York Garden Club Inc.
The York Garden Club meets monthly on the 1st Wednes‐
day of each month. The Garden Club also has 2‐3 bus trips a year. In September we visited Kings Park, which was a wonderful day out with so many flowers in bloom and the weather was perfect. The Garden Club has their mee ng at a diﬀerent garden each month. In October we visited the garden of Walter and Adelphe King. The morning was very informa ve with the members having an opportunity to ask gardening ques ons. Adelphe gave a very interes ng talk on the background of their garden and some of the interes ng plants they have and then we had a chance to wander around the garden. Come along and enjoy the morning, a chance to catch up with friends, make new friends, see some interes ng gardens and gather very informa ve gardening informa on while enjoying a cuppa. The Regional Wellbeing Survey’s mission is to support research that improves the wellbeing and quality of life of people living in rural and regional Australia. To achieve this, we need to hear the views of all people living in rural and regional Australia. Our 2014 survey is now open. Everyone aged 18 or over who takes part in the survey can enter the draw to win one of nine prizes worth a total of $7,000. to Northam

A Parliamentary inquiry into the Pa ent Assisted Travel Scheme (PATS) is heading to Northam next month as part its tour of regional WA to hold public hearings. Introduction to Juicing and Smoothies

The Standing Commi ee on Public Administra on started its review of PATS in February a er The Na onals WA called for an inquiry into the scheme’s responsiveness to the specialist medical needs of regional West Australians. Member for Central Wheatbelt Mia Davies MLA encouraged residents and pa ents aﬀected by the Royal es for Regions‐supported PATS to a end the public hearing at Northam Recrea on Centre on November 6. “People who have used PATS or been aﬀected by it in any way will have the opportunity to voice their concerns and provide oral evidence documen ng their experience of the scheme,” Ms Davies said. “The commi ee has already travelled to five WA Country Health Service regions collec ng evidence and a er Northam will hold similar public hearings in Bunbury, the last stop of its regional tour.” Albany, Kalgoorlie, Carnarvon, Port Hedland and Broome were also loca ons for public hearings. Ms Davies said evidence collected from the tour would help the commi ee report on the inquiry’s terms of reference in an endeavour to make specialist medical care more accessible to those living in the regions. “They include inves ga ng the level of funding applied to transport and accommoda on subsidies, eligibility for PATS funding and whether there is considera on of excep onal Do you want to start juicing but you don't know how? What does WA travel industry deregulation mean for
consumers?
Western Australia’s licensing system for travel agents ceased on 8 October 2014 as part of na onal deregula on of the industry. The Travel Compensa on Fund (TCF), which travel agents had to be a member of, is only taking consumer claims in rela on to travel bookings paid for before 1 July 2014 and will be wound down by late 2015. The TCF oﬀered consumers compensa on when travel agents or other intermediaries (e.g. wholesaler or cruise operator) went bust. Without the TCF this compensa on is not available. Consumers who use a travel agent should now check whether the business has its own insolvency insurance. Consumers will need to check whether this cover also extends to intermediaries that the travel agent passes cli‐
ent funds on to, such as a tour operator. Consumer‐bought travel insurance policies are unlikely to provide cover in the event that a travel agent, or other intermediary, goes under. Travel insurance purchased by consumers o en covers cancella on of holidays, medi‐
cal expenses and the collapse of suppliers such as airlines and hotels. However, as it stands, generally, travel in‐
surance policies expressly exclude claims in rela on to the insolvency of travel agents, wholesalers and cruise or tour operators. Consumers not able to directly protect themselves through insurance should consider paying by credit card, or selec ng ‘credit’ on a Mastercard or Visa debit card. Consumers who use ‘credit’ may be able to seek a charge‐
back from the card issuer/provider if the travel agent becomes insolvent. Consumers should enquire about their card issuer/provider’s chargeback policy as this can vary depending upon the financial ins tu on. Travel agents cannot require consumers to give up their right to chargeback as a condi on of sale; Consumer Pro‐
tec on is likely to treat this as an unfair contract term. Consumer protec on The Australian Consumer Law (ACL) con nues to apply to travel transac ons. Under the ACL travel services must be as described or adver sed and an agent must operate with an acceptable level of skill, otherwise the customer is en tled to a refund, compensa on or to have the service provided again. A new voluntary accredita on scheme called ATAS has been developed by the Australian Federa on of Travel Agents and the list of travel businesses that have registered can be viewed at www.atas.com.au There is an industry Code of Conduct and dispute resolu on processes are in place. Community educa on A na onal campaign called Pack Some Peace of Mind (www.packsomepeaceofmind.gov.au) is underway. Here is a summary of the consumer advice: When looking for a travel agent, check that they: 
are accredited (for example, through the Australian Federa on of Travel Agents accredita on scheme ‐ ATAS) or have received another stamp of approval to provide specific products and services 
adver se their services and any deals clearly and accurately 
listen closely to what you want, answer your ques ons, make appropriate sugges ons, and explain any terms and condi ons. Also, ask friends and family for referrals. Consider paying by credit card or by selec ng ‘credit’ on a Mastercard or Visa debit card, as you may be able to seek a chargeback from your bank if you don’t get what you paid for. When buying from online sellers, check that: 
they have a good reputa on. For example, read online reviews and comments 
their contact details, such as phone number and email address, are on their website 6

