innovation
and technological development of the industry. In addition, CNI organizes programs and supports
initiatives designed to promote the advancement and professional training of workers. CNI
represents 27 federations of industries and 1.250 employers unions, which are affiliated with nearly
700 thousand industries. They directly administer the Social Service for Industry (SESI), the National
Service of Industrial Education (Senai) and the Euvaldo Lodi Institute (IEL).
Science without Borders (SwB) is a large-scale nationwide scholarship program primarily funded by
the Brazilian federal government. The program seeks to strengthen and expand the initiatives of
science and technology, innovation and competitiveness through international mobility of
undergraduate and graduate students and researchers. The program is a joint effort of the Ministry
of Education (MEC) and the Ministry of Science and Technology (MCT) through their respective
funding agencies - CAPES and CNPq. Till now there has been 360 Brazilians studying in Norway
through the program. In July 2015, the Brazilian government announced the suspension of SwB until
further notice.

Rio de Janeiro state is one of the smallest states in Brazil, but has the second largest state economy
in Brazil, only surpassed by the state of Sao Paulo. It has 85% of the country’s oil production. Rio city
is the second largest city with an estimated population of around 10 million (2014). It is a city of
contrasts, with wealthy and poor neighborhoods, historic and modern buildings, side by side. In
2016, Rio de Janeiro will be the first city in South America to host the Summer Olympics. A favela
pacification program initiated in 2008, has improved the security situation drastically and the
homicide statistics have dropped dramatically, although still high in some areas. Rio de Janeiro is one
of the most visited cities in the southern hemisphere.
Norwegian investments in Brazil: By the end of 2013, the total value of Norwegian investments in
Brazil was USD 23.1 billion. In terms of investments, number of companies and employees, oil and
gas is by far the largest sector for Norwegian companies in Brazil. Brazil is the third largest market
internationally for the Norwegian oil supply and service industry, with revenues of approximately 26
billion NOK in 2014. Norwegian companies employed approximately 9000 people in Brazilian Oil &
Gas and Maritime industries in 2013. Norwegian companies are also investing heavily in other sectors
such as aluminum, agriculture, renewable energy and more recently also media. 82 % of Norwegian
companies established in Brazil are headquartered in Rio de Janeiro state.
Norwegian Seafood export to Brazil: Norwegian “klippfisk” or bacalhau in Portuguese, has been
exported to Brazil since 1842 and represents a substantial part of total Norwegian exports to Brazil (1
billion NOK per year). "Bacalhau da Noruega" is especially important for Christmas and Easter
celebrations and considered by many to be as Brazilian as soccer, samba and carnival. The Brazilian
market stands out as one of the more reliable and important markets for Norwegian codfish
throughout the years. However, the Norwegian market share has fallen from 80 % to 50 % in only a
few years, due to increased competition from other countries. The reduced market share is also a
consequence of Brazilians increased interest for less time-consuming foods. To meet this demand,
innovative Norwegian products have been developed for the Brazilian market.
Governor Luiz Fernando Pezão (born on 29 March 1955) serves his first term as governor of the state
of Rio de Janeiro. Before becoming Governor in 2014, he served as vice-governor from 2007 to 2014.
Pezão began his political career in 1982 after being elected Municipal Councilor in his hometown
Piraí in the interior of Rio de Janeiro state, where he also served as the city`s mayor for two periods
(1996-2000 and 2001-2004). He holds a Bachelor`s degree in Economics and Business Administration.
13
Mayor Eduardo Paes (born 14 November 1969) serves his second four-year term as the mayor of the
city of Rio de Janeiro. Paes was elected mayor for the first time in 2008 and was re-elected in 2012.
He holds a Law degree from PUC- Rio University. Mayor Paes was one of the leaders of Rio de
Janeiro`s campaign to host the 2016 Summer Olympics and Paralympics. Today, in partnership with
the State and Federal Governments, he is committed to ensuring that major international events
leave a comprehensive sustainable and inclusive legacy for the citizens of Rio de Janeiro.
CENPES: established in 1963, CENPES is among the world`s largest research and development centers
dedicated to energy research. It is located in Ilha do Fundão at the UFRJ (Universidade Federal do Rio
de Janeiro) technology park which is a science, technology and innovation development cluster
where a number of major companies such as Petrobras, Siemens and Halliburton have technology
and research centers. CENPES covers more than 300 000 square meters and 1 930 researchers
carrying out 862 R&D projects. Petrobras investments in research and development increased by
almost a factor of six in recent years, from 201 million USD in 2003 to 1,132 billion in 2013.
