Trocaire is the official overseas humanitarian/development agency of the Catholic Church in
Ireland. Trocaire in Myanmar provides long-term support to people who live in extreme pov­
erty and who are affected by natural hazards or man induced conflict. Trocaire works in part­
nership with civil society organisations to enable people in need to have control over their
lives, to prepare communities for and resist future emergencies and to tackle structural caus­
es of poverty.

Background:
Trocaire has been supporting civil society organizations in Myanmar for the past 16 years.
Trocaire delivers support and services to and through 20 local partner organizations at grass­
root, state and regional as well as on national level through its gender, governance and
human rights programme as well as by providing humanitarian assistance in the northern part
of Myanmar. Since July 2011 Trocaire has been responding to the IDP crisis in Kachin and
northern Shan States in partnership with a number of local faith and non faith based actors
providing food rations and unconditional cash grants as well as GBV related activities,
livelihoods and local NGO coordination.
Scope of Position:
This post is situated in Trocaire's Country Office in the Humanitarian Programme Team and
involves a 75% presence in the field locations. This role is expected to strengthen and
consolidate Trocaire's capacity to respond effectively to current crisis in Kachin and Shan
State as well as to future emergencies in Myanmar, while at the same time building the
capacity of our local partners through a partnership approach based on mutual respect &
solidarity. The position holder will manage a team of three Project Coordinators and reports to
the Humanitarian Programme Manager. He/she will liaise closely with relevant counterparts
from partner organizations.

Key Responsibilities:
• Coordinate closely with partner organizations to ensure the effective management of
agreed humanitarian interventions and to develop new interventions.
• Coordinate with his team and partner organizations to develop, finalize and review project
and team work plans.
• Ensure that the project is implemented in accordance with accepted international humani­
tarian standards, including SPHERE & HAP.
• Ensure that learning regarding programme quality (resulting from M&E and from other
sources) is acted upon and incorporated into future programming.
• Ensure overall compliance with partner & donor requirements.
• Develop M&E plans and tools, ToRs for field trips, and provide ongoing support in the
form of mentoring to the team and partner organisations.
• Work with partner counterparts and with Humanitarian Response & Protection Officer to
ensure reports meet agreed standards and are submitted in a timely manner.
• Contribute to budget forecasting and monitoring.

Help to build and maintain professional relations with relevant stakeholders incl. Govern­
ment,. local actors, donor and UN agencies.
Accompany visitors to project sites and carry out promotional or media work as required.
Engage and/or lead on relevant humanitarian policy issues to strengthen our program­
ming & contribute to the development of the Humanitarian Programme Advocacy Strate­
gy.
Qualification I Experience I Skills:
• Third level qualification in humanitarianism, development or related area.
• At least 4 years experience in the delivery of humanitarian programmes and HR man­
agement.
• Experience working in partnership focused organisations
• Knowledge and understanding of humanitarian and development issues, particularly
those related to specified target areas.
• Excellent understanding and experience of project/programme management cycle and
participatory appraisal techniques
• Good understanding of financial management systems and budget monitoring and report­
ing.
• Excellent understanding of the Monitoring & Evaluation processes, as well as of account­
ability requirements - both to donors and affected communities.
• Ability to analyse and communicate effectively including skills in written and oral commu­
nications in English, as well as skills in conducting/facilitating training.
• Strong data entry and analysis skills - especially in the use of Excel.
• Ability to support and build capacity of partner organisations
• Strong communication and facilitation skills
• Fluent in Myanmar language, knowledge of minority languages (especially Kachin lan­
guages) desirable.
