HOW TO WEIGH AND PAY
Determine the weight and size of your shipment.*
Two types of weight are measured: the Actual Weight
(heaviness) and the Dimensional Weight (density/space). The
largest weight, Actual or Dimensional, will be used for rate
calculation and is called the Chargeable or Billed Weight. For
more information consult the definitions below.

Helpful Tips and Terms
Actual Weight — The weight of a package using a standard
scale rounded to the next full pound for exports. For
example, a 12.5 pound carton will have an “Actual Weight”
of 13 lbs. For imports, the weight will be rounded to the
next half kilogram.
Chargeable or Billed Weight — The actual or dimensional
weight, whichever is greater, is used in calculating shipping
charges. For example, a package with the Actual Weight of
15 lbs. and the Dimensional Weight of 25 lbs. will have the
Chargeable Weight of 25 lbs. DHL reserves the right to
re-weigh and re-measure to confirm this calculation.

Dimensional Weight — The calculation used to reflect the
density of a package. DHL uses the International Air
Transport Association (IATA) volumetric methodology
(subject to change without notice.) This methodology is used
for all international shipments, even those in DHL-branded
packaging. If measured in inches, multiply the dimensions
(length x width x height) rounded to the nearest whole inch
and divide the cubic inches by the dimensional weight factor
of 139 for a dimensional weight in lbs. If measured in
centimeters, multiply the dimensions (length x width x
height) rounded to the nearest whole centimeter and divide
by 5,000 for a dimensional weight in kilos. Always round each
dimension (length, width and height) to the nearest whole
number using standard rounding rules and round the
resulting dimensional weight to the next full pound for

OPTIONAL SERVICES
Alternative Address
An $11.00 service charge will be assessed by DHL Express
when the receiver or shipper requests delivery to an address
other than the one specified on the original waybill, but
within the same country and using the same waybill. No
service charge applies for deliveries to alternate addresses
within the original destination service area.
Change of Billing
Customers may request reassignment of transportation
charges to a billing account number different than the one
originally specified on the waybill for an additional charge.
This charge also applies when a shipment is tendered
with an incorrect or missing billing account number, or
when the account holder requests a change to a new billing
entity. The Change of Billing charge is $12.50 per waybill
and will be included with the transportation charges on
the invoice to the revised payer.
Duties and Taxes Paid (DTP)
This is an administrative charge for invoicing duties and
taxes to the shipper, or an entity in a country other than the
destination. Billing of destination duties and taxes to a third
party in that destination or a third country requires prior
arrangement and a DHL payer account number. To aid in
the identification of DTP shipments, the shipper should note
Duties and Taxes Paid in the “Description of Contents” box
on the waybill and also on the Commercial Invoice. A service
charge of $15.00 per shipment will apply.
GOGREEN Carbon Estimate Report
DHL will provide your company with a one-time, high-level
estimate of your CO2e footprint emissions based on your own
shipping profile. For a single service charge of $300, your
company will receive visibility of your CO2e footprint for the
most recent three months of shipping. This report is based
on global average carbon emission factors and helps support
your forecasting needs.
GOGREEN Carbon Footprint Report
DHL will provide your company with detailed reports
showing transparency of your actual CO2e emissions
footprint. This report covers all emissions at the trade lane,
product, mode of transport and account levels for a calendar
year. The report supports your company by target setting a
baseline to evaluate carbon reduction decisions. For an annual
service charge of $3,000, your company will receive four
quarterly and two annual (one detailed and one summary)
reports, based on a calendar year to measure your
transportation CO2e footprint. The CO2e calculation
methodology is verified by the Swiss-based auditor Société
Générale de Surveillance SA (SGS), the world's leading
inspection, verification, testing and certification company.
GOGREEN Climate Neutral
DHL enables customers to offset their estimated CO2e
emissions at an account and shipment level. These emissions
are offset by reinvesting in environmental protection projects
that are verified by the United Nations Framework Convention
on Climate Control (UNFCCC) Gold Standard (GS) or
Voluntary Carbon Standard (VCS). The GOGREEN climate
neutral emission calculations and the offsetting of greenhouse
gas emissions (GHG) are verified by SGS. This happens in
accordance with the global, cross-industry “GHG Protocol for
Products” standard. For shipments originating in the U.S. and
U.S. Territories, a service charge of $0.06 per lb. with a
minimum charge of $0.12 will apply. For shipments originating
outside the U.S. and U.S. Territories, a service charge of $0.06
per half kg., with a minimum charge of $0.12 will apply. A
written agreement is required for the use of this service.

