Resurgence of conflict in late 2012 triggered the displacement of several thousand additional internally displaced persons (IDPs), although the flow of newly displaced had decreased since the resumption of peace talks in February 2013. Despite the peace process, few have chosen to return and most are reluctant due to continuous tensions, lack of livelihood opportunities, and a prevalence of landmines in their places of origin. In conflict-affected Kachin State, women and children are most vulnerable to exploitation, violence and abuse because of their gender, age and status. Recent assessments have highlighted the attention required to address the unmet needs for protection of women and children, girls primarily, who are at more risks from different forms of gender based violence (GBV). The capacity to respond to these issues and specific needs of GBV survivors has been limited due to lack of information about their needs, poor access and limited capacity. There have been limited attempts to engage the international humanitarian actors with community based organisation, local NGOs and government to jointly address these issues. Recent developments in the transition of the country, peace negotiations and greater access have offered an opportunity to address the unmet needs of GBV survivors, promote protection, support awareness raising and coordinate efforts for multisectoral response to GBV in government-controlled areas and although still limited, also to non-government controlled areas. UNFPA in its global mandate to address GBV in humanitarian crisis, as guided by the IASC as leading agency for multi-sectoral coordination of GBV under the global protection cluster, is committed to ensure that women and children, particularly girls, affected by the conflict in Kachin State are protected, that needs of GBV survivors are met through adequate health response, psychosocial support and proper case management to ensure referral to appropriate services. In order to effectively contribute and increase field presence, UNFPA is in process of establishing suboffice with official representation in the state to manage UNFPA’s humanitarian and GBV programming in emergency settings. To meet the current demand for GBV services and the urgent needs of GBV survivors, UNFPA is looking for an experienced GBV Field Officer to manage the programme response and multisectoral coordination for prevention and response to GBV in Kachin State. Duties and Responsibilities Under overall direction of the UNFPA Representative, direct supervision of Gender-Based Violence (GBV) Specialist for Kachin and in close coordination with Kachin based UNFPA team, candidate provides technical, operational and coordination support to UNFPA’s GBV programming in Kachin. The GBV Field Officer will work in close collaboration with national authorities, humanitarian/GBV response agencies (UN, NGOs and INGOs) and civil society organizations to provide GBV coordination and humanitarian assistance as appropriate. In this capacity he/she will be responsible for: Partnerships and Coordination Facilitate inter-agency, multi-sectoral GBV working groups (coordination groups) at state and lower levels including NGCA. Liaise with GBV staff, and gender advisers in other agencies and organizations (including governments, national and international NGOs and women’s groups) Implement agreed-upon GBV standard operating procedures, related policies and practices. Technical support and Programming Develop/strengthen GBV humanitarian/recovery coordination mechanism in place at state level. Liaise with International and National GBV coordinators, Specialists and Humanitarian Country Team. Use and apply systematically standard guidelines and protocols such as IASC GBV guidelines, RH/GBV in humanitarian settings related instruments during assessment, planning and implementation of GBV programming. Disseminate and orient Government, UNFPA and humanitarian partners to use, adapt and apply in their respective programming. Consolidate existing assessments on the GBV situation in that setting and/or engage the displaced, returnee and host populations in conducting relevant participatory analyses, rapid needs assessments, etc. of GBV. Use this information to develop/update GBV action plans in collaboration with various sectors/clusters. Support developing proposals and engaging in resource mobilization efforts to support joint programming. Coordinate relevant training sessions for multi-sectoral prevention and response actors. Provide technical support to the development of relevant advocacy and policy documents to address GBV and broader gender issues at the district level. Prepare periodic progress and annual reports (including financial reports and reports on distribution and use of assets, equipment and supplies) using UNFPA’s Result Based Management approach, substantive analysis of related issues and way forward. Support GBV Specialist for Kachin State for overall coordination, design and monitoring of UNFPA’s humanitarian and GBV programming in Kachin Monitoring and Evaluation In collaboration with the GBV working groups, review GBV Incident forms and other relevant forms as needed for the setting. Train partner organizations and other sectors in use of GBV reporting and monitoring forms with particular emphasis to the Guiding Principles for Working with GBV Survivors. Collect, compile, and analyze GBV periodic reports with an emphasis on identifying trends and patterns. Develop monthly reports that capture relevant information and that support the analysis and evaluation of program progress and outcomes. Collect and compile program activity information, evaluating progress toward achievement of program outcomes. Regularly and closely follow up with partners in the field and liaise with their Yangon counterparts in all aspects of planning, programming, implementation and review. Administrative and Miscellaneous Duties Maintain awareness of budget and expenditures in order to manage program within budget. Ensure organizational equipment and assets are maintained and used in accordance with UNFPA policies and business practice Write monthly work plans, monthly reports, and other reports as needed or requested. Assist in writing program proposals. Arrange for comprehensive and progressive gender-awareness training workshops with all staff of this organization. Builds up strong networks and buy-in for accelerated GBV response from government, non-government and humanitarian actors. Other duties as required.
