B6 THURSDAY, JULY 24, 2014 DIBBS, Hugh P., 83, passed peacefully on July 22, 2014. Hugh was the beloved husband of the late Ruth Dibbs (nee Nicholson). He is survived by his three children, Susan McGregor (Ken), Ian (Denyse) and Janet (Michael Laming); and seven grandchildren, Lauren, Rachel, Connor, Nicholas, Fiona, Gillian and Stephen. Hugh was born in Bishop Auckland, England. He earned a Ph.D. in chemistry from the University of London, where he met his future wife, Ruth, a Canadian graduate student studying at the London School of Economics. They were married in England and once he had completed a post-doctoral fellowship in Oxford, Hugh and Ruth emigrated to Canada. He spent his career with the federal government in Ottawa, working in the departments of Atomic Energy, Energy & Mines and Environment. Developing science-based air pollution standards were one of his key accomplishments. Hugh was an avid reader, soccer fan and lifelong learner. He and Ruth traveled extensively, enjoying European river cruises, trips to the UK and visiting their cherished grandchildren in Richmond, Va.