OPTIONAL SERVICES
Monthly Service Charge
For customers requiring regular DHL Express pick-up
service, a monthly service charge of $36.00 will apply.
Neutral Delivery
This service allows for the delivery of non-document
shipments, without any value information being shared,
while the importer of record at the destination (who is not
the receiver) is billed for the duties and taxes. All documents
showing the declared value will go to the importer of record
and not to the receiver. The importer of record and the final
receiver must reside in the same country. This service is not
available to all countries and applies only to permanent
imports (not temporary or re-imports). A service charge of
$20.00 per shipment will be assessed for Neutral Delivery.
Non Standard Pick-Up
A $4.00 charge per waybill will apply for customers who call
their pick-up requests into Customer Service or request them
via the web or shipping system. This charge will not apply if
the shipment is dropped off at a DHL Express Service Center
or drop box location.
Shipment Preparation
A service charge of $10.00 per shipment will be applied
for preparation of the physical shipment and of any
non-Customs related transportation documentation,
on behalf of the shipper or account holder (e.g. waybill
preparation services.)
Shipment Value Protection
DHL will, upon the shipper’s request as indicated on the
waybill, provide value protection coverage. For shipments
originating in the U.S. and U.S. Territories, the value
protection coverage will be provided at a cost of $0.95 per
$100.00 of coverage, with a minimum charge of $2.90. For
shipments originating outside the U.S. and U.S. Territories,
the value protection coverage will be provided at a cost of
$1.00 per $100.00 of coverage, with a minimum charge of
$10.00. Shipper requests for Shipment Value Protection over
$50,000.00 per shipment must be pre-approved by DHL.
DHL is willing to consider these requests, but is under no
obligation to approve them.
Saturday Delivery
DHL offers Saturday delivery of international shipments to
selected postal code areas in countries where Saturdays are
not normal business days for a service charge of $50.00 per
shipment, in addition to normal transportation charges. This
service is not available in all locations, for example, the U.S.

SURCHARGES
Address Correction
In the case where a shipment has an incorrect or incomplete
delivery address, including a missing postal code, DHL Express
will do the necessary research and attempt to complete the final
delivery for an additional $12.50 per shipment.
Dangerous Goods
Under some circumstances DHL can carry acceptable
quantities of dangerous goods or hazardous materials.
Packages containing dangerous goods or hazardous materials
will be assessed an $85.50 service charge per shipment.

Dry Ice UN1845
A service charge of $5.00 per shipment will be applied for the
handling and transportation of Dry Ice UN1845, which is used
as a freezing agent for non-dangerous goods.
Elevated Risk
A security surcharge of 10% of the transportation charges applies
to all shipments destined to Iraq and Afghanistan. This charge
does not apply to shipments tendered by a government agency.
Fuel Surcharge
A variable percentage is applied to the transportation charge of
each shipment to offset the volatility of the cost of fuel used in
the transportation process. The fuel surcharge is indexed to the
USGC kerosene-type jet fuel index. The calculation of fuel
surcharge is applied to net transportation charges as well as the
following transportation-related service charges when
applicable: Non Standard Delivery, Non Standard Pick-up,
Over Weight Piece, Over Sized Piece, Over Handled Piece,
Remote Area Service, Saturday Delivery and TDX Premium

Non Standard Shipment
This surcharge applies to shipments containing individual
pieces that exceed the weight and size limitations of our service,
or those that require exceptional handling due to their size
or shape. A shipment will only incur one instance of Over
Handled Piece charge, Over Sized Piece charge or Over
Weight Piece charge.
• Over Handled Piece: DHL will apply a surcharge of
$57.50 to any palletized piece in a shipment that is deemed
non-stackable due to its packaging, content or shape, or if it
is clearly marked with DO NOT STACK instructions
• Over Sized Piece: DHL will apply a surcharge of $57.50 per
shipment for non-palletized shipments containing one or
more single pieces with any single dimension in excess of 48
inches for shipments originating in the U.S. and U.S.
Territories, or 120 cm. for shipments originating outside of
the U.S. and U.S. Territories. This surcharge also applies to
pallets with a base length in excess of 48 inches for shipments
originating in the U.S. and U.S. Territories, or 120 cm. for
shipments originating outside of the U.S. and U.S. Territories

shipment for any shipment containing one or more single
pieces that exceed the non-conveyable actual weight of 150