UFRJ is the largest federal university in Brazil with around 55 000 students and one of the country`s
centers of excellence in teaching and research. Several Norwegian higher education and research
institutions have long-standing cooperation with UFRJ and the companies housed at their technology
park.
The Norwegian maritime sector in Brazil: Most of the big Norwegian offshore shipping companies
have offices in Brazil and Norway owns approximately every fourth offshore vessel in Brazil.
Norwegian shipping companies attract other parts of the maritime “environment” in Brazil, such as
Kongsberg, Jotun and DNV GL. ABRAN (Associação Brasileira dos Armadores Noruegueses) was
established in Rio de Janeiro in 2013 to represent Norwegian maritime interests in Brazil. Currently,
the Norwegian maritime sector in Brazil is facing challenges time due to low oil prices and the
corruption scandal in Petrobras. Several Norwegian controlled vessels have left Brazil over the last
year, but Brazil continues to be the most important foreign market for the Norwegian maritime
offshore sector.
The VARD shipyard and DOF Subsea are located in Ilha do Conceição in Niteroi. DOF Subsea is a
provider of offshore vessels and subsea services to the Brazilian O&G industry. An advanced offshore
vessel is under construction in the Vard shipyard, with a great deal of Norwegian equipment and of
DNV GL “class”. DOF has recently been awarded new contracts in Brazil.
“Karanba Projeto de Futebol” is a social development project in São Gonçalo, one of Rio de Janeiro`s
largest low-income areas. Karanba was established by the professional football player Tommy Nilsen,
who is the organization’s manager. Karanba uses football as a tool to reach development and
education for disadvantaged children and youth from poor areas. In an area where organised football
is only for the few privileged, the initiative is unique in offering organised football for everybody who
wants to participate, on the requirement that they attend school. Karanba organizes activities for
around 700 boys and girls in the age group 6-20 years. Several Norwegian companies support the
Karanba project economically, including a range of shipping and maritime companies.
Dream Learn Work (DLW) was launched in Rio in 2006. Dof Subsea, DnV, Jotun and Vard are among
the founders. DLW is aiming to build a bridge between youth that come from disadvantaged areas
14
and the labor market, and in cooperation with Norwegian and Brazilian partner DLW offers youth
training and education within sector such as maritime and oil and gas in Brazil. Both DLW and
Karanba receive economic support from Norway through the Ministry of Foreign Affairs.
Jotun is a world-leading manufacturer of paint and coatings and the world´s biggest supplier of
marine coatings for ships. The company is present in 68 countries and their products are sold in 100
countries. The company has a consolidated position in the Brazilian market for paint, focusing mainly
on the maritime, offshore and industrial segments. Jotun started up production of its first coatings
factory in Brazil on July 2015, as the only Jotun factory in South America. It is located in Itaboraí,
52km outside Rio de Janeiro city. The Jotun Factory creates a significant amount of jobs and is a good
example of Norwegian companies investing in local content. Jotun also supports the social project
Karanba, whose base is 20 minutes away from the new factory.

Chartered flight to Belém
Norwegian-Brazilian seminar on biodiversity and climate change at the Goeldi Museum
Signing ceremony for an MoU on academic cooperation and exchange at the Governor’s
Palace, prior to dinner
Dinner hosted by the Governor of the State of Pará, Mr Simão Jatene
Belém is the capital and largest city of the state of Pará located in the northern part of Brazil. Belem
has a population of approx. 1.4 million and is the gateway to the Amazon river with a busy port,
airport, and bus station. The newer part of the city has modern buildings and skyscrapers. The
colonial part retains the charm of tree-filled squares, churches and traditional blue tiles. The crime
rates in Belém are quite high, particularly in the outskirts of the city.
Pará is the second biggest state in Brazil, it is located in the northern region and most of its territory
is covered by the amazon forest. Pará shares a border with the states of Amapá, Maranhão,
Tocantins, Mato Grosso, Amazonas and Roraima, as well as Guyana and Surinam. The economy is
based on mineral extraction (iron, bauxite, manganese, limestone, gold, tin), vegetable (wood),
agriculture, livestock, industry and tourism.
