Happy Holidays from the Garcelon Civic Center!
Looking back, we think the phased approach has proven to be good for
the Garcelon Civic Center and for the community. Our walking track has
been our introduction to so many people and already it is extremely
well used. The Aces hockey team has been an incredible addition to the
rink and who knew that they would draw as many as a thousand fans
per game. Most recently the pool and fitness center has attracted a
whole new group of happy smiling people.
Through all of this, and hopefully mostly in the background to our
members and guests entering the civic center, our staff has been on a
very steep learning curve. The Garcelon Civic Center is a new and very
sophisticated building, and a lot goes into running both the physical
facilities as well as software for telephones, sound systems and the
scheduling of the various components. We have had to do our own form
of “warming-up” as we learned many new systems and procedures.
And it does not stop now that we are open. The full impact of the
Garcelon Civic Center means working closely with organizations and
businesses in the town, and the region, to introduce programs and
events that will fulfill the cultural and tourism impact that was the
original vision of the people who wanted this great facility built.
Everyone knows how important it is to do warm-up stretches before you
begin a full exercise program. Warming up before doing major activity
gets the blood going and helps to avoid unnecessary injuries. Basically,
the more sophisticated your exercise program, the more you should warm
up. As the saying goes you should always “Walk before you run”!
We at the Garcelon Center have over the last few months been reminded
of our own need to “warm-up” as we began to open this beautiful facility.
As we worked through the phased opening of each component beginning
with the walking track, then the rink, the conference facilities and most
recently the aquatic and fitness center, we were forced to take things
slow, to do our homework, and to avoid risking injury to ourselves and
to the public who wanted very much to use the various facilities.
In all fairness, we did not plan it this way in the beginning. Like everyone
else, we envisioned the big opening with everything done at once, with
everything working right from the “get-go”. If we had gotten our own
way, we would probably have tried to “hit the ground running” right
from day one.

Over the next few months, we expect to work with the business
community and organizations to add value to the overall economic
development of St Stephen and Charlotte/Washington County. We
expect that concerts and events will begin to be a bigger and bigger
component of subsequent editions of this newsletter as we learn to
work with more and more partners and as we learn to host events that
work within our collective capability.
As you read this newsletter, we invite you to think of ways we can
work together.
In effect, while the Garcelon Civic Center is open, we are really in a
way still just warming-up!

Become a Garcelon Civic Center Wellness Ambassador Today!
The Garcelon Civic Center is seeking reliable volunteers to assist with the daily operations of the
Civic Center and promote health and wellness within the community and Charlotte County Region.
Ideal candidate: if you have passion for active living and you enjoy interacting with others, then this
could be the opportunity for you!
Wellness Ambassador responsibilities: Volunteer a minimum of 5 hours per week to maintain
wellness ambassador status, adhere to a weekly volunteer schedule based on your availability, offer
facility tours, program facilitation, supervision, customer service and fitness orientations.
The result: A positive and rewarding social environment, training opportunities, and discounted facility
membership, and attendance at a volunteer recognition event.

Holiday Hours:
The Aquatic and Fitness Center is open year round
including most statutory holidays.
Exceptions are for scheduled annual maintenance,
December 24 (6 am - noon), Dec 31 closes at 5pm and
closed all day December 25, 26 and January 1.
Schedule Descriptions:
The Aquatic and Fitness Center consists of
a Leisure Pool, a Therapy Pool & Slide, a Dry
Sauna (soon!) and a Fully equipped Fitness Room.
LAP SWIM: Leisure pool lane swimming only.
Lanes are divided by speed. Ages 12 & up are welcome.
FAMILY SWIM: All pools and slide; parents and/or
guardians must be with their children in the water.
PUBLIC SWIM: All pools and slide; general recreational swim.
TOONIE SWIM: All pools and slide; special event swim.
May be used for mock rescue scenarios.
ADAPTIVE SWIM: All pools; casual swim open to
persons with alternate needs and their attendants,
parents and/or guardians.
LITTLE ONES: A therapy pool swim for children under
6 years old and their parent/guardian.
AQUASTRETCH: A guided stretching routine in the
Therapy Pool for adults to improve and retain range
of motion. Swimming skills not required.
WARM SWIM: An adult swim for those looking for
gentle movement, relaxation and/or stretching in our
Therapy Pool.
Daily Admission Rates:
Adults $8, Student/Senior/Youth $5, Families $20
(Access to the Aquatic & Fitness Center is included in the
GCC membership package or the daily admission rates apply
as noted above)
PERSONAL CARE GIVERS – accompanying individuals
with physical and mental disabilities is permitted free