Remote Area Pick-up
Any package originating from a remote postal code in the
DHL Express international pick-up area will be subject to
a charge of $0.30 per half kg. with a minimum of $30.00.
Remote Area Delivery
Any package destined to select on-forwarding or remote
postal codes in the DHL international delivery area will be
subject to a surcharge of $0.30 per lb. with a minimum
of $30.00.
Residential Delivery
A surcharge of $3.50 per shipment will apply to all shipments
delivered to a residential address or private residence.
Restricted Access Destination
U.S. trade restrictions apply to shipments between the
U.S. and Cuba, Iran, Korea D.P.R (North Korea), Burma
(Myanmar), Sudan and Syria for documents and nondocuments, based on service directory restrictions. Such
shipments are not acceptable for transit, except for preapproved customers possessing the required export licenses or
exemptions. The pre-approval for these shipments by the DHL International Trade Affairs and Compliance (ITAC) team
for licensed or exempted shipments must take place before the
shipment is picked-up by or tendered to DHL. A Restricted
Access Destination service charge of $100.00 per shipment
will apply, in addition to the standard shipping charges. Please

Storage at Facility
Storage charges will take effect for all Broker Turnovers on the
third business day after the date of freight arrival or broker
notification, whichever is later. A charge of $31.00 per day will
be assessed upon the broker for storage.

CUSTOMS SERVICES
Bio/Phyto/Veterinary Controls
Government charges apply when DHL Express arranges
the clearance of any bio, health, phyto-sanitary, veterinary,
quarantine, CITES or similar controls required by any
regulatory agency, and the preparation of any related
paperwork, to facilitate the clearance of a shipment.
This includes, but is not limited to: licenses, permits and
inspections required by the Fish & Wildlife Service (F&WS)
or other government agencies, for certain commodities
imported into the United States. This also includes any
overtime charges from the F&WS for instances where an
importer requests clearance outside of the F&WS normal
working schedule. Charges vary based on the
government requirements.
Bonded Storage
If a shipment is registered into bond and subsequently held
for more than three calendar days following the arrival date
in a bonded DHL or non-DHL facility, either when awaiting
documentation from the Receiver or Importer, or when
clearance has been assigned to a third party broker, it will
result in a charge of $31.00 per day assessed upon the broker
for storage.
Bonded Transit Documents
The in-bond entry (CF7512) allows non-document foreign
origin goods to travel bonded through the U.S. to final
destination for clearance by the importer’s broker or into a
Foreign Trade Zone (FTZ). An in-bond entry may also be
used to withdraw goods from an FTZ for export. The DHL
service charge is $80.00 per entry. Certificate of Origin
Some destinations require certification for certain
commodities. The purpose of the Certificate of Origin is to
authenticate the country of origin of the merchandise/goods
being shipped. Upon request, or when the documentation is
missing at origin, DHL will attach the documentation on
behalf of the customer for a service charge of $10.00 per
shipment. When exporting from the U.S., this service is
only available for goods completed in the United States.
Commercial Invoice
Also known as a Pro Forma invoice, used when nondocument goods are shipped internationally and is required
by Customs. Upon request, or when the documentation is
missing, DHL will attach the documentation on behalf of the
customer for a service charge of $20.00 per shipment.
Export Declaration
U.S. Customs requires a declaration to be filed for shipments
over a certain value or going to specific destinations. DHL
may file on behalf of the shipper for a service charge of $15.00
per shipment. Shippers filing directly through
www.AESdirect.gov will not incur the charge.
Export Validation
All Department of State (DOS) shippers must be preapproved. Prior to export, the DOS license is lodged and the
Shipper’s Export Declaration (SED) is validated with U.S.
Customs. A service charge of $65.00 per shipment applies.
General Order Warehouse Storage
If a shipment has been in the DHL warehouse longer than 10
calendar days and an attempt has been made to contact the
importer for the information necessary to complete clearance
of the shipment, a variable Customs and storage charge will
be applied by the General Order Warehouse.
Handover to Broker
The DHL Handover to Broker or Document Transfer service
is used to transfer the clearance documents to another broker
to handle Customs clearance on the customer's behalf. DHL
will assess a service charge of $50.00 per waybill to complete
the transfer. DHL is not responsible for the timeliness of the
submission of the entry to U.S. Customs and Border
Protection (CBP) or for the release of the shipment. DHL
will deliver the shipment once a release is received from
the CBP and/or Office of the Attorney General.