The Norwegian forest initiative has contributed approx. 1 billion USD to the Amazon Fund between
2008 -2015. Brazil’s figures for 2014 show reduced deforestation by nearly 75 percent compared to
the average annual deforestation in the period 1996 to 2005. About 30 percent of the world's
remaining rainforests are in Brazil. More than 25 million people live in the Brazilian Amazon, and
many depend on the forest for survival. Brazil launched the Amazon Fund in 2008, which is open for
contributions from governments, individuals and industry. Norway is the most important contributor
to the Fund. The Fund is managed by BNDES (The Brazilian Development Bank).
The Goeldi museum is a research institute under the Brazilian Ministry of Science, Technology and
Innovation (MCTI). It is the second oldest scientific institution in Brazil, and in 2016, it
commemorates its 150th anniversary. The museum is composed of three sections; the zoological and
botanical park located at the heart of the city, the research campus, and the Ferreira Penna science
station. The museums scientific collection are one of the main sources of information for studies on
biodiversity and human societies in the Amazon area.
The seminar on Climate Change and Biodiversity Research in the Amazon - New Knowledge and
New Horizons: is organized by The Biodiversity Research Consortium Brazil-Norway (BRC). The
consortium was established in 2013 and consists of Hydro, the University of Oslo, Museu Paraense
Emílio Goeldi, Universidade Federal do Pará (UFPA) and Universidade Federal Rural da Amazônia. The
Brazilian keynote speaker will be Professor Carlos Joly, botanist and ecologist at the University of
Campinas. His topic is Biodiversity in the Amazon. The Norwegian keynote speaker is Professor Frode
Stordal from Department of Geosciences the University of Oslo. The title of his presentation is Global
climate change and relations to the Amazon.
Governor Simão Jatene (Born 1 April 1949) was first elected as governor in 2002 and stayed one
term. He was elected again in 2010 and reelected in 2014. He was one of the founders of the
22
Brazilian Social Democratic Party (Partido da Social Democracia Brasileira, PSDB) in 1988. Jatene is an
economist and has previously worked as a university professor. Asides from politics, Jatene has been
a singer and one of the founders of one the most respected theater groups in Pará. He has also
participated in festivals and samba schools.
Memorandum of Understanding (MoU) between the state of Pará and Research Council of Norway
(RCN): The secretary of science and technology of the state of Pará and the RCN will sign an MoU
during the Crown Prince’s visit to Belem. The MoU primarily expresses an agreement to promote and
facilitate cooperation in the area of higher education and science. The MoU does not involve
financing of activities.

INPE - The National Institute for Space Research – (Instituto Nacional de Pesquisas Espaciais) is a
research institute under the Brazilian Ministry of Science and Technology. INPE is responsible for the
extensive and advanced satellite surveillance of the Amazon region. INPE monitors and registers
deforestation and other changes in the Amazon, and the data is considered highly reliable. Norway
depends on INPEs statistics for its yearly results-based payments to the Amazon Fund.
IBAMA -Brazilian Institute of Environment and Renewable Natural Resources- (Instituto Brasileiro
do Meio Ambiente e dos Recursos Naturais Renováveis) is a government agency responsible for the
execution, regulation, and control of environmental policies. IBAMA monitors natural resources such
as water, flora, fauna and soil. The institute has the authority to grant licenses to projects that may
pollute or harm the environment, as well as issue fines to those who brake the standards of
environmental preservation.
Instituto Peabiru is a Civil Society Organization of Public Interest (OSCIP), established in 1998 and
based in Belém. The organization’s seeks to address the socio-economic and environmental issues
related to the long-term sustainability of the Brazilian Amazon. They work with local communities
who depend on the Amazon to make a living, and encourage sustainable practices. Examples of
Peabiru’s work includes; wild bee keeping, community-based ecotourism, environmental
conservation, coastal ecosystem research, the impact of palm oil on family agriculture and the
impact of rice plantation in the Amazon.
Ilha do Combú is a natural reserve located on the bank of the Guamá river, with Belém on the
opposite bank of the river. The island is approximately 1500 hectares and has a population of approx.
200 families. Most of the families are what are called "Ribeirinhos" (river people) who live from
fishing and sustainable extraction from the nature.