Registration for swimming lessons is now open until Jan 5th
The winter session of swimming lessons is 10 weeks in length
with one class a week and starting January 8th.
Registration will be accepted at our Aquatic and Fitness Center
orientation desk on the 2nd level.
We accept cash, cheque, debit and credit.
Swim Lesson Descriptions:
Parent & Tot 1: Designed for the 4 to 12-month-old to learn to enjoy the water with the parent.
Parent & Tot 2: Designed for the 12 to 24-month-old to learn to enjoy the water with the parent.
Parent & Tot 3: Designed for the 2 to 3-year-old to learn to enjoy the water with the parent.
Preschool 1: We encourage the parent to participate until their child lets them know they can do it
themselves (thank you very much). These preschoolers will have fun learning to get in and out of the
water. We'll help them jump into chest deep water. They'll try floats on their front and back, and
glides on their side.
Preschool 2: These preschoolers learn to jump into chest deep water by themselves, and get in and
get out wearing a Personal Flotation Device. They'll submerge and exhale underwater. While wearing
a Personal Flotation Device they'll glide on their front and back.
Preschool 3: These youngsters will try both jumping and a side roll into deep water while wearing a
Personal Flotation Device. They'll recover objects from the bottom in waist-deep water. They'll work on
kicking and gliding through the water on their front and back.
Preschool 4: Advanced preschoolers will learn to do solo jumps into deeper water and get out by
themselves. They'll do side roll entries and open their eyes underwater. They'll master a short (3-5 m)
swim on their front and gliding and kicking on their side.
Preschool 5: These youngsters get more adventuresome with a forward roll entry wearing a PFD and
holding their breath underwater for up to 10 sec. They'll work on longer front and back crawl swims,
interval training and get a giggle out of whip kick.
Swimmer 1: These beginners will become comfortable jumping into water with and without a
Personal Flotation Device. They'll learn to open their eyes, exhale and hold their breath underwater.
They'll work on floats, glides and kicking through the water on their front and back.
Swimmer 2: These advanced beginners will jump into deeper water, and learn to be comfortable
falling sideways into the water wearing a Personal Flotation Device. They'll be able to support
themselves at the surface without an aid, learn whip kick, swim 10-15 m on their front and back,
and be introduced to flutter kick interval training (4 x 9-12 m).
Swimmer 3: These junior swimmers will dive and do in-water front somersaults. Their new bag of
tricks includes handstands and completion of the Canadian Swim to Survive Standard. They'll work on
10-15m of front crawl, back crawl and whip kick. Flutter kick interval training increases to 4 x 25 m.
Swimmer 4: These intermediate swimmers will swim 5 m underwater and lengths of front, back
crawl, whip kick, and breaststroke arms with breathing. They'll cap it all off with front crawl sprints
over 25 m and 4 x 25 m front or back crawl interval training.