Import/Export Duties
Duty is applied by U.S. Customs at the time of initial entry
and varies depending on contents and origin of shipment.
Additional duties may be applied by U.S. Customs after the
initial Customs entry when estimated duties were paid or
when an entry is audited causing a change in the duty owed.
These charges will appear on the DHL Express duty invoice.
Import/Export Taxes
Taxes are applied by U.S. Customs on the value of the goods
being imported.
Import Paperwork
DHL will provide copies of import documentation for
records previously supplied to the importer/ultimate receiver
at an additional cost of $25.00 per entry packet. When
available, an electronic copy may be provided for a service
charge of $1.00. Additional copies of import documentation
will be supplied by the importing gateway when requested by
the receiver. Copies of files for express manifested clearances
are not available.
Merchandise Processing
Merchandise Processing is a Customs-imposed service charge
paid by all Brokers on formal entries. The rate is 0.3464% of
the net entered value with a minimum of $25.00 and a
maximum of $485.00 per shipment.
Multiline Entry
A service charge of $3.00 per line item will be assessed
for multiline item entries with more than five lines, for
example – one shipment with multiple products or multiple
invoices. All products require identification and must be
classified under separate harmonized tariff numbers.

• No action has been taken by the importer within the
required timeline, as defined in Customs Border
Protection 19 CFR 127.4
Payment Deferment
A processing service charge is applied to any import nondocument shipment for which DHL advances U.S. Customs
duties, charges and taxes, and then re-bills a U.S. receiver. This
service charge will be equal to 2% of the amount advanced
subject to a $7.00 minimum. This processing charge will
appear as a separate line item on DHL duty invoice.
Post Clearance Modification
If the importer has a dispute with U.S. Customs on an entry
that was cleared with duties and taxes already paid and
freight released, DHL will file the appropriate claim with U.S.
Customs and monitor the results for the importer. Most
disputes concern overpayment of duties, appraised value of
merchandise or exclusion of merchandise from entry. DHL provides these services at a charge of $75.00 per entry.
Please note if the dispute is caused by a DHL error, there will
be no charge.
Obtaining Permits & Licenses
When requested by the customer, DHL will apply a service
charge of $21.00 for the preparation and submission of any
entry necessary to clear Customs, including but not limited

CUSTOMS SERVICES
Prior Notice
The Food and Drug Administration (FDA) bio-terrorism
regulations require that a Prior Notice (PN) for all shipments
containing food or food products be filed electronically to the
FDA prior to shipment arrival. DHL Express will prepare and
submit a PN for all imported food shipments for a service
charge of $10.00. Customers may file directly with FDA to
avoid the PN service charge. Customers who wish to self
process to avoid PN charges must provide a detailed
description and the FDA PN confirmation number
(10-digits) on the Commercial Invoice, and on the shipment
waybill in the description section. A printed copy of the PN
confirmation must also be included with the waybill and
invoice. Note: Prior Notice does not include Obtaining
Permits & Licenses for FDA Entry Preparation.
Single Informal Clearance
Under 19 CFR 128 Express Consignments regulations,
non-restricted merchandise based on value and commodity
can be cleared on a consolidated manifest for more cost and
time efficient processing. DHL will assess a service charge of
$35.00 per waybill when the importer requests a single formal
entry if the shipment is qualified to be cleared informally off
the manifest.
Temporary Import/Export
At a customer's request or when the document is missing
from the shipment at origin, the preparation by DHL of
an international Customs document, e.g. ATA Carnet that
simplifies Customs procedures for the temporary import/
export of various goods. Photographic proof, written details
or original receipts are often required to identify the goods.
An importer can also import certain classes of goods in the
U.S. duty-free by posting a bond according to 19 CFR Part 10.
The importer must complete and sign the DHL Temporary
Importation under Bond (TIB) contract and processing
procedures prior to preparing TIB entry. A service charge of
$90.00 per entry will be assessed for any Temporary Import/
Export services.
Under Bond/Guarantee
A single transaction bond is used in lieu of a continuous
bond, in the event a customer is not bonded. A service charge
of $4.00 per $1,000.00 of bond value (subject to a $40.00
minimum) will be assessed.