the website payment page includes security features, such as a padlock symbol and address star ng with 'h ps://' they display clear processes for solving problems and giving replacements and refunds. Your Australian Consumer Law rights may also apply when you buy from an overseas online business, but you might find it diﬃcult to get a refund or other solu on if something goes wrong. In the unlikely event that your travel booking does not go as planned: 
contact your travel agent for assistance 
if you booked with a credit card or by selec ng ‘credit’ on a Mastercard or Visa debit card – contact your bank as soon as possible to seek a chargeback. If you cannot resolve a dispute with your travel provider: 
seek support through the relevant accredita on scheme, if you used an accredited provider 
contact the Airline Customer Advocate if you have a problem with a par cipa ng airline (airlinecustomeradvocate.com.au) 

Report suspicious
sandalwood activity
The Department of Parks and Wildlife is urging people to report suspicious ac vity related to the illegal removal of sandalwood from the Central Wheatbelt area. District wildlife oﬃcer Adrian Chesson said significant amounts of sandalwood had been illegally removed from department‐managed lands, pastoral leases and private and local government‐managed lands recently. Sandalwood harves ng on Crown land, pastoral leases and private land is regulated by Parks and Wildlife, with harves ng licences issued on an annual basis under a quota system. “Only licensed cu ers can harvest, or pull, sandalwood and they are not permi ed to take the wood from nature reserves and local government‐managed lands or road verges.” He said while licensed cu ers pull sandalwood out of the ground to remove the highly valuable bu and roots, illegal harvesters in most cases cut oﬀ the trunk at the base and leave the roots and tops at the harvest site. “We are asking community members to keep an eye out for suspicious wood‐gathering or cu ng ac vity,” Mr Chesson said. “Informa on such as vehicle registra ons, descrip ons of vehicles and people, and loca ons is very useful.” Australian sandalwood (Santalum spicatum) is a slow‐growing na ve tree of the semi‐arid areas of southern and western Australia. The wood and its aroma c oils are highly sought a er, par cularly in Asian markets. To report any suspicious wood‐

Thank you to everyone who supported our school holiday program. We had lots of fun, and even learnt a few things along the way. The lucky winner of the Family Pass donated by the Perth Zoo was Georgia Lanza. Georgia a ended the Rise of the Eco Warriors screen‐
ing. She was very excited to have won, with the best judged answer to the Ques on: What can I do to help save the rainforests? Guest Speaker Jade and Tristan Lewis Just Say No is a drug preven on presenta on designed specifically for school students. Jade and her husband Tristan deliver a responsible and powerful drug and alcohol awareness and preven on presenta on that educates youth about the real dangers and consequences of drug use and then equipping them with alterna ve ways to live a drug free, fulfilled, mo vated life in a world full of tempta ons. This is a fresh message of hope to young people who are seeing an increasing rate of drug experimenta on, addic on, crime, violence and in some cases death. To date the Just Say No message has been presented to over 100,000 school students across Australia. Constables Ian and Nick ‐ Beverley Police Oﬃcers, Wheatbelt RDA Youth Connec ons Oﬃce Lyn Kay and Noongar Wellbeing and Sports will also be joining us for the day. The students designed inspira onal vision boards and also showed the staﬀ that you can make more than just bracelets with loombands.