the same session the third registration is complementary.
* Minimum age requirements are set by the Lifesaving Society. Proof of age and prerequisite
qualifications are required prior to registration and/or by the first day of the program/activity.
Swimmer 5: These swimmers will master shallow dives, cannonball entries, eggbeater kicks, and inwater backward somersaults. Surface dives will take them down to underwater swims. They'll refine
their front and back crawl over 50 m swims of each, and breaststroke over 15-25 m. Then they'll pick
up the pace in 25 m sprints and two interval training bouts: 4 x 50 m front or back crawl; and 4 x 1015 m breaststroke.
Swimmer 6: These advanced swimmers will rise to the challenge of sophisticated aquatic skills
including stride entries, compact jumps and lifesaving kicks like eggbeater and scissor kick. They'll
develop strength and power in head-up breaststroke sprints over 25 m. They'll easily swim lengths of
front crawl, back crawl, and breaststroke, and they'll complain about the 300 m workout. Rookie
Patrol (8-10 hr.): Swimmers continue stroke development with 50 m swims of front crawl, back crawl
and breaststroke. Lifesaving Sport skills include a 25 m obstacle swim and 15 m object carry. First aid
focuses on assessment of conscious victims, contacting EMS and treatment for bleeding. Fitness
improves in 350 m workouts and 100 m timed swims.
Ranger Patrol (8-10 hr.): Swimmers develop better strokes over 75 m swims of each stroke. They
tackle Lifesaving Sport skills in a lifesaving medley, timed object support and rescue with a buoyant
aid. First aid focuses on assessment of unconscious victims, treatment of victims in shock and
obstructed airway procedures. Skill drills develop a strong lifesaving foundation.
Star Patrol (8-10 hr.): Swimmers are challenged with 600 m workouts, 300 m timed swims and a 25
m object carry. Strokes are refined over 100 m swims. First aid focuses on treatment of bone or joint
injuries and respiratory emergencies including asthma and allergic reactions. Lifesaving skills include
defence methods, victim removals and rolling over and supporting a victim face up in shallow water.
Adult 1: You'll work towards a 10-15 m swim on your front and back. You'll do jump entries from the
side and recover an object from the bottom in chest deep water. Improve your fitness and your flutter
kick with 4 x 9-12 m interval training.
Adult 2: Kick it up a notch working on two interval training workouts of 4 x 25 m kicking and front or
back crawl. You'll be able to perform dive entries and demonstrate breaststroke arms and breathing
over 10-15 m. You'll be supporting yourself at the surface for 1-2 minutes, and showing off your
handstands in shallow water.
Adult 3: No sweat (or at least none anyone can see). You'll learn eggbeater, stride entries and
compact jumps. You'll be doing a 300 m workout and sprinting 25-50 m. You'll master your front
crawl, back crawl and breaststroke. Whew!

August through March, the
Quartermain Arena is home to the Junior "A" ACES as well as hockey
leagues, public skating and several other skating related programs.
Off season (concrete surface) When the ice surface is removed
(generally April through July), the Quartermain arena is available for a
variety of indoor events including exhibitions, conferences and concerts.
Pro Shop
An onsite pro shop is located on the lower level and
to the left of the arena ice surface offering skate sharpening.

Sun Life Walking/Jogging Track
The Sun Life Walking/Jogging Track is an "all season" low
impact rubberized surface indoor walking and jogging track
is located on the second level deck surrounding the arena.
This facility is free to every one of all ages who want to take
advantage of safe weather-free walking and running conditions.
Walking/Jogging Track Hours:
6:00 am - 10:00 pm Daily
Walk n Tots Time: (new times) Mon - Fri 10:00 am - 11:30 am
Family Track Time: Sat & Sun 10:00 am - 11:30 am
FEE: Free of charge, however donations are accepted at the front
desk/reception area. In the event of a ticketed event, a fee may be
applicable or the track may be closed.
TRACK: 1 lap of the track is 0.2 km

TRACK ETIQUETTE:
- Indoor footwear only, street shoes, spikes, flipflops, clogs
and bare feet are not permitted
- Pets, nordic walking poles, skates, roller blades,
skateboards, wheelies, or other exercise apparatuses are
not permitted
- Joggers use inside lane; walkers use outer lane
- Patrons should refrain from walking or jogging with more
than two abreast, to ensure traffic flow and smooth
movement
- Strollers will be allowed during designated times only such
as family days, and walk n’ tots. Strollers must be single
file
- Food or beverage other than water is not permitted
- Spitting or spouting of water on the track is not permitted
- Children under the age of 12 must be accompanied by an
adult
- Walking and jogging at the risk of the patron
- Patrons are responsible for the security of their own
belongings. The Town is not responsible for lost, stolen, or
damaged items
- Please refrain form wearing perfumes and colognes
- Wheelchair/stroller users shall wipe tires clean prior to use

