VACANCY ANNOUNCEMENT: HEAD OF STRATEGIC PLANNING, KNOWLEDGE
MANAGEMENT, MONITORING AND EVALUATION - NO.VA/NPCA/14/36
NEPAD Planning and Coordinating Agency (NPCA or NEPAD Agency) is implementing
a new organizational structure approved by the African Union at its 19th Assembly in July
2012. This is one of the outcomes of the integration of the New Partnership for Africa’s
Development (NEPAD) into the African Union (AU) processes and systems. To this end,
it is looking for exceptional individuals with extraordinary skills and competencies as well
as track records of delivering excellent work in an international organizational setting.
Appointed candidates will help shape and deliver NEPAD programmes and projects.
A technical body of the AU, NEPAD Agency was set up in replacement of the NEPAD
Secretariat by the Decision of the 14th AU Assembly of February 2010. NEPAD is a
programme of the AU that was adopted in 2001 in Lusaka, Zambia. Its primary aim is to
eradicate poverty and promote sustainable growth and development in Africa. The AU is
Africa’s foremost Pan African body charged with spearheading Africa’s rapid integration
and sustainable development by promoting unity, solidarity, cohesion and cooperation
among the continent’s people and African States as well as developing a new
partnership worldwide. NEPAD Agency works closely with the African Union
Commission, Africa’s Regional Economic Communities, national governments, the
private sector, academic institutions, civil society organizations and the international
development community in the implementation of the NEPAD initiative.
The mandate of NEPAD Agency is to:
• Facilitate and coordinate the implementation of continental and regional priority
programmes and projects.
• Mobilise resources and partners in support of the implementation of Africa’s
priority programmes and projects.
• Conduct and coordinate research and knowledge management.
• Monitor and evaluate the implementation of programmes and projects.
• Advocate AU and NEPAD vision, mission, core principles and values.

2 B. KEY PERFORMANCE AREAS
Under the supervision of the Chief Executive Officer, the Head of Strategic Planning,
Knowledge Management, Monitoring and Evaluation will provide strategic and
operational leadership by ensuring that the Division has strategic plans, business plans
and the budget and develop knowledge management strategies and practices in NPCA.
The Head Strategic Planning, Knowledge Management, Monitoring and Evaluation will
initiate, develop, implement, manage, and evaluate activities and supervise staff of the
Division. He/she will also be responsible for the Division’s work plans and the production
of performance reports. The incumbent will lead the Divisions’ contributions in the
generation and application of new knowledge for continuous improvement of
performance and the mobilization of resources for programme/project implementation. In
addition, he/she will be responsible for the evaluation of the performance of Divisionlevel staff.
Specifically, the incumbent will:
1. Develop and implement a results based management system and ensure
alignment with work plans, planning and management cycle. Ensure programmes
developed are aligned to the overall strategy and policies of the NPCA.
2. Take direct responsibility for the implementation of an effective Monitoring and
Evaluation programme for the continental priority programmes including the
development of the impact assessment policy framework and programme
evaluation framework.
3. Develop and implement a knowledge management system and framework,
knowledge sharing standards and facilitate knowledge sharing events in
collaboration with sector leadership to support the improvement of the quality of
programme development and delivery.
4. Provide technical guidance on the development and implementation of a
programme risk management system, ensure capacity building to conduct risk
assessments with the Division and conduct periodic risk management reviews.
5. Provide technical expertise and project management expertise in the
development of Agenda 2063.
6. Provide technical guidance to programme Divisions and Directorates in impact
assessment of programmes and building capacity for programme efficacy
assessment and evaluation.
7. Coordinate and manage cross-regional and cross-community of practice
collaboration as well as build relations with external professionals and institutions.
8. Participate in the mobilization of resources for the Agency.
9. Perform any other related duties as may be assigned.
C. Qualification and Experience: Candidates must hold a minimum of Master’sz
degree and a Bachelor’s Degree in Strategic Management, Information
Management, Knowledge Management, Business Administration, Monitoring and
Evaluation or related field.

E. Language Requirement:
Proficiency in one of the African Union working languages (English, French, Portuguese
and Arabic) is a requirement. Knowledge of one or more of the other AU working
languages is an added advantage.
F. Age Requirement:
Candidates should preferably be between 35 and 50 years old.

H. Remuneration:
An indicative basic salary of US$47,829.00 per annum plus other entitlements such as
post adjustment (57% of basic salary), housing allowance (US$ 26,496.00 per annum),
pension (19% of basic salary), among others in conformity with the rules and procedures
applicable to internationally recruited staff of the African Union.