& Conference Center
The Garcelon Civic Center has a comprehensive array of meeting
rooms to match your cultural, community and conference room
requirements. Many rooms are equipped with the latest in
technology to accommodate the most advanced presentation and
digital requirements. A professional kitchen means food services
can be provided on site.
Large bright rooms, many with panoramic views of the St Croix
River make this a great place to hold community information
programs, arts and recreational programs, corporate events and
wedding receptions for 15 to 250 people.
MAIN LEVEL ROOMS
Small boardroom (Room 026) is able to accommodate
approximately 12 people and is situated on the lower level just
off the Scotiabank main lobby. Rates are from $20 per hour; $60
for a half day; $120 for an eight hour day and $180 for a full 15
hour day. Non-Profit/youth organizations receive a 10% discount.
Moosehead Boardroom (Room 028) is suitable for groups of up
to 30 people and is situated off the Scotiabank lobby. This bright
roomy room has windows and is situated close to the washrooms
and lower canteen. Rates are from $35 per hour; $95 for a half
day; $155 for an eight hour day and $215 for a full 16 hour day.
Non-Profits/youth organizations receive a 10% discount.
UPPER LEVEL
Rotary Club of St. Stephen-Milltown Reception Area (Room
203) is the principal lobby area of the second level. Rentals for
this area assume that you are probably also renting one or more
of the larger conference rooms or are comfortable with people
accessing the conference rooms through your function. Rates for
this area are Rates are from $20 per hour; $60 for a half day;
$120 for an eight hour day and $180 for a full 15 hour day.
Non-Profit/youth organizations receive a 10% discount.

Viewing Room (Room 214)

LK Toombs Chartered Accountants Conference Room
(Room 205) is the first of three conference rooms that can
be rented as a single room for up to 50 people or in
combination with one or both of the other two conference
rooms when holding a larger event. The LK Toombs
conference room has access to the front balcony. Rates are
from $30 per hour; $90 for a half day; $150 for an eight
hour day and $210 for a full 15 hour day. Non-Profit/youth
organizations receive a 10% discount.
QM Construction Ltd. Conference Room (Room 206) is a
large rectangular conference room able to accommodate 50
people. It can also be combined with conference rooms on
either side to accommodate groups up to 200 people. Rates
are from $30 per hour; $90 for a half day; $150 for an eight
hour day and $210 for a full 15 hour day. Non-Profit/youth
organizations receive a 10% discount.
The Halstead Conference Room (Room 207) is a large
bright spacious room able to accommodate 75 people. Rates
are from $30 per hour; $90 for a half day; $150 for an eight
hour day and $210 for a full 15 hour day. Non-Profit/youth
organizations receive a 10% discount.
Two Conference Rooms combined (either 205 + 206 or
206 + 207) By combining two conference rooms, a group of
over 100 people can be accommodated. Rates are from $55
per hour; $180 for a half day; $240 for an eight hour day
and $300 for a full 15 hour day. Non-Profit/youth
organizations receive a 10% discount.
Full Conference Room (Rooms 205 + 206 + 207) A large
and bright conference facility overlooking the St Croix River
with access to an outside balcony. Rates are from $80 per
hour; $240 for a half day; $360 for an eight hour day and
$450 for a full 15 hour day. Non-Profit/youth organizations
receive a 10% discount.

KidSport is a children’s charity. Its
objective is to assist children of
families facing financial obstacles
to participate in community sports
programs. The KidSport goal is to
provide these children with the
opportunity to achieve physical,
social, intellectual, and moral
development through participation
in sport. For more information on
KidSport in our area, contact our
regional committee. The regional
committee is able to distribute
KidSport information to those who
need it most. The regional
committee will distribute, accept
and approve applications.
